The Contractor shall provide HR Management Services to approximately 1,500 BLS national office employees and, in rare cases, 900 BLS regional office employees.

This section introduces the Performance Work Statement (PWS), which describes this service requirement. The PWS is a statement of the technical, functional and performance characteristics of the work written from a procedural orientation. It identifies the functions to be performed and provides the standards against which performance will be evaluated in terms of quality and timeliness of output.

BACKGROUND

Bureau of Labor Statistics Overview

BLS is the principal fact-finding agency for the Federal Government in the broad field of labor economics and statistics. With the strongest commitment to integrity and objectivity, BLS will be premier among statistical agencies, producing impartial, timely, and accurate data relevant to the needs of our users and to the social and economic conditions of our Nation, its workers, and their families. QUALITY CONTROL

The Contractor shall ensure that the requirements of this PWS are met at the quality and timeliness levels specified by implementing a rigorous Quality Control (QC) Program.

Contractor quality control is a deliverable and encompasses both the development of a QC Plan (QCP) and execution of a QC Program as specified in this PWS. The Government will validate The Contractor’s QC Program through its own Quality Assurance Program.

QUALITY CONTROL PLAN

The Contractor shall develop and submit a Contractor’s QCP for Government approval.

An outline of The Contractor’s proposed QC plan shall be submitted with The Contractor’s proposal in accordance with Section L of the RFP. The Contractor shall review and update the QC plan and submit it for approval of changes by the COR if necessary 75 days prior to the beginning of each option year.

Design

The Contractor shall design the QCP in such a manner that each functional area may be extracted and used as a stand-alone quality control document for that functional area.

Content

The program shall address, at a minimum, all items listed in the PRS and the following tasks.

● Inspection Program

The QCP shall include a QC inspection program that covers all general and specific tasks included in the PWS. It shall specify tasks or areas to be inspected on both a scheduled and unscheduled basis, the manner in which inspections are to be conducted, the titles of the individuals who will perform the inspections, and the percentage of the work that will be inspected on a recurring basis. In developing this inspection program, The Contractor shall identify the key activities and associated characteristics in each process that have a significant influence on specific services and provide for methods for evaluation of the selected characteristics.

● Deficiency Identification The QCP shall include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable as defined in the PRS. This shall contain processes for corrective action without dependence upon Government direction.

● Deficiency Correction The QCP shall contain process control and process performance measurement procedures that include how The Contractor shall effect actions to prevent errors.

The Contractor shall demonstrate that it has designed quality into the delivery of services thereby mitigating the risk associated with delivery of deficient or nonconforming services.

● Documentation and Enforcement The QCP shall include a method of documenting and enforcing QC operations of both prime Contractor and subcontractor work, including inspections and testing.

● Surveillance Methods The QCP shall contain specific surveillance techniques for all functional areas. The surveillance methods shall be comprehensive and adaptable to the reporting system of the plan.

Files

The Contractor shall maintain a file of all inspections or tests conducted by The Contractor to include any corrective actions taken. This file shall be subject to review by the COR and Task Monitors and shall be submitted to the COR upon completion of The Contractor’s engagement.

Reports

The Contractor shall collect, track and maintain quality control data quarterly for each functional area identified in the PWS beginning at each task order start. The Contractor shall prepare a quarterly Quality Control Report and shall highlight the number of deficiencies that were discovered; immediate plans or steps taken to resolve deficiencies; when the deficiencies will be resolved; and recommendations to existing procedures that would preclude like deficiencies from occurring in the future. The report shall be submitted to the COR for review as part of The Contractor's QC program.

Documentation and Enforcement

The Contractor shall provide a rigorous and scheduled method for documenting and enforcing QC operations of both prime and subcontractor work, including inspections and testing. The Contractor shall maintain a database of all inspections conducted, the results of each inspection, and the corrective actions taken. This Contractor’s record and database shall contain the requisite data elements such that Contractor QC inspections can be reconciled with Government Quality Assurance (QA) results. This data shall be maintained on-site and available to the CO, COR, or Task Monitors.

Subcontractor Quality Control

The Contractor shall ensure that The Government’s performance standards are reflected in subcontracts within the scope of this PWS and that The Contractor’s Quality Control Plan includes surveillance of subcontract performance to the same extent as that required for Contractor performance.

Customer Comments

The Contractor shall encourage customer comments through the use of The Government Helpdesk customer satisfaction survey. The Contractor shall require all contractor staff to include a link to the survey in their government provided email. The Contractor shall encourage each customer to complete the form. When the form contains a valid customer complaint, as determined by the COR or Task Monitor, The Contractor, when requested by COR or Task Monitor, shall provide a written response addressing the root cause, the proposed corrective action and the proposed preventative action within five (5) days of receipt.

Execution of the Quality Control Plan

The Contractor shall execute the QCP to ensure Contractor performance meets or exceeds the performance standards established in this PWS.

PERFORMANCE EVALUATION MEETINGS

The Contractor’s Project Manager or designated representatives shall meet periodically with the COR to review performance. Meetings shall include review and analyses of key process indicators, analyses of process deficiencies, and problem resolution. At these meetings, the COR and The Contractor will discuss Contractor's performance as viewed by The Government and particularly the reconciliation of The Government’s Quality Assurance Inspection Findings with The Contractor’s own Quality Control findings. The Government will take appropriate action to resolve outstanding issues. A mutual effort shall be made by The Contractor and Government to resolve any and all identified problems.

Performance evaluation meetings will be held bi-weekly during the first 60 days of the engagement, and as needed, but not less than once a month, thereafter.
