About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) District Six for Districtwide Title Search Services. The RFP seeks to procure title search services for FDOT District Six, covering Miami-Dade and Monroe Counties. The addendum addresses questions received from prospective proposers and updates the submission format, clarifying that only an electronic PDF submission is required, and changes the public bid opening meeting date from May 2, 2023, to May 24, 2023.

The RFP has a budget of $300,000 and does not specify an exact number of title searches that will be requested annually, as it depends on the demands and needs of other FDOT departments and projects. The title reports must show the chain of title back to the earliest acquisition document. Proposers are instructed to submit their technical proposals in a specific format, and the public bid opening meeting will be held in-person at the FDOT District Six headquarters.

Work Description: To Provide Districtwide Title Search Services for District Six, For the Florida Department of Transportation (FDOT).

I. QUESTIONS AND ANSWERS TO THE REQUEST FOR PROPOSAL

Question 1: Can you please send me a copy of the winning bid for the last RFP?

Answer 1: The previous solicitation was DOT-RFP-19-20-6172SD-REBID. The Procurement Documents related to this solicitation can be obtained in our public FTP website:

https://ftp.fdot.gov/file/d/FTP/FDOT%20LTS/D6/Contractual%20Services/DOT- RFP-19-20-6172SD-REBID%20Title%20Search/. You do not require login credentials. The username is “guest” and no password is required.

Question 2: How many searches does FDOT anticipate they may request each year?

Answer 2: There is no exact number of title searches that will be requested. It all depends on the demands and the needs from other departments and each project.

Question 3: What is the proposed budget allocated for this project?

Answer 3: The budget for the title contract is $300,000.00.

Question 4: Since Section 22, 22.2 and the RFP Checklist are somewhat contradictory, please describe the required submission format.

Section 22 – Proposal Format Instructions, Section 22.1 – General Information states that the required format for proposal submittal is Electronic Submission and also refers to Section 27 but then within Section 22.2 Technical Proposal (Part 1) it states as follows:

The Proposer must submit one (1) original, (3) copies, and one (1) in electronic format (i.e.

USB) technical proposal which is to be divided into the sections described below. Since the Department will expect all technical proposals to be in this format, failure of the Proposer to follow this outline may result in the rejection of the proposal. The technical proposal must be submitted in one separate document marked "TECHNICAL PROPOSAL

NUMBER DOT-RFP-23-6185IZ.

The RFP Checklist also states as follows:

Is email submission sufficient or do we also need to mail (1) original, (3) copies, and one (1) in electronic format (i.e. USB) to the District. Please advise.

Answer: 4: Section 22.2 Technical Proposal (Part I) is hereby updated to the following:

The Proposer must submit one (1) original technical proposal which is to be divided into the sections described below. Since the Department will expect all technical proposals to be in this format, failure of the Proposer to follow this outline may result in the rejection of the proposal. The technical proposal must be submitted in one separate document market

“TECHNICAL PROPOSAL NUMBER DOT-RFP-23-6185IZ”.

Additionally, Technical Proposals shall be submitted in electronic PDF format to D6.Purch@dot.state.fl.us before the submittal deadline and as outlined in Section 22.1 General Information. It is not required to mail (1) original and (3) copies to the Department.

Question 5: Exhibit “C”, Price Proposal shows a service called e-Title Report. We would like to know if that is the same software / system which was previously used by FDOT District 4, or is it the new software, ABS currently being used by FDOT District 4. Please provide more details about the e-file service referred to in the RFP.

Answer 5: District 6 does not use specific software for title report management. Typically, Title Reports are submitted in PDF (electronic) format via e-mail to the FDOT Project Manager.

Question 6: Will the Title Reports need to show the entire typed out chain back to EPR (Earliest Public Record), or will it resemble the District 4 report in that the title vendor will only need to show the most recent 5 typed deeds?

Answer 6: The Title Reports need to show the chain of title going back to the earliest acquisition document.

Question 7: The Public Bid Opening/Meeting is scheduled to take place on 5/2/2023 at 2 pm. Is it only in person, or are bidders able to call in or zoom into the meeting?

Answer 7: The Public Bid Opening/Meeting has been re-scheduled to take place on 5/24/2023 at 2:00 PM. The meeting will be held in-person at the District 6 headquarters: Adam Leigh Cann Building, 1000 NW 111th Avenue, Miami, FL 33172. There is no call-in option at this time.
