C-5
2. National and State Building Codes

No drawings or specifications will be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).
B. JOB CORPS GUIDELINES
1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and
Engineers
Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," is a companion document to this scope of work. It presents the Contractor additional requirements not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH-814, 2013, the requirements of the contract will take precedence.
C. OTHER STANDARDS
1. Sustainability and Green Building Requirements
The Department of Labor (DOL) and the Office of Job Corps are committed to the practice of implementing sustainable design and construction best practices into all Job Corps projects, including projects of limited scope.
The project will use methodologies, materials, systems and components that will minimize negative environmental impacts, increase energy efficiency and make use of renewable energy technologies.
Within budget constraints, the project will embody best current sustainable design and building practices. The project team is to propose the highest possible implementation of these strategies for consideration by DOL, the Regional DOL office, and the Job Corps Center.
To the extent possible, the Center and the Center’s Contractors are to reference, use, and procure materials, components, equipment and services noted in the attached “Green Sheet” or JOB CORPS SUSTAINABILITY GUIDELINES FOR PROJECTS OF LIMITED
SCOPE OF WORK V.2.26.2015.
The Contractor shall verify construction phase sustainability measures as detailed in the Green Sheet and provide noted submittals substantiating compliance. Any specifications or proposals will include requirements to provide documentation and comply with the Green Sheet as far as practicable.
C-6
2. Energy Conservation
The Contractor shall evaluate options for the use of energy and water conservation measures. The Contractor shall follow guidelines provided in the Green Sheet for the procurement and installation of Energy Star HVAC equipment, low flow water fixtures, the use of testing, energy efficient lighting, use of controls, sensors, weatherization, and other energy efficient measures.
3. Environmentally Preferable Products
The Contractor shall evaluate options for the use of environmentally preferable products/materials and apply standards as noted in the Green Sheet.
4. Existing Facility Investigative Survey
If the work is to be performed on an existing building for which plans are not available, the Contractor shall perform an investigative survey to determine if there are hidden conditions or elements which will impact the work. Demolition may be required to expose suspected unknown elements. The survey’s objectives will include, but not be limited to, the following:
a) Determine whether multiple ceilings exist.
b) Determine the extent of any hidden structural elements. The design and spacing of hidden structural elements will be investigated.
c) Locate any hidden mechanical or electrical components, the presence of which would impact the proposed design.
Any openings in the exposed finishes created to perform the investigative survey will be sealed and restored to its original condition in all areas where there are occupants. Any opening hidden by the exposed finish¸ such as a drop-in ceiling, will be sealed back to the original finish level.
Care must be taken to avoid disruption of suspected or known ACM.
The investigative survey will be submitted for the record 14 calendar days before start of construction and will include appropriate photographic and/or video records to illustrate its findings and existing conditions.

At no time during this construction duration, up to and including the acceptance of the Substantial Completion walk-through, will the CO accept requests for additional security measures.

IV. EXTENT OF WORK
A. IMPROVEMENTS AND UTILITIES
1. Objectives
The Contractor shall provide all labor, materials and equipment required to remove and re-install both domestic main water lines. The existing water line is comprised of various sizes of galvanized steel pipe primarily 6 inch. At or near the entrance to the building, the Contractor shall install a new shut-off valve. Immediately following the valve, the Contractor shall install a new house meter and backflow preventer/strainer. Branches will be replaced up to penetrations into walls and ceilings that will remain accessible. Where the main water line passes thru rated walls or thru floors, the Contractor shall provide fire-stop caulking. Each new water line will include adequate isolation valves to isolate the wings and individual branches. The Contractor shall comply with the relevant sections of JCH-814.
The Contractor shall ensure that the domestic water service will stay in operation throughout the duration of this project. The Contractor shall phase the work to avoid or minimize interruptions to the functions of the facility.
2. Utilities
In compliance with the Energy Policy Act of 2005, each (for this project only the water meter is applicable) utility will be provided with “owner’s meters” at the point of entry into each building served. The meters will be used by the Center for tracking energy use and will be pulse emitting type, 20 hertz maximum with dry contact, KYZ pulse output. All “owner’s” meters will be connected to a central monitoring/reporting device with an Ethernet RJ45 female connection port. Provide Ethernet cabling to the connection port to monitor the signals from the meters. Each water meter monitoring device will be installed in the Center Director’s office suite. Provide 120v dedicated receptacles as necessary to power all metering equipment.
3. Investigation
It is the Contractor’s responsibility to thoroughly investigate the site prior to submitting a bid.
B. GENERAL REQUIREMENTS
1. Architectural
C-11
a) In the progression of the Work, if any architectural finishes are disturbed, it is the responsibility of the Contractor to replace or repair the finishes to their original condition. Original conditions will be as captured in the Existing Facility Investigative Survey (see section II/C/4 herein).
b) It is anticipated that the Contractor may need to disturb walls in the sub-basement or basement levels. Each wall will be completely closed and fire caulked up to the insulation, and sleeved.
2. Structural
a) Provide shop drawings illustrating the support of the new water supply pipe and freeze protection heaters. Provide calculations and shop drawings for support hangars.
b) Provide seismic bracing in accordance with all applicable codes (federal, state and local).
3. Mechanical/Plumbing
a) The Contractor shall closely follow the requirements of the JCH-814, September 2013 Chapter 5 as pertains to Plumbing and Mechanical Design Criteria.
b) The Contractor is responsible for the replacement of the existing domestic water service. The water service is comprised of two water mains.
1) The first water main enters the building in the sub-basement of B-wing where there is an existing water meter that is non-functional. The first main feeds various restrooms on several floors above in B-wing as it goes thru several crawl spaces. It then travels up to C-Wing basement level where it connects to the other main. At the point of entry, it is a 6-inch galvanized pipe. This new water main will maintain 6-inch pipe size throughout.
2) The second water main enters the building at the basement floor corridor on the northwest side. There is a 6-inch valve which will be replaced with a new gate type valve of the same size and a house meter, backflow preventer and strainer. The line tees off to feed the kitchen (above) and continues down the hall southward, then travels down to the basement level where it tees off to feed wings E and F in opposite directions. It also continues down the main hallway in C-wing on the basement level where it ties into the other main. This new water main will maintain 6-inch pipe size throughout.
c) The existing water line is approximately 650 linear feet of up to 6-inch water piping located inside of the building. The work includes installation of new hangers, insulation, demolition and disposal of old pipe. Provide seismic bracing as required by applicable code. The Contractor is responsible for field verifying all quantities. New water piping routing must in no instance limit the use of the existing spaces and will be installed in a manner that resembles the current installation as closely as possible.
d) The shop drawings will include means to isolate individual wings without compromising service to the remainder of the building or other wings.
e) The Contractor shall provide two (2) new 6-inch water meters, full size backflow preventer and strainers. The water meters will be flanged with 6-inch isolation valves on either side of the meter, backflow and strainer assembly. See section IV/A/2. for water meter requirements.
f) The new water line will be fully insulated through each penetration with a minimum of 1.5-inch insulation to include all joints, elbows and hangers.
C-12
g) Prior to placing it into service, the Contractor shall be responsible for…
