The contractor shall develop a work plan for the _ Evaluation for approval by ODEP and ETA. Such work plan shall include a detailed plan for conducting the evaluation and other related analyses projects, which should include the following elements: a detailed work breakdown structure along with a timeline linking tasks and deliverables to specific dates; a list of the steps and the technical approach to project tasks; a discussion of the site selection process and the sample build up; a discussion of contents and deliverables; timeline for accomplishment of the project tasks and deliverables; and an alignment of the approach to inform the goals of the joint ETA/ODEP initiative and a management plan for the performance of the work, including a list and description of the credentials, skills, skill levels and roles of project staff. The Government shall review the detailed work plan and provide comments to the Contractor.

1.2.1.2 The Contractor shall prepare the work plan in consultation with ODEP and ETA and make it available for each meeting about the evaluation project. The sub-tasks of this planning task will consist of the following:

Initiating the kick-off meeting within one week of the project effective date with the Contracting Officer’s Representative (COR) and other designated ODEP and ETA staff to discuss, work plan, next steps, etc.

The necessary staffing plan to meet the task order requirements, reflecting all logistical details, and including key contractor personnel assigned to specific tasks.

Planning for the in-depth site visits to the new 4 to 8 sites receiving funding and the _ Technical Assistance Center and data collection;

Planning for the mid-term progress evaluation of the FY 2012 grantees, which will be conducted via telephone or another long-distance interviewing technique;

Planning for the final site visit evaluation of the FY 2011 grantees, which will be conducted onsite with each grantee;

Planning the statistical analyses to be used to determine program impacts using an outcome analysis database, program records and survey data;

Planning for the draft and final reports;

Revision of the draft work plan by incorporating Government comments and submitting final work plan.

1.2.2 Task 2: Assist the Department in identifying the LWIBs within a state that will be _ control sites, or in the event the state is a single workforce investment area an evaluation approach consistent with the evaluation design

Immediately after the award, the Contractor will help the Department in identifying the LWIBs within a state that will be _ pilot sites and control sites so that the pilot sites can start establishing their programs. For states that have a single workforce investment area, the contractor will assist the Department in identifying an evaluation approach consistent with the evaluation design.

Depending on the set of sites each state proposes, a lottery or some other appropriate method of determining selection will be determined in consultation with the Department.

1.2.3 Task 3: Conduct In-Depth Site Visits

1.2.3.1 The Contractor shall develop “Site Visit Plans” to conduct site visits designed to yield information (qualitative and quantitative) that will be used to augment the analysis of aggregated data from all evaluation sites. The site visits must be designed to provide answers to questions such as:

What start-up issues were identified? How were these issues resolved?

What type of services and supports assist this population in obtaining and retaining employment (housing, employment services, mental health services, health care, financial planning, and ongoing support)?

What services and supports best assisted targeted t subgroups of customers, such as individuals participating in the Ticket-to-Work Program, Employer Networks, and SSI and SSDI beneficiaries?

What are the challenges that need to be addressed in order to improve employment outcomes of individuals with disabilities?

What system changes are needed to overcome these challenges?

What best practices have the demonstration projects implemented which resulted in systems change?

1.2.3.2 The Contractor shall analyze and review existing Baseline Evaluation Instruments and Site Visit Plans, which ODEP will make available, and make any modifications that ODEP and Contractor may determine are needed. The Contractor will determine the length of time needed for the visits and the number of researchers who will visit each site based on the amount of data they believe will need to be collected. The Contractor will also contact the pilot and control sites to plan the logistics of the site visit and submit materials to the grantees in preparation of the visits.

1.2.3.3 Prepare for, and organize, site visits.

1.2.3.3.1 In evaluating the new cohort of six to ten grantees, the Contractor shall plan for and conduct the first of three rounds of site visits/interviews for the pilot sites: a baseline site visit within the grant’s first year. For the FY 2012 cohort of pilot sites, the Contractor shall conduct midterm reviews (which will be completed via telephone or using another virtual or remote interviewing technique). For the FY 2011 cohort of grantees, a final site visit evaluation will be conducted with each grantee.

1.2.3.3.2 For the new cohort of control sites, the Contractor shall conduct site visits on a schedule to be determined by the Contractor in consultation with ODEP and ETA.

1.2.3.3.3 Conduct in-depth site visits utilizing the agreed upon data collection instruments (e.g., interview, “town hall,” and/or focus group protocols).

1.2.3.3.4 Analyze the interview data gathered from the site visits to uncover patterns in the responses and to determine what factors impact grant outcomes.

1.2.3.3.5 Write draft and final reports on the in-depth site visits from each project site to provide insight into the implementation of the pilot, including the challenges faced and what was done to overcome them, the lessons learned, and the identification of practices shown to be effective in increasing the accessibility and accountability of the public workforce development system for individuals with disabilities. The Contractor can determine how to best organize the reports. The Contractor shall also produce a cross-site synthesis report (see Task 5).

1.2.3.3.6 Revise drafts based on Government’s comments and submit final site visit reports. Draft site visit reports will be due to ODEP within 30 days of each site visit. ODEP and ETA will review and provide feedback to the Contractor on the draft site visit report within 10 days of its receipt.

The Contractor will then incorporate this feedback into a final site visit report which will be due 14 days from the date the Contractor receives the feedback.

1.2.4 Task 4: Survey Design and Data Collection

1.2.4.1 Develop baseline and follow-up surveys for _ pilot and control sites based upon those previously developed and approved by ODEP and ETA for the FY 2010, FY 2011, and FY 2012 grantees. If necessary, prepare, revise, and modify OMB Paperwork Reduction Act (PWRA) clearance package.

1.2.4.2 Finalize draft for definitions of variables.

1.2.4.3 Complete the training of all evaluation staff that will conduct site visits.

1.2.4.4 Monitor sites to ensure that data are being recorded appropriately.

1.2.4.5 Follow-up with project sites and retrieve data.

1.2.4.7 Clean data and create analytical data sets.

1.2.4.8 Provide ODEP and ETA preliminary findings and contents of database.

1.2.5 Task 5: Write Cross-Site Synthesis Report

The contractor shall develop a draft and final synthesis report that documents the start up issues, resolutions, and other aspects of the FY 2013 cohort of grantees. The report will present a picture of how the pilot changed the types and number of individuals with disabilities that the LWIBs were able to serve, how the set of services they received (both from the pilot and elsewhere) differed from control sites, and how the pilot participants’ outcomes differed.

At the end of the grant periods, findings from all tasks will be synthesized into a cross-site synthesis report to create a comprehensive and detailed picture of the participants in the demonstration program. The synthesis should also discuss how the workforce development system and other support service systems changed as a result of the demonstration program. It should also contain a discussion of all the data collected during the project, including, intake and outcome data, the in-depth site visit reports, quarterly reports, and data from all other sources collected.

All reports and products must be submitted to ODEP’s COR for review and comment by ODEP and ETA prior to finalization. The draft of the FY 2013 cohort start-up synthesis report will be due to ODEP within 45 days of last site visit. For the three cohorts, the draft of the end of grant project cross-synthesis report will be due to ODEP within 45 days of last site visit. ODEP and ETA will review and provide feedback to the Contractor on the draft report within 10 days of receipt. The contractor will then incorporate this feedback into a final report, which will be due 28 days from the date the contractor receives the feedback.
