About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) for the procurement of District 7 Connected Vehicle Onboard Units. The ITB, identified as ITB# DOT-ITB-25-7004-EG, is seeking bids for the supply of Connected Vehicle Onboard Units to be used in the I-4 FRAME projects, which cover portions of FDOT Districts 1, 5, 7, and the Florida Turnpike Enterprise. The addendum addresses technical questions and answers related to the ITB requirements, including details on antenna configurations, WiFi interface use cases, and supported CAN message formats. The bid opening date is August 19, 2024, and the addendum must be acknowledged by bidders.
The ITB is intended to establish a contract to fulfill the onboard unit needs for the I-4 FRAME projects, with no set timeline for when purchase orders will be placed. Bidders are allowed to propose alternative solutions and pricing, but must respond to the ITB as specified. The contract will be awarded to the responsive and responsible bidder(s) based on the criteria outlined in the ITB.

FLORIDA DEPARTMENT OF TRANSPORTATION
ADDENDUM NO.: 1 DATE: 8/14/2024
RE: ITB#: DOT-ITB-25-7004-EG
ITB TITLE: DISTRICT 7 CONNECTED VEHICLE ONBOARD UNITS.
OPENING DATE: August 19, 2024
Notice is hereby given of the following changes to the above-referenced ITB:
TECHNICAL QUESTIONS AND ANSWERS:
1) Question: Would FDOT be interested in cost savings ideas that may be based on eliminating or reducing certain specific requirements called out in the ITB?
Answer: Vendors must respond to the bid as specified but may also provide additional supplemental information including detailed technical details and pricing for proposed alternatives.
2) Question: Page 6, Section 6) Prices/Delivery – Please provide a forecast of the timing and quantity of currently anticipated P.O.s.
Answer: Depending on responsive bidder(s), this ITB is intended to fulfill the OBU needs for the I-4 FRAME projects which entail portions of Districts 1,5,7, and FTE.
Given that the timing of the P.O.s will be dependent upon progress of those projects there is no set timeline for when the P.O.s will be placed.
3) Question: Page A-1, Section II.) The Vendor shall provide an engineered OBU solution as an assembly that provides, at a minimum, the following components: a physical computing unit with integrated cellular vehicle-to-everything (C-V2X) radio;
a single, external multiband antenna; a human-machine interface (HMI) display, and all cabling, mounting hardware, and incidental parts necessary for a fully functional OBU system. The Vendor shall also provide a complete set of documentation describing OBU programming, configuration, and operation, including a user and programmer’s guide and software development kit.
○ For the requirement text: “a single, external multiband antenna” Can there also be an interior antenna used for LTE?
○ Was ‘External’ in reference to the Exterior of the Vehicle, or Exterior of the OBU?
Answer: Interior antennas may be proposed and will be considered by the Department. The vendor must provide details of the proposed OBU system that include an assurance that system performance will not be degraded by using interior antennas or other design variances from stated requirements. The reference to “external” is in reference to the exterior of the vehicle.
4) Question: Page A-3, Section II.A.) General Requirements, Item 15 – What use cases must be supported for the WiFi interface?
Answer: The WiFi interface is to provide standardized, secure, wireless Ethernet connectivity to the radio for various purposes, including the ability to connect a tablet that can provide various HMI displays, including a simplified driver-oriented HMI as well as a diagnostic HMI able to decode and display all messages sent and received by the OBU (e.g., MAP, SPAT, TIM, BSMs, etc.).
5) Question: Page A-3, Section II.A.) General Requirements, Item 16 – What types/models of vehicles does FDOT anticipate installing OBUs into where the CAN connection would be utilized? What CAN message formats must be supported?
Answer: Types and models of FDOT vehicles are not yet determined. However, the vendor will be required to support CAN and OBD-II interfaces and message formats from a minimum of 3 different vehicle manufacturers including Ford, GM, and Stellantis.
6) Question: Page A-6, Section II.E.) Functional Requirements of Message Types, Items 1 through 7 – Would it be acceptable for the OBU to conform to a later version of SAE J2735 than 2022-11? For example, would it be acceptable for the OBU to conform to the SAE J2735 2024 version that will soon be published?
Answer: Conformance to the most current published standard is acceptable and preferred. Note any proposed variances or exceptions to ITB requirements in the bid response.
Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
