QUESTION:
We have a question to clarify the price proposal based on the responses to questions issued in amendment 3.
Response #37 clarifies that we should use the provided hours for each labor category in the pricing template (Section B.2 of the solicitation). Response #54, however, states that “All vendors are encouraged to submit all of those labor categories they deem necessary to perform any and all resultant tasks. In fact, vendors can and are encouraged to submit full salary tables for Research and Evaluation efforts.”
How are we to add these additional labor categories to the current pricing template? If we assign hours to these categories, should they be deducted from other labor categories to maintain the same number of total hours per contract year?
Response: The agency (ODEP) only added those labor categories used most frequently in its efforts. But, ODEP does understand that there are many more labor categories used for similar efforts. We wanted to give all vendors the flexibility propose those categories they deemed necessary to accomplish a similar task.
Question number 48 as posted in Amendment 0003:
48. Page E-5. The solicitation states that examples of work shall be provided in an Appendix for the Senior Policy Analyst and Senior Technical/Training Expert labor categories. Is DOL requesting a copy of the actual deliverables/documents or simply a summary of previous work completed?
Amended response: Only a summary and this can be a combination of Prime and Sub submissions.
Question number 58 as posted in Amendment 0003:
58. If the bid involves subcontractors, should five Past Performance Questionnaires be submitted in total (with some questionnaires for the proposed prime contractor and others for the subcontractors)? Or should the prime subcontractor submit five, and each subcontractor submits one or more additional questionnaires?
Amended response: The prime has to submit three of their own past performance and the subcontractor may submit one or more past performance information (questionnaire) in addition to the three submitted by the prime.
