Responses to Request for Clarification
1. Please advise whether or not there is an incumbent for this solicitation and if so, who the incumbent is?
YouthBuild USA of Somerville, MA
2. The MIS Help Desk is not mentioned in Section A proposal items, but is listed as a part of Task Area #6. Will the MIS Help Desk also be a part of Section A?
The question is unclear. If you are referring to Section B, the Help Desk Specialist is listed as a labor category name. The first astericks under the pricing schedule states “*The Pricing Schedule reflects the Government’s estimate of the Level of Effort required. However, the contractor may propose a different labor mix to fulfill this requirement.”
3. Are site visits limited to 1 or 2 per site or as needed only?
Site visits are limited to two per site. Prior approval is needed for special cases that may need more than two sites.
4. What does DOL consider evidence of customer satisfaction and what reports/technology/feedback loop does DOL envision to satisfy this requirement?
Evidence of customer satisfaction is measuring how products and services supplied by the contract surpass customer expectations. Customer satisfaction is defined as the number of customers, or percentage of total customers, whose reported experience with products or services through the contract exceeds specified satisfaction goals.
Examples could be provided through evaluations, surveys, or “number of hits” on a website.
5. Regarding the Bi Monthly/Annual/ Comprehensive final reports, what does demonstrating progress look like?
Reports should address progress of tasks specified in the SOW. Demonstrating progress should include examples of work done on tasks to date. We will address reporting in more detail after contract award with the winning vendor.
6. What is the Quality Control process?
The Quality Control process is in section H.3 Quality Control of the Request for Proposal.
The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The Contractor shall
Attachment I develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means to assure that the work complies with the requirement of the Contract. The Quality Control Plan is to be delivered with the Contractors’ proposal. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.
Ensuring that services and deliverables are performed in accordance with the performance standards. This includes developing and implementing procedures to identify, prevent, and ensure no recurrence of defective services. It also means assurances are in place that the work complies with the requirement of the Contract.
7. Will additional funding be available for pilots?
No, additional funding will not be available for pilots. Before each option year DOL will review the technical assistance deliverables for the upcoming option year. At that time priorities for that option year will be determined within the budget. If pilots are a priority for that option year other deliverable will need to be reduced.
8. Will high-performing grantees be paid and reimbursed for their travel?
We will address high performing grantee travel after contract award with the winning vendor.
