The Department of Revenue seeks an instructor or contractor to deliver three separate three-hour training sessions on "The Power of our Words" across two days in June 2023, with sessions targeted at approximately 250 staff members in each division. The training must be delivered in-person and shall not be recorded by the Agency. The course learning objectives focus on helping employees understand the impact of their words, develop positive communication skills, maintain team atmosphere, and foster personal motivation and change. Quotes must be submitted by March 31, 2023 at 2:30 PM to Nick Hill at the Salem office via email, regular mail, or hand delivery. No site visit or bidders conference is mentioned in the RFQ.
Offerors must submit a signed pricing sheet with all-inclusive costs for each training session, a draft Statement of Work or syllabus aligned with the course learning objectives, descriptions of training personnel and their experience, examples of similar past trainings, and three completed reference check forms from customers using the prescribed form. The Agency will not reimburse travel or expenses, and all costs must be included in the quoted price. Award will be made on a "Best Value" basis considering experience, expertise, references, availability, resource capacity, alignment of the proposed scope of work with Agency needs, and cost. The Agency reserves the right to reject all offers, cancel the RFQ, negotiate contract terms with the selected offeror, or award all or a portion of the requested services at its sole discretion.
