General Questions:

1. Are there any locations that will need to have Wiremold used over Conduit?

ANSWER: New wire must be in conduit throughout

2. During the walk through it was said to assume all locations contained lead, and to follow worksite safe lead practices. Will we need to provide any lead testing during construction or after?

ANSWER: No testing is required for lead paint under this contract.

3. What certifications are workers required to have i.e.: OSHA 10, Lead Safe Certification, etc.

ANSWER: To follow lead-safe work practices, firms need a trained certified renovator directing work.

4. Is a NYS PE acceptable in lieu of the Nicet?

ANSWER: NICET III may be substituted for PE. PE may sign the drawings and paperwork.

5. Can a Mass Comminutions be offered as an option?

ANSWER: Mass communication should be offered as required by New York Fire department.

Refer to the scope of work’s requirements regarding code and regulations compliances.

Fire Door Replacement:

1. Bid spec’d 4.5” x 4.5” hinges, during the walk through there was a desire for full mortise continuous hinges, will there be an update to the spec and if there is then is it ok for fire rating label to be located on top of the door?

ANSWER: Each door leaf will have 4 hinges (4.5” x 4.5”)

2. If spec calls for 1/4” laminated wire glass, what do we substitute as wire glass is no longer code compliant?

ANSWER: Use fire rates glass ceramic or equivalent instead of wire glass.

3. How should holes in existing frames be filled (e.g. Bondo or weld)?

ANSWER: Holes in the existing frames will be weld-repaired to maintain fire rating.

4. Looking to substitute Pioneer doors for specified brands, what information do you need to know it’s a comparable door?

ANSWER: The scope provides nine (9) acceptable manufacturers, refer to the scope of work part 2 (2.1.A).

CONSTRUCTION SCOPE OF WORK

FIRE ALARM SYSTEM REPLACEMENT

AND

SMOKE AND FIRE DOOR REPLACEMENT

ONEONTA JOB CORPS CENTER

ONEONTA, NEWYORK

I. GENERAL

The work involves the phased removal and replacement of the existing fire alarm (FA) systems with new fully addressable fire alarm systems in Buildings 1, 2, 3, 4, 5, 6 & 10 at the Oneonta Job Corps Center. The scope also includes the replacement of certain fire and/or smoke doors in Building 1. The extent of work is described in Parts IV & V of this scope of work (SOW).

II. SPECIFIC REQUIREMENTS/ INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor will conform to:

1. Code of Federal Regulations

a) Safety and Health…………………………….……………..OSHA CFR Part 1926.62

Because the work may disturb painted wall surfaces provide the services of an independent industrial hygiene consultant to conduct representative paint sampling as necessary (in buildings erected before 1979) to determine the lead content of painted surfaces affected by the renovation.

If lead paint is identified on surfaces to be disturbed by renovation activities, the Contractor will include the following information in the project documents:

• The locations and concentrations of lead-containing paint in areas affected by the renovation

• A requirement of the Contractor to comply with the OSHA Lead Standard for Construction Industry (29 CFR 1926.62), and other environmental or occupational safety and health regulations as applicable

• A statement prohibiting scraping or sanding of lead painted surfaces. Where removal or demolition of lead painted building components is required, these building components will be removed intact wherever possible.

• A requirement that all construction debris will be disposed of in accordance with applicable solid and hazardous waste regulations. It is anticipated that lead-painted building components http://www.solicitationattachments.com/oneontafirealarm

C-5 will be disposed as normal construction debris.

2. National and State Building Codes

The Contractor will conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. Deviations and interpretations will be subject to the approval of the CO.

3. Permits and Licenses

The Oneonta Job Corps Center is a federally leased facility. However, the center is operated by a private company with a contract from the Department of Labor Regional Office in Boston.

The Contractor will research, and be responsible for obtaining and paying for, all regulatory, permitting and licensing requirements in accordance with JCH-814, 2013 Section 1.7. No drawings or specifications will be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).

B. JOB CORPS GUIDELINES

1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and

Engineers

Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," is a companion document to this scope of work. It presents the Contractor additional requirements not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH-814, 2013, the requirements of the contract will take precedence.

C. OTHER STANDARDS

1. Environmentally Preferable Products

The Contractor will evaluate options for the use of environmentally preferable products/materials.

2. Asbestos-Containing Materials

An asbestos survey of the center’s buildings was conducted in November, 1991. The results of the survey and subsequent lab tests confirm the presence of asbestos-containing materials (ACM) in certain locations of the buildings. A copy of the report will be made available to the Contractor. It is not intended that all asbestos identified in the report be removed or disturbed in the performance of this contract. Asbestos containing materials will only be removed as necessary to complete the rehabilitation work.

3. Inspection, Testing, and Record of Completion

The new fire alarm systems will be inspected and tested in accordance with NFPA 2013 7.6.6 and

7.8.2. Provide record of completion and re-acceptance testing in accordance with NFPA 2013 7.5.6 and 7.8.2.

a) The Contractor will, at their expense, conduct a general operating test of the new fire alarm systems. The general operating test will demonstrate that the entire equipment system is fully functional.

b) After all systems are completely tested, the Contractor will submit four (4) copies of test results to the Center Director and/or designated representatives for review (designated representatives such as ESC PM, and CO).

c) Final inspection, witnessed by Authority Having Jurisdiction (AHJ) and ESC PM Representatives, will not be made until test results have been reviewed by the Center director and/or the designated representatives.

d) Provide training and orientation of the new fire alarm systems to the appointed maintenance and operations staff. The Fire Alarm Contractor will provide a video of this training.

e) Provide a set of reproducible as-built installation drawings, system operating manual(s), and written sequence of operation to the Center Director, and/or the center’s designated representative.

4. Existing Facility Investigative Survey

The work is to be performed on existing buildings for which plans are not completely available; the Contractor will perform an investigative survey to determine if there are hidden conditions or

C-7 elements which will impact the work. Demolition may be required to expose suspected unknown elements.

a) The survey will determine if multiple ceilings exist. Additionally, the survey will determine locations, where fire alarm devices are installed in the attics or above lay-in ceilings.

b) The survey will determine the extent of any hidden structural elements. The existing design and spacing of hidden structural elements will be investigated.

c) The survey will locate any hidden mechanical or electrical components, the presence of which would impact the proposed work. Find HVAC units with capacity of more than 2000 cfm, requiring shut down by duct smoke detectors.

d) Any openings in the exposed finishes created to perform the investigative survey will be sealed and restored in all areas where there are occupants. Any opening hidden by the exposed finish ̧ such as a drop-in ceiling, need only is sealed.

e) Care will be taken to avoid disruption of suspected or known ACM.

D. SPECIFIC INSTRUCTIONS

1. Center Operation

The center will remain in operation throughout the Construction Phase. The Contractor will, as part of this contract, coordinate all construction activities closely with the Center in order to minimize disruption of center operations during construction. The Contractor will review with the Center a three week look ahead schedule that outlines clearly work tasks pending in the immediate future. The Contractor will be required to share schedules for long lead items so that the Center can prepare if necessary. Scheduling of the construction work is the full responsibility of the Contractor and is required to allow the center to operate in a normal fashion during construction. Safety of the Center Faculty, Staff and Students is the Contractor’s highest priority.

2. Contractor Responsibilities

The Contractor will ensure the security of operations and storage areas to preclude all breaches of security including, but not limited to, vandalism and/or theft that can impact the timely and successful completion of the work. While existing center operations will be continuing during the course of the project, the Contractor will not rely on any aspect of center security to guard aspects of his operations.

At no time during this construction duration, up to and including the acceptance of the substantial completion walk-through, will the CO accept requests for additional security measures. The DOL will not be held to have incurred any liability for loss of, and/or damage to, materials, tools, and equipment of the Contractor by contract or otherwise. The DOL will not in any way be liable or responsible for damage or loss to work due to trespass or theft.

The specified construction materials must be of quality that is consistent with the intended use of the facility, the center, and reflect local availability and construction skills. Newly developed materials and methods should be considered and discussed with DOL for inclusion in the project.

Although this scope of work may identify specific elements of construction, it is the Contractor’s responsibility to provide any and all elements which are incidental to provide a fully complete and functional facility.

The Contractor and all persons employed under the contract:

a) Will observe all security regulations in effect at the center;

b) Will not be permitted to use the food service facilities at the center;

c) Will not fraternize with the students or staff of the center;

d) Will not consume or transport any alcoholic beverages or drugs on the center; and will not transport any firearms on the center.

Persons violating the above will be subject to disciplinary actions as set forth by the Center.

3. Site Visit

A Pre-Bid site visit will be held at the Oneonta Job Corps Center at the discretion of the CO.

Participants will include representatives from DOL and its ESC.

This meeting is intended to familiarize the Contractor with the objectives of the project, the programmatic requirements and other inputs and constraints stemming from center operations. The Contractor’s responsibilities and lines of communication will also be discussed. Project data, budget, schedule, etc., will be further defined or clarified, if necessary.

The Contractor may utilize this opportunity to gather as much information as possible to aid in the preparation of a bid to the CO.

4. Specific requirements related to the New York City Fire Department (Department) Rules, Contractor should follow requirements and procedures for the submission of the documents for fire alarm system installation for Fire Department for review:

a) Pursuant to FC105.4.1 documentations for fire alarm system installations, containing all required details shall be submitted for Department review and approval prior to system installation.

• Fill application of approval of fire alarm system with Department of buildings

• Obtain Department of building s application number

• Provide two (2) sets of engineering drawings, complying with the requirements of Building code BC907.1.1 and bearing Department of Building application number.

• File all of above at the Bureau of Fire Prevention’s plan Department.

• Receive approval from Fire Department.

• Retain approved engineering drawings.

b) Certification of documents. Pursuant to FC105.4.1 documents must be prepared by a registered design professional. Such documents shall bear the seal of such design professional, which shell serve to certify that the documents are in compliance with applicable provision of the Fire Code, Building Code, rules, and other applicable laws, rules, and regulations.

c) Filings upon completion of installation. Upon completion of a fire alarm system installation the owner shall submit a request for inspection pursuant to R105-01c (2).

• Submit application for Department inspection of a fire alarm system installation including the following documentation and such other information and documentation as the Department may require:

The Department’s “request for inspection” application form;

“ as built documents of the fire alarm system installation, and the facility in which it is installed, as actually constructed, formatted in folio (11x17) size, and containing:

- The information required by Building code section 907.1

- Input/output programming matrix and written certification required by R 105-01c (2) (A)(3) and (4).

A complete Input/output programming matrix that defines the sequence of operation.

A written statement of registered professional certifying that the functional test has been conducted and system operates as designed in accordance with the Input/output programming matrix.

• Receive acceptance from the Department.

d) Submitted documents shall be formatted (to scale) to department required format (24”x36” or 11”x17” dimensions). Submission of documentation in electronic format may be required.

5. Submittal Requirements

The Contractor will, at a minimum, submit the following for approval before commencing construction:

a) Schedule, CPM in Microsoft Project or Primavera P6, with electronic files

b) Safety Plan

c) Quality Plan

d) Construction layout plan

e) Shop Drawings stamped by a licensed professional Electrical Engineer in the State of New

York. Prior to submission to the CO for approval, the Contractor will provide evidence that the local Fire Inspector or his designee has reviewed and all of their comments have been incorporated. If there are conflicts between the Fire Inspector’s comments and the contract

C-10 requirements, the more stringent will prevail. Note, the AHJ approval does not constitute the approval of the CO or compliance with the contractual requirements.

• Shop drawings will include floor plans, riser diagrams, voltage drops and battery load calculations, sequence of operation provided on the floor plans, and catalog cut sheets for all pieces of equipment to be installed.

f) Product data and shop drawings for all Fire Doors and Smoke Doors.

g) Product data and shop drawings for all Fire Door and Smoke Door hardware and accessories

(i.e. door pulls, push plates, closers, panic hardware, kick plates).

The Contractor will, at a minimum, submit the following before requesting substantial completion:

a) Three (3) as-built set of drawings including floor plans, riser diagrams, voltage drop, and battery load calculations, and catalog sheets for all fire alarm devices, doors, and associated devices (PDF).

b) Warranties, including manufacturer warranties.

c) Inspection and Testing Certificate for each of the new fire alarm systems

d) Record of Completion

e) O&M Manuals

f) Consent of Surety

g) Records of Training

h) Records of waste disposal

i) Final punch list with request for certification that the project is substantially complete.

6. Construction drawings

Construction drawings of the buildings involved are not available. The Contractor is required to familiarize himself with the existing conditions affecting the work through site verification. The Contractor will be responsible for verification of all dimensions, layout, and conditions in and around the construction area involved. The Contractor will inform the CO and COR immediately of any unforeseen conditions which may affect the work.

7. Scheduling

For work scheduling, the Contractor will provide a sequenced construction schedule to the CO for approval no later than 10 calendar days after he receives a Notice to Proceed (NTP) indicating the areas he desires and the periods of time he requires them vacant in order to perform his work. As the work progresses, the Contractor will submit an updated schedule for approval on an as needed basis as determined by the Center Director or his/her designated representative.

8. Site Visits – Construction Observation – Construction Progress Meetings

The Contractor will prepare a monthly construction progress report. The report will include an updated CPM schedule, a minimum of 5 electronic photos of all aspects of the project and a list of open issues with the responsible person and target date for resolution identified. The ESC representative may visit the site at least once a month. During this visit, the Contractor’s payment application may be quantified and verified by the CO Representative.

Once construction commences, in coordination with DOL, the Contractor will organize, prepare agenda, and conduct weekly construction progress meetings, record and prepare meeting minutes, and distribute to team members and attendees within 3 days after the meeting. These weekly progress meetings will include representatives from the Contractor, the ESC, DOL and others as determined by DOL. Meetings may be held at the construction site in conjunction with ESC site visits and/or attended by conference call. The ESC will provide the teleconference platform.

9. Availability of Existing Documents

Site verification of the existing conditions is required. DOL has some drawings with limited detail showing renovations that have taken place in the years since DOL took occupancy of the facility. A list of previous projects is provided below. These documents have been provided as part of this solicitation and are incorporated by reference. These documents are provided for reference only. The Contractor will be responsible for verification of all the dimensions and existing system types and conditions.

a) Project 1 – Attic Insulation, Mechanical, Ventilation & Electrical Upgrades for Building 1 (Main Building)

a. Project 2 – Provide Women’s Shelter and Day Care Center, Building 4 (Maya Angelou Dorm)

b. Project 3 – Gymnasium Addition (Project # 4-205-02) - Building 6 (Gymnasium)

E. QUALITY ASSURANCE

1. All devices and equipment for this system will be listed by the Underwriter's Laboratories, Inc. (UL), bear the UL label and will conform to the applicable sections of National Fire Protection Association (NFPA) 72 and 90A, and the Americans with Disabilities Act (ADA) Code of Federal Regulation.

2. The installation will be in accordance with all requirements of NFPA, the National Electrical Code (NEC), all state and local codes and requirements, and these Specifications.

3. The Contractor will furnish shop drawing submittals for all components of this system in accordance with Paragraph B – GENERAL REQUIREMENTS to the CO for approval. Submittals will include the following for review. Submittals not containing all of the information listed below will be rejected.

a) A complete list by model number of each component of the system with a statement of how many pieces of each model are to be furnished and a listing of the specific data sheet

b) A description of the complete new system as it functions by component in the system using model numbers where applicable.

c) A complete battery calculation listing by module for the system

d) A data sheet will be furnished for each component of the system. The specific information will be highlighted.

e) A detailed drawing of the new control panel will be furnished showing all modules in their specific location with the specific terminal terminations shown.

f) A detailed floor plan will be furnished showing the locations of all equipment and devices, their addresses, and their required interconnections. The interconnections shown will indicate the system manufacturer's recommended number, size, and type of wires as described in this Specification. The plan will show the locations of all required control and monitor modules and their addresses. The layout of all fire detection and alarm system equipment, devices, and conduit routings will closely follow that shown on the drawings.

F. SCHEDULE AND DELAYS

The Contractor will immediately notify the CO of any expected delays in the acquisition of materials which may delay the completion of the project. Should this impact the approved construction sequence schedule the Contractor will adjust the schedule and resubmit it for the CO approval. No extensions in time will be granted unless the modified schedule is approved by the CO.

III. USE OF THE SITE

The Contractor will have access to the site within the security protocols established and maintained by the Center. In general, dormitories can be accessed from 8am to 3:30pm, Monday through Friday.

These protocols will be described in detail at the Pre-Bid conference. The Contractor will have a small lay-down area outside the building if needed in the parking area off the east end of building 1.

It is the Contractor’s responsibility to secure materials and equipment on the Job Corps site.

IV. EXTENT OF WORK

1. The scope of this project is to provide construction services for replacement of the existing fire alarm

(FA) systems with new Class A, fully addressable Fire Alarm Systems in Buildings 1, 2, 3, 4, 5, 6 & 10 at Oneonta Job Corps Center. The work includes, but is not limited to the phased removal of the existing fire alarm systems, and installation of new addressable fire alarm systems. The new fire alarm systems will be fully compliant with the New York State Fire Code, NFPA 101 Life Safety Code and NFPA 72 National Fire Alarm and Signaling Code requirements. If there is a conflicting requirement between IBC and NFPA codes, the more stringent will prevail. If there is a question as to what requirement is more stringent, the CO will determine.

2. Additional to the fire alarm system replacement is the replacement of seventeen (17) fire or smoke doors in Building 1. The Contractor is responsible for the removal of the existing doors without damaging the frames. The new fire doors will have a required fire rating of two hours.

3. All materials and equipment will be new (except as additionally called and specified existing equipment/conduit/wiring to be re-used), listed by UL, and bear the UL label. This applies to all equipment for which UL standards have been established and label service is regularly furnished.

A. SITE IMPROVEMENTS AND UTILITIES

1. Objectives The objective of this scope is to replace the fire alarm systems in 7 buildings as well as replace 17 fire and smoke door openings (double doors) in Building 1. The order for priorities is as follows:

a) Replace the fire alarms system in Building 1.

b) Replace the fire and smoke doors in Building 1

c) Replace the Fire Alarm system in Building 4 (Maya Angelou Dorm)

d) Remaining Fire Alarm work in Buildings 2, 3, 5, 6 & 10

To simplify the requirements for the Fire & Smoke Door work a set of guide specifications have been provided as a basis for estimating. The Contractor is required to field verify the existing conditions in the door table provided. There are seventeen (17) fire and smoke doors including hardware require replacement. The existing door frames are to remain in place.

2. Site Survey

The Contractor is required to verify existing conditions and adapt their bid proposal accordingly.

3. Fire Alarm Work

a) Existing Conditions The scope includes fire alarm system replacement in seven (7) buildings: Building 1 - Main Building, Building 2 - Cement Masonry Storage, Building 3 - Vocational, Building 4 - Maya Angelo Dormitory, Building 5 - Tile Setting, Building 6 - Gymnasium, and Building 10 - Vocational Manager.

Fire alarm panel in Main Building 1 monitors fire alarm panels in Building 3 and 6. Fire alarm panel in Vocational Building 3 is connected to Building 1 by wire in conduit, which runs in the tunnel between two buildings. Fire alarm system in Gymnasium Building 6 is connected to the fire alarm panel in Building 1. Buildings 2, 4, and 5 have stand-alone fire alarm systems. Fire alarm devices in Vocational Manager Building 10 are monitored by fire alarm panel in Building 3. There are two sets of spear conduit provided from Main Building 1 across the asphalt walk-way toward Building 4 (Maya Angelou Dormitory). Conduit ended in two man-holes on the other side of the walk-way.

• Building 1 - Main Building is a six wing, three stories building with a six stories tower, built in 1936.

- Wings A and B house dormitory rooms on the basement level and first floor, and classrooms on the second floor.

- Wing C houses storage and education functions at the basement level, administration and education function at the first floor, medical/dental and education functions on the second floor, and education and administration functions on the tower (third through the six floors).

- Wings D and E house storage/support and education functions on the first floor, and dormitory functions on the second and third floors.

- Wing F houses educational functions on the first floor, dining functions and educational functions on the second floor and educational functions on the third floor. Floor 2R houses the boiler room and education functions. Second floor houses dining and kitchen. Third floor houses recreation areas.

The existing building fire alarm system is based on the addressable fire alarm panel model Simplex 4100 located in the teleroom in the basement of Wing C. This fire alarm panel monitors the fire alarm panels in Buildings 3 and 6. Addressable capabilities of this panel are not utilized to full extent. The fire alarm panel is utilized as a zoned panel, since multiple fire alarm devices in the building are conventional devices connected by the addressable modules (one module for a string of multiple devices). There is no shielded cable in multiple locations throughout the building, which often leads to ground faults on the panel. Due to multiple remodeling and reconfigurations of the building, there is multiple abandoned wiring, which complicates the system for troubleshooting. The conduit system is good and could be re-utilized.

- The smoke detectors in the sleeping rooms are connected to the main building fire alarm panel.

- Building has an existing limited sprinkler system in two floors of the tower in Wing C, which is non-functional. The rest of the building is not sprinklered.

- Building has three elevators and one damp elevator. One elevator#1 in Wings A/B is not functional. Damp elevator in the main kitchen is not functional. Elevator #1 and damp elevator are not part of this project.

- Building has remote annunciator panel located in the safety office at the first floor of Wing C.

- There are magnetic door holders throughout the building connected to the building fire alarm system.

- There is an Ansul fire suppression system in the main kitchen (second floor Wing F), which is not connected to the building fire alarm system.

• Building 2 - Cement Masonry/Storage is two story building which was built in 1936. This building serves a storage function on the first floor, and educational functions on the second floor. The existing building fire alarm system is based on an stand-alone addressable Simplex model 4010 located in the main electrical/mechanical room. The panel utilized as a zoned panel. This building is not sprinklered. The Contractor will field verify operational condition and existence of all conditions contained herein.

• Building 3 - Vocational is a three story building, built in 1936. The building houses auto vocation on the ground floor, and various vocational shops on the first and second floors. The existing building fire alarm system is based on an addressable fire alarm model Simplex 4010, utilized as zoned system. There are two Amerex fire suppression systems associated with the paint spray booth and paint storage, located in the body repair shop, which are not connected to the building fire alarm system. This building is not sprinklered. The building fire alarm panel is connected for the fire alarm panel in building 1 for monitoring. The Contractor

C-15 will field verify operational condition and existence of all conditions contained herein.

• Building 4 - Maya Angelo Dormitory is a three story building, built in 1936. This building houses administrative and support functions on the ground floor and dormitory functions on the first and second floors. The existing building fire alarm system is based on an addressable, stand-alone fire alarm panel model ADT-ARC-3 located in the RA/security office. The building has existing wet sprinkler system on the ground floor.

- Flow and tamper switch of the sprinkler system are not operational.

- Building is houses elevator, which does not have shunt trip for power shut off

The Contractor will field verify operational condition and existence of all conditions

• Building 5 Tile Setting is single story building, built in 1936. The building houses the tile setting vocational shop. The existing building fire alarm is based on the stand-alone fire alarm panel Simplex 4005, located in the instructor’s office. The building is not sprinklered. The Contractor will field verify operational condition and existence of all conditions contained herein.

• Gymnasium Building 6 is single story building, built in 1980 that houses recreational functions. The existing building fire alarm system is based on an addressable fire alarm model Simplex 4010 located in the main electrical/mechanical room. This addressable panel utilized as zoned panel. The building is not sprinklered. The building fire alarm panel is connected to the fire alarm panel in Main Building 1 the existing HVAC units are not connected to the existing fire alarm panel for proper shut off. The Contractor will field verify operational condition and existence of all conditions contained herein.

• Building 10 - Vocational Manager is a two story building, built in 1905. The building houses storage functions on the basement level, and education functions on the first floor. The existing building fire alarm devices are controlled and monitored by the fire alarm panel located in Building 3. The building is not sprinklered. The Contractor will field verify operational condition and existence of all conditions

B. GENERAL REQUIREMENTS

1. Architectural

The Contractor is required to repair or replace any wall, ceiling, or floor finishes damaged as a result of or in the performance of the Work as described in this Scope of Work.

Provide and install seventeen (17) fire and smoke doors (double doors). See the door schedule and guide specifications in Appendix A. The door frames are to remain and be protected from damage.

Contractor will coordinate the wiring of all magnetic hold open devices with the fire alarm installer.

2. Fire Alarm

a) Description of Fire Alarm System:

• The fire detection and alarm system will be individual point addressable, general alarm, electrically supervised, non-coded, and continuously ringing, with audible and visual alarm and trouble indications. Utilize system with addressable notification appliances; supporting utilization of unshielded wires, and T-Tap installation, increasing allowable wiring distances, and reducing power supply usage.

• Fire alarm system wiring will be Class A.

• Replacement of the existing fire alarm devices with new fire alarm devices throughout the buildings. All devices will be from the same manufacturer as the FACPs.

• The new fire alarm panels will be provided with battery backup and external TVSS devices.

Surge suppression will be provided on the circuits interconnecting fire alarm panels in different buildings. All FACP’s will have adequate points for all existing and new devices plus spare capacity for growth. The proposed work and installation will meet the requirements of the latest edition of NFPA 72, 101 and IBC applied to the renovation of the existing buildings.

• Activation of a manual fire alarm pull station, automatic smoke, heat, or air duct type detector;

or water flow switch will cause the following:

- All audible/visual-signaling devices will sound continuously until manually silenced.

A subsequent alarm received after silencing will again cause the alarm indicating circuits to be activated. The fire alarm signals will be distinctive from all other alarm signals and will be clearly audible throughout the entire building.

- The appropriate alarm source indicating lamps will energize on the annunciator panel and indicate type of device and address.

- Activation of any air duct type smoke detector will automatically shut down the associated air-handling unit.

- Close all normally held-open fire/smoke doors.

- Activation of a manual striking station (only) and any one smoke detector will initiate a three (3) minute delay in activating the signal circuits including the activation of the auxiliary contacts. This delay will be activated and deactivated through a key switch on the fire alarm annunciator panel and include a "delay activated" indicator light.

Alarm indications at the fire alarm control panel and fire alarm annunciator panel will not be delayed. (Approval from AHJ; location of the main Center annunciator panel

C-17 in the 24/7 attended area; meeting all requirements of 23.8.1.2.2 of NFPA 72, 2013 should be met to utilize this function).

b) Installation

• Smoke detectors or thermal detectors to be installed in areas with suspended ceilings will be surface mounted as high as possible on ceiling with concealed outlet boxes supported from structure.

• Smoke detectors or thermal detectors to be installed in areas without suspended ceilings will be mounted to a surface mounted outlet box rigidly attached to the building structure independently of the associated conduits.

• Intelligent control and monitor modules will be flush mounted in the ceiling as close as possible to the associated device. In areas without ceilings, the modules may be mounted to the underside of the structure, or wall mounted. Wherever possible, the modules will be ganged together

• Audio/visual and visual only alarm signals to be installed on existing walls or partitions will be furnished and installed by this Contractor to surface device boxes of appropriate size and suitable for use with surface metal raceways.

• Audio/visual and visual only alarm signals to be installed flush and/or semi-flush mounted in ceilings will be installed by this Contractor over concealed flush mounted device boxes of appropriate size with the appropriate trim rings. The box will be supported from the building structure with two (2) 1/4-inch threaded rods for each audio/visual and one (1) 1/4-inch threaded rod for each visual only type device. 1-1/2 inch x 1/1/2 inch steel framing channel will be used where required to span joists and otherwise facilitate structural support.

• Air duct type smoke detectors will be mounted into ducts and connected to the air handler or roof top units control circuit. All wiring connections to the fire detection and alarm system and complete system test will be performed by this Contractor.

• All line and low voltage wiring, conduit, back boxes, device mounting boxes, and junction boxes required for the fire detection and alarm system will be furnished and installed by this Contractor.

• All connections to panels, devices, and detectors will be made by this Contractor with crimp type spade terminal connectors. Splices in station circuits will be made only in junction boxes and will be crimp connected.

• All wiring will be checked and tested by this Contractor to insure the system is free from grounds, opens, and shorts.

• The installation and final connections of all components and devices will be performed under the direct supervision of the system manufacturer's technical staff.

• Conduits for the fire alarm system installed in wet locations will be galvanized rigid steel or intermediate grade metal conduit as described herein.

• Electrical metallic tubing (EMT) will be used for the fire alarm system in exposed dry locations, above hung ceilings, in hollow block walls, in furred spaces, and in vertical and horizontal pipe chases.

• Raceways will be continuous from outlet to outlet; from outlet to cabinets, junction boxes, or pull boxes; and secured to all boxes so that each system is electrically continuous from service to outlets. Provide termination of raceways with double lock nuts and bushings.

• Raceways will be securely and rigidly supported to the building structure in a neat and workmanlike manner, and wherever possible, parallel runs or horizontal conduit will be grouped together on adjustable trapeze hangers. Support will be provided at appropriate intervals not exceeding ten (10) feet with straps, hangers, and brackets specifically designed for the application. Perforated steel straphangers or tie-wire supports are not acceptable.

Conduits installed along wall surfaces will be supported with galvanized steel brackets specifically designed for conduits and sized for the conduit used.

• Run exposed raceways parallel with or at right angles to walls. In non-utilitarian spaces where exposed conduits are used, provide conduit, and required fittings and junction boxes. When connecting old conduit to new, provide a junction box and cover. Exposed outlet boxes of adequate size, however, will be used to contain wire junctions.

• Openings in floor slabs for raceways will, after installation of the raceway, be fire stopped using a product similar to THOMAS & BETTS…
