About this file

This document is a "Description of Intended Single Source Purchase" from the Florida Department of State regarding the renewal of an annual subscription for microfilm of five Florida newspapers. The Division of Library and Information Services is requesting this subscription as required by Chapter 257.04(4) of the Florida Statutes to maintain newspaper resources for state agencies, library staff, and the general public. The subscription period is from January 1, 2023 to December 31, 2023, and the estimated cost is $59,436. ProQuest, LLC is identified as the sole source provider, as they hold the copyright on the editorially created indexes and are the sole source for producing microfilm of the specified newspaper titles.

The justification for the single source procurement is that ProQuest, LLC is the sole holder of the copyright and the sole vendor capable of producing the microfilm. The Department of State has confirmed that the commodities and services are available only from this single source. The Department will provide notice of its intended decision to enter into a single-source purchase contract as required by the Florida Administrative Code and Florida Statutes.
