About this file
This is a Request for Bids document issued by Mt. Hood Community College (MHCC) Facilities Department for on-call door services. MHCC is seeking bids from Oregon State certified, licensed, and bonded contractors in good standing with the Construction Contractors Board (CCB) to provide door and lock repair and replacement services. Services to be bid include Nebco Gyrotech repair or replacement, Trilogy alarm lock installation, continual geared hinges and installation, complete wood or steel door replacement, Norton repair or replacement, Stanley repair or replacement, and overhead door service with hardware, electrical, and mechanical components. A mandatory pre-bid meeting is scheduled for June 22, 2023, at 8:00 am, with attendance required for bid eligibility. Bids must be submitted by 2:30 pm on June 29, 2023, on the provided spreadsheet; late or non-conforming submissions will not be considered. MHCC intends to select two contractors—a primary and an alternate—to provide services on an as-needed basis. The initial contract term is 36 months, running from July 1, 2023, through June 30, 2026, with renewal options for up to two consecutive one-year periods.
Award will be made to the bidder providing the best value based on price, experience, and references. Bidders must demonstrate certification as Nebco Gyrotech, Norton, Stanley, and Trilogy technicians and must comply with current OSHA standards and state permitting requirements. The contractor must provide a 2-hour response time for emergencies and a 48-hour response time for other jobs, with a minimum 90-day warranty on all services. Contractors must carry commercial general liability insurance of at least $1,000,000 per occurrence, automobile liability insurance of at least $1,000,000 per occurrence, and workers' compensation coverage. Submission requirements include pricing for certified repair technician labor (broken down by day and time of week), other services pricing, material markup percentage, emergency call-out fees, a one-page cover letter describing company qualifications, three references, copies of certifications, and confirmation of Purchasing Card (Visa) acceptance. Pricing adjustments during the contract term require written agreement from both parties.
