About this file
This document is Addendum 1 to an Invitation to Negotiate (ITN) from the Florida Department of Transportation (FDOT), specifically DOT-ITN-25-2024-JB for the Assessment of Innovative Ideas, Problem Statements, and Challenges. The addendum provides responses to questions received from potential bidders about the contract, which is a pilot program targeting innovative transportation solutions. The contract will primarily focus on District 2 but will allow challenge statements to be evaluated across all FDOT districts. Innovations may include asset management, disaster recovery technologies, traffic and mobility management, internal operation automation, materials or engineering design innovation, and workforce innovation. The contract is set for an initial five-year term with a budget of $50,000 per district per year and potential for expansion.
The document indicates that FDOT intends to award one contract through this ITN process, with physical presence in Florida not being a requirement but in-person meetings will be necessary. The contract will be managed by the District Two Planning and Environmental Management Office (PLEMO) under Larry Parks in the Production department. Exhibit C, which will detail unit rates, will be provided later in the negotiation process. While a technical proposal is not required for this contract, vendors will need to demonstrate capabilities in researching and assessing innovative transportation concepts, with an expectation of recommending at least three potential solutions for each challenge presented.
