1. The due date for RFP DOL-ETA-16-R-00088 is extended to November 7, 2016 for the Operation of New York City Job Corps Centers. The submission for proposals is 12:00 Eastern Standard Time.
2. Please clarify the trades and slots for each trade (LPN is not a trade offered at either site)
Answer: The slots and trades are as described on page 15 of the RFP. Brooklyn’s ACT program is just and ACT program. The reference to including LPN should not be considered.
3. Please clarify if the maximum cost incentive is 3.6% or 4%?
Answer: The maximum cost incentive is 3.6%.
4. Is there a set Cost incentive to be used on the J-1 (2.4% performance, 4% Cost)?
Answer: The technical performance incentive is 2.4%.
5. Is there a set Benefit percentage (previous 24.8%)?
Answer: Yes, it remains at 24.8%.
6. Please clarify the position descriptions required to be submitted.
Answer: As described on page 96 of the RFP -- the proposed Center Director and OA/CTS Program Director.
7. Please clarify the resumes required for submission.
Answer: As described on page 96 of the RFP -- the proposed Center Director and OA/CTS Program Director.
8. Please clarify the due date and time. The Standard Form 33, Block 9, states the due time at 12:00 ES, but section L.6.J states that the submission must be received no later than 3:00 PM (Eastern Time), please clarify.
9. Answer: The submission for proposals is extended to November 7, 2016 at 12:00 Eastern Standard.
10. The RFP has Section L.6.H that states Proposal Format (p. 86) and Section L.6.J that states Written Proposal Format (p. 89). Could you please clarify which is correct? (i.e. L.6.H states that only Technical, Staff resources, and Relevant Experience be bound together but L.6.J states to include Past Performance with the previously mentioned in a single volume).
Answer: Follow page 86 to 89 but please note that the Past Performance should be submitted in a separate volume. All parts of the proposal shall be submitted both in hard copy and on electronic media (compact disc (CD) in PDF Format).
11. Is the Past Performance and the Business Management Proposal sections to be submitted in a single volume or separate volumes? Please clarify as section L.6.H requests only one original of the Past Performance and four copies of the Business Management Proposal.
Answer: One original of the Past Performance and four copies of the Business Management Proposal are to be bound separately.
12. Please consider increasing the size of the electronic media due to two different sites, OA, and CTS, as well as submitting on a compact disc and not emailing.
Answer: Only one CD will be accepted for both sites as described in the RFP.
13. Page 1, Section B.1, During the bidders’ conference, the government mentioned the OBS in the scope of work would be revised. Please provide the new OBS and mix by center.
Answer: The OBS and scope of work will remain as stated in the RFP.
14. Page 87 & 90, Section L.6.H, Are the sections to be bound separately as it states on page 87, or are they to be bound together, as stated on page 90?
Answer: Technical and Staff resources are to be bound together. One original of the Past Performance and four copies of the Business Management Proposal are to be bound separately.
15. Page 88, Section L.6.I, Please clarify whether offerors are required to submit proposals electronically to the government in addition to the CD requirement. Section I – Electronic Submission of Proposal seems to describe an electronic transmittal. If so, please provide the email address for submission.
Answer: No, a compact disc as described in the RFP will suffice.
16. Section L.6.K, The Past Performance section is omitted from the instructions. Please provide the instructions for this section.
Answer: Past Performance is the Offeror’s Past Performance Information contained in the PERFORMANCE INFORMATION RETRIEVAL SYSTEM –REPORTING (PPIRS-RC), or the offeror’s solicited and completed past performance references from current clients using the form attached (Attachment A). Past Performance will be evaluated based on the preponderance of information for past performance evaluations for contracts within the last three years that are similar in dollar size and complexity to the requirement being competed. The Government reserves the right to weigh heavily the identification of regulatory violations listed in the individual past performance results, particularly when those violations concern safety and/or health issues. Offerors with no Past Performance history will receive a neutral rating.
17. Page 99, Section L.6.K.D.4, Section 4. Staffing Chart includes the reference to Attachments J-1 (Cost Detail form) and J-3 (2110 Financial Display). Is it intended that all of the attachments be included in the same section as the Staffing Chart, or should the Pricing Schedule and Cost Detail be a separate section as #5, and then the subsequent sections re-numbered?
Answer: OCM to respond.
18. Page 99, Section L.6.K.D.4, The RFP does not include instructions about the fee levels to propose in the form attachments. Please confirm the offerors should complete the Attachment J-1 and J-3 forms using the Maximum Fee rates of 2.4% for Technical Performance Fees and 4.0% for Cost Incentive Fees.
Answer: OCM to respond.
19. Attachments J-1, 3 & 4, How should offerors complete the attachment forms for the two centers in this procurement? Is it the government’s expectation that offerors will provide two of each form identifying the information separately for each center? Are two separate BMP volumes required (one for each site)?
Answer: Yes, since there are two centers in this procurement the form should be identifying the information separately for each center. The BMP volume should separate the required information for both centers.
20. Attachment J-12, The Brooklyn Job Corps Center utility information was not provided. The Facility Survey states that utilities are paid by the Center. Will the government provide utility cost information for the Brooklyn site?
Answer: The actual 12-month utility costs from 4/1/2015 to 3/31/2016 were $266.514.
21. Will the Brooklyn Job Corps Center continue to be a satellite of the South Bronx Job Corps Center? Will this procurement result in the award of two contracts to one offeror?
Answer: It will be a satellite. There will be one contract to support the South Bronx and Brooklyn Job Corps centers.
22. Are the lease and maintenance costs of the Brooklyn Academy site processed directly with DOL and paid by DOL? If the Job Corps operator is responsible for the lease, maintenance or utility costs, please provide the costs and a copy of the lease agreement.
Answer: These costs can be found in the Facilities Survey that is attached to the RFP.
23. Please confirm offerors should consider the new rule and guidance provided in Training and Employment Notice No. 36-15 issued May 23, 2016, announcing the publication of the Final Rule Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees under the Fair Labor Standards Act. The Job Corps contract is proposed to start after the December 1, 2016, effective date of the rule.
Answer: Yes, this is correct.
24. Job Corps PRH Change Notice 15-13 “Policy and Requirements Handbook (PRH) Chapters 3, 5, and 6 – Deletion of References to Summer Break,” dated April 29, 2016 states that “In an effort to ensure leave models that reflect the workplace environment, summer break has been discontinued. The effective period begins summer of 2016, and remains in effect each year thereafter.” As a new leave plan has not been announced, please confirm offerors should provide costing based on the new standard of only one break, which would require 50 weeks of student costs instead of 48 weeks (i.e., food, medical services, dorm supplies, etc.).
Answer: Yes, offerors should plan for students to be on-center, rather off-center on summer break.
25. The Facility Survey references many building condition issues that will be addressed by funded National Project 1600. What is the status of the National Project? What is the status of other National Projects (3647 & 3574-South Bronx; 3629-Brooklyn) referenced in the Facility Survey?
What issues are remaining and not corrected in Building 1?
Answer: The project numbers and the percentage of completion is as follows:
Project 1600, S. Bronx Bldg. 1 Renovations: 89% Complete Project 3647, Site Improvements: 0% (Not Funded) Project 3574, Renovate Bldg 2 and improve Bldg 1 1st Floor: 0% (Not Funded) Project 3629, Renovate Brooklyn Academy: 0% (Not Funded)
