Q: Current RFP has no page numbers. Please insert page numbers so we may reference any future clarification needed accurately.
A: The contract system used does not allow for the insertion of page numbers.
Q: Base period of performance is listed as 8/1/17 to 7/31/19. This seems to conflict with the current Laredo contract end. Please confirm if the RFP is correct.
A: The period of performance listed accurately reflects the needs of the government.
Q: The RFP lists the center design as 226 (100 Res Male, 100 Res Female, 15 Non Res Male and 11 Non Res Female). This conflicts with the current center design which is a total of 220 (99 Res Male, 85 Res Female, 15 Non Res Male and 21 Non Res Female). Please clarify which total is to be used.
A: See Amendment 0001
Q: If available, please provide the Geographic Assignment Plan (GAP) for Laredo.
A: There is no GAP for the Laredo JCC
Q: The RFP states that “Youth screened shall come from Texas and New Mexico”. Currently the Laredo contract does not include recruitment from New Mexico. Youth screened come from Texas in the counties of Webb, Zapata and Jim Hogg. Please clarify the specific recruitment territory for Laredo.
A: See Amendment 0001
Q: RFP offerings include trades never offered at Laredo including 3 new NTC trades. The current Laredo CTT offerings are provided in the Exhibit 1 table below. Please clarify if we should use the current center offerings or the table listed in the RFP.
A: See Amendment 0001
Q: The RFP lists the assigned service area as Texas and New Mexico and CTS goals as 130 grads and 78 Former Enrollees.
Laredo has never placed students in New Mexico. The current assigned Geographic area is “youth enrolled at Laredo and returning to Webb, Zapata and Jim Hogg counties” in Texas. Additionally, current contracted CTS goals are 245 graduates and 82 former enrollees. Please clarify the assigned CTS goals and territory for this solicitation.
A: See Amendment 0001
Q: The proposal format chart indicates that a Past Performance section of no more than 20 pages is required. However, the Past Performance content section states that information will be “based on data from PPIRS-RC.” Please clarify if contractors are required to submit anything for the Past Performance section if they have at least 5 references in PPIRs-RC.
A: Offeror is to provide a list of contracts with the information required in attachment J-7. The government will run a PPIRs-RC report on each offeror.
