Offers must be received by February 27, 2026 at 2:00 PM via email to dor.procurement@dor.oregon.gov or through Oregon Buys.

1. Introduction
The Oregon Department of Revenue (Agency) administers Oregon tax laws, supports partners’ programs, and acts as a central debt collection agency for other state agencies, boards, commissions, and local governments. Agency is committed to bringing in the revenue that Oregon counts on, whether it’s through tax programs we administer, supporting our partners’ revenue collection efforts, or collecting on debts owed the state of Oregon.
The State of Oregon is committed to taking active steps toward increasing and promoting diversity, equity, and inclusion values across procurement processes for minority, women, emerging small, and service-disabled veteran owned businesses by reducing barriers to compete for and be awarded state contracts. All interested businesses are encouraged to submit proposals for this contracting opportunity.
The agency is looking to acquire a contract with an established and experienced vendor to move agency’s project portfolio and project management tools from Project Online to Project Server Subscription Edition.
2. Overview
The mission of the Oregon Department of Revenue is to make revenue systems work to fund the public services that preserve and enhance the quality of life for all citizens.
The Project Management Office (PMO) supports and facilitates the achievement of Revenue’s strategic vision. It performs a number of critical functions in this effort. Specifically, project management, business analysis, vendor and contract management, and data process analysis and business process improvement as they relate to our core tax system and core processing systems.
The PMO utilizes Microsoft Project Online as it’s central tool for initiating, planning, and executing projects. The tool allows us to generate and store project plans, documents, and artifacts in a central location. We maintain templates, document libraries, SharePoint integration, and other collaboration tools allowing us to efficiently manage agency projects. Additionally, the project online gives us needed portfolio management tools to monitor and report on the agency’s full portfolio of projects. Microsoft announced Project Online will be discontinued at the end of September 2026.
