This should also include any costs associated with oversight of the sub-contractual relationship.

Small Businesses should note that while a subcontracting plan is not required, it is requested that they provide a listing of subcontracts that are anticipated. The subcontract list should include at a minimum a list of the functions, tasks, and positions that are proposed and the anticipated dollar value.

Cost Overrun and Cost Underrun variances A cost overrun variance occurs when actual operations cost is more than the budgeted cost in a given contract year.

A cost underrun variance occurs when actual operations cost is less than the budgeted cost in a given contract year.

The contract year’s variance will be reported on the form 2110.

Fee Adjustment Formula – used to calculate Cost Incentive Fee Earned Cost Sharing Ratio for cost overruns = 50% Government / 50% Contractor Benefit Ratio for cost underruns = 50% Government / 50% Contractor

Please confirm that the CTT Programs listed in the RFP are correct.

A: Please See Amendment 0002

Will the Government Issue a DOL National Staff Compensation Report for the North Texas Job Corps Center? If not, will the government provide guidance on staff compensation and allow more time to conduct salary surveys?

A: No, the Government will not issue a DOL National Staff Compensation Report for the North Texas Job Corps Center. The contractor is to provide salaries based upon what the contractor believes to be a reasonable market rate.

For electronic submission, should we email files to both Kelson Baker and the JCC Lockbox email address? What is the JCC LockBox Email address?

A: Proposals should be sent to Baker.Kelson@dol.gov and Job-Corps-OCM-Lockbox@dol.gov

Please clarify the CTT programs and slots. The RFP listing does not match the CTT-10 report. Additionally, have there been recently approved CTT trade changes?

A: Please See Amendment 0002

Please confirm the cost incentive fees for center operations, OA and CTS should be as follows: Minimum cost incentive = 3.0% Target cost incentive fee = 3.5% Maximum cost incentive fee = 4.0% Cost over/under run share ratio = 50% government/50% contractor The Incentive Fee Calculator worksheet in Attachment J-1 includes references to older fee rates.

A: Please See Attachments associated with Amendment 0002

The Utility Costs attachment provided does not seem to represent a full year’s costs. Please clarify the time period represented. The amounts are not comparable to the utility costs mentioned in the Facility Survey. Does this attachment provide the average monthly usage and cost? If so, please provide an annual cost by utility type. Additionally, please provide the historical sewer costs.

A: Please see Attachments associated with Amendment 0002

Is the National Staff Compensation Report applicable to this solicitation? The attachment was not included with the RFP, but Section L.6.I.A.5.b has several references to the report and instructs offerors to give consideration to the report data.

A: No, the Government will not issue a DOL National Staff Compensation Report for the North Texas Job Corps Center. The contractor is to provide salaries based upon what the contractor believes to be a reasonable market rate. Please See Amendment 0002 for additional information regarding this subject.

Is a Small Business Subcontracting Plan applicable to this procurement? Sections L & M do not include instructions or goals about the submittal or evaluation factors of the subcontracting plan. The only reference to a subcontracting plan is in the title of the section: “Business Management Proposal (Cost Proposal & Small Business Subcontracting Plan)”.

A: Yes, Please See Amendment 0002

Job Corps PRH Change Notice 15-13 “Policy and Requirements Handbook (PRH) Chapters 3, 5, and 6 – Deletion of References to Summer Break,” dated April 29, 2016, states that “In an effort to ensure leave models that reflect the workplace environment, summer break has been discontinued. The effective period begins summer of 2016, and remains in effect each year thereafter.” Please confirm offerors should provide costing based on the new standard of only one break, which would require 50 weeks of student costs instead of 48 weeks (i.e., food, medical services, dorm supplies, etc.).

A: Yes, the offeror must comply with the current PRH requirements which include the discontinuation of the summer break.

Are the washers and dryers at the North Texas Job Corps Center government property or are they leased? If they are government-owned, are they all operable?

A: The washers and dryers at the North Texas Job Corps Center are leased.

Please provide a listing of the GSA and center-owned vehicles.

A: Please See Amendment 0002

Please confirm offerors should consider the new rule and guidance provided in Training and Employment Notice No. 36-15 issued May 23, 2016, announcing the publication of the Final Rule Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees under the Fair Labor Standards Act. The Job Corps contract is proposed to start after the December 1, 2016, effective date of the rule.

A: Offerors should consider the new guidance provided in Training and Employment Notice No. 36-15 issued May 23, 2016.

The counties listed for outreach are slightly different from the counties listed for CTS. Is this accurate?

A: Yes, the OA area is smaller than the CTS area. The solicitation accurately represents the needs of the government.

Given the amount of questions that need to be discussed, would the government reconsider the 120 minute timeframe for the technical presentation?

A: No, the timeframe remains unchanged

Please provide the e-mail of the lockbox the proposal should be sent to.

A: Proposals should be sent to Baker.Kelson@dol.gov and Job-Corps-OCM-Lockbox@dol.gov

What does “This is to be addressed in the presentation only” mean. Does it mean the government wants the staffing chart, organizational chart, schedules, staff development & incentives, transition plan, and position descriptions separately from the slides?

A: The above areas are to be included in the slide presentation for staff resources. The offeror may choose not to go into detail regarding these elements during the oral presentation; however, they must be included in the final version of slides that will be submitted.

The RFP says only the oral presentation will be evaluated, but during the site visit there was a comment made concerning the order of importance being the oral presentation, slides, and then the white paper. Will the slides or white paper be evaluated?

A: The order of importance is: oral presentation will be the most important followed by the slides. In the event the offeror is unable to cover all slides during the time allotted the information provided on the slides will be used for evaluation. For instance: if the offeror is unable to cover all staff schedules during the 30 minute staff resources presentation the technical panel will evaluate the schedules presented in the slides.

Please describe the security monitoring system to include what type of cameras are at the North Texas center, how many there are and where they are located.

A: No cameras are in use at this time.

Is the swimming pool functional?

A: The swimming pool is not functional. The facility survey states that the pool cannot be repaired.

Please clarify whether the Outreach & Admissions arrival quota of 806 is solely for the North Texas Job Corps Center or will the OA function be required to arrive applicants at other centers in the Dallas region.
