About this file

This document is an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) District 7 for the procurement of connected vehicle onboard units. FDOT is seeking competitive bids to establish a three-year contract for the purchase of these units. The ITB provides a timeline with key dates, including a bid due date of August 16, 2024 and a public bid opening on August 19, 2024. FDOT anticipates purchasing an estimated quantity of the units over the three-year contract period, with optional renewals available. Bidders must be registered in the State of Florida's MyFloridaMarketPlace system.

The ITB outlines detailed technical specifications for the onboard units, including requirements for the physical computing unit, antenna, human-machine interface display, and functionality such as transmitting and receiving messages for vehicle-to-vehicle and vehicle-to-infrastructure applications. Pricing is requested on a tiered basis for both semi-permanent and portable onboard units. Evaluation criteria include consideration of veteran business enterprises, drug-free workplace policies, and minority business enterprises when bids are equal with respect to price, quality, and service.

A bid may be found to be irregular or non-responsive by reasons that include, but are not limited to, failure to utilize or complete prescribed forms, modifying the bid requirements, submitting conditional bids or incomplete bids, submitting indefinite or ambiguous bids, or executing forms or the bid sheet with improper and/or undated signatures. Other conditions which may cause rejection of bids include evidence of collusion among bidders, obvious lack of experience or expertise to provide the required services, and failure to perform or meet financial obligations on previous contracts. The “Drug-Free Workplace Program Certification” must be completed and submitted with the bid response to be eligible for this preference.
