xi. Pages 52 to 59 – These clauses should be reviewed carefully.
xii. Page 60 - List of attachments to be distributed after the walk through, each contractor to take one copy only. If any left over feel free to take additional copies. RFI 09-03 (2nd Rev, 12-07-09) replaces RFI 08-04 (Revised from 07-06) on pages 61 and 112. The correct RFI was among the attached but the list appearing on pages 61 and 112 references the old RFI.

The information must also be provided on a CD or thumb-drive in Excel 2000 or an earlier version. Hardcopies should also be included. If descriptions differ, the hard copy’s data will be used. Written copy takes precedence.
xx. Pages 144 to 146– The inflation factor, including CTS, is 1.4%.
xxi. Page 148 – Please note that these are the questions for Understanding of the Work and they are not sample questions. The sample questions in parenthesis should be taken out.

You will be allowed one hour for oral presentation, no longer. Currently, the week of August 23, 2010 has been scheduled for orals presentations – or submittals – in Boston. Ten copies of the oral presentation must be submitted, and will not be returned. It should be noted that the written technical proposals are not returned either, but are shredded after completion of the procurement.
- The POC for this is Binh Kha.
xxiii. Pages 151 to 163– Be aware that the government has the right to award on initial proposal received, without discussion or any opportunity to make an oral presentation so offerors should submit the best possible proposal.
1. Page 152 – Note the point breakdowns per section.
2. Page 158 – The automated past effectiveness breakdown is noted. All small businesses automatically receive five points in this area.
xxiv. All calls and questions concerning this RFP are to be directed to the Contracting officer or specialist. No calls should be placed to the Regional Office of Job Corps.
xxv. There will be one and only one pre-proposal conference and walk through. Contractor will not be permitted to come again to the center. There will be no other walk through.
The J-Attachments were picked up. Will send J-Attachments upon request.
5. Conclusion: Contracting Officer thanked the Puerto Rico Job Corps Centers staff for the guided tour. Contracting Officer reminded everyone proposals due 06/24/2010 12:00 noon and to submit any questions in writing or email to Binh Kha or Tom Pendleton. These questions may be received up to 10 calendar days before the proposal is due.
Any changes to the RFP will be noted in ensuing amendments.
