About this file
This is Addendum 1 to an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) District Two Procurement Office for Lake City Maintenance Sign Washing, identified as DOT-ITB-26-2010-JB. The addendum provides clarifications to questions submitted by bidders regarding the scope of work. The project involves washing all types of roadway and regulatory signs located on the state road system within the Lake City maintenance area. No sign locator map is provided; contractors are expected to drive through designated road areas and identify all signs requiring service. The scope includes signs on roadsides, medians, and maintenance facilities but excludes overhead/over-road signs and signs within 25 feet of designated parking areas where vehicles are present. Bidders must acknowledge receipt of this addendum and return it with their bid packages by the bid opening date and time, or face determination as non-responsive.
No pre-existing contract for this scope exists. Payment terms and basis of payment are detailed in Section VI of the Scope of Services document. The contractor bears full responsibility for developing and implementing a water supply plan to support cleaning operations across all municipalities within the service area; FDOT does not provide or recommend preferred water sources. Bidders should note that sample photos and dimensions of signs are not available, requiring contractors to conduct their own site reconnaissance. All eight questions submitted by potential bidders have been answered in this addendum to ensure uniform clarity for all parties during the competitive bidding process.

Question Answer
1. Is there a Sign Locator map available for the suggested scope of the project?
1. No
2. What types of signs are included in the scope of work? (i.e. Stop signs, Highway directional signs, Road identifier signs)
2. All types of roadway and regulatory signs that are located on the state road system.
3. Can you supply sample photos or dimensions of the types of signs included?
3. No, It is in the Contractor’s best interest to drive through the roads in the areas to be worked and review all signs.
4. Was there a pre-existing contract in place for the same scope of work that has or will be expiring?
4. No
5. What are the standard payment terms after each cycle? (i.e. Net 30/60/90)
5. Please Read Section VI Basis of Payment in the Scope of Services.
6. I see that no "Overhead" signs are included in this scope, but I want to clarify for MOT accommodations that there are no over road signs included in this scope, and only signs to the sides and medians of the roadways.
6. There are no over road signs, only signs on the sides and medians of the roadway and in the Maintenance Facilities.
7. In the same vein of scope it states that signs within "25 feet of parked vehicles" are not included. Does this only refer to signage within 25' of designated parking areas with vehicles present, or any given sign with a vehicle within the 25' proximity?
7. Designated parking area with vehicle present.
8. Water supply: Traditionally we supply our technicians with appropriate hydrant meters for the designated work areas per the local municipality. Given the large service area of the project, is there a preferred water supply that can be used by the cleaning technicians to fill their tanks, or will we have to source hydrant meters from every municipality that we are completing work within their district?
8. The Department does not have a preferred water supply; The contractor is responsible for having a plan to supply all water.
