SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1.

INTRODUCTION

The Employee Benefits Security Administration (EBSA) of the Department of Labor (DOL) requires professional technical services to monitor, evaluate and oversee its on-going private-sector ERISA Filing Acceptance System II (EFAST2) vendor in the processing, data distribution and archiving of Form 5500 Series employee benefit plan filings, and related EBSA systems. EFAST2 was developed to support EBSA and its partnering agencies (the Internal Revenue Service/IRS, and the Pension Benefit Guarantee Corporation/PBGC) in their statutory and regulatory requirements under the Employee Retirement Income Security Act of 1974 (ERISA) and the Pension Protection Act of 2006.

The Contractor shall provide professional services supportive of EBSA’s management of the EFAST2 program and related systems. The Contractor shall provide expert oversight and analysis of Form 5500 Series data processing for the purpose of maintaining and increasing the overall responsiveness, accuracy, and effectiveness of the system and all related program and administrative functions. The Contractor shall provide formal written analyses to the Government of the EFAST2 vendor’s system at the Government’s request. The Contractor may also be required to assist in conveying the analyses to the EFAST2 vendor in meetings, briefings and/or in writing.

The Contractor shall also provide administrative support to the Government in its ongoing management of EFAST2 and related systems. This shall include administrative support to the EFAST2 Program Manager and Contracting Officer’s Technical Representative (COTR) for EFAST2 meetings, EFAST2 invoice review, budgeting activities, interagency (cost-sharing) agreements, and related Program Management efforts.

The Contractor shall also provide support to the EFAST2 Program Manager on Procurement and Contract Modification analysis and documentation. This includes the development of Independent Government Cost Estimates, Procurement Review Board (PRB) packages, statements of work, contractual terms and conditions, procurement request packages, contract modification documents and any/all attendant activities and materials.

The professional technical services to be provided under this contract are composed of an initial contract period of one year, with four non-guaranteed option years, for a total contract life of five years. This contract is a labor-hour contract, under which individual task orders will be separately executed.

C.2 EFAST2 Technical Independent Verification &Validation (IV&V) The Contractor shall provide onsite and offsite independent technical monitoring of the work of the EFAST2 vendor (EV) in the operations of EFAST2. The Contractor shall also provide expert oversight and analysis of Form 5500 Series data processing, technical performance measures, and deliverables.

C.2.1 EFAST2 Requirements Development and Maintenance C.2.1.1 Data Elements Requirement (DER) and Interface Requirements Document (IRD) Development

The Contractor shall analyze and evaluate Form 5500 processing procedures, policies, practices, requirements, and business rules. These requirements and rules are the basis of Form 5500 data processing; they define which filings are able to be processed, and how to evaluate the validity of filing data against the Government-Forms requirements.

The Contractor shall interface with selected Government stakeholders at DOL, IRS, and PBGC to clarify EFAST2 requirements. The Contractor shall prepare draft Forms change requirements and be able to lead the Government clarification meetings based on the Contractor’s Form 5500 expertise. The Contractor shall be able to explain and estimate cost, schedule and technical impacts of stakeholder-proposed requirements changes.

Once Form 5500 changes are formally approved and/or upon request, the Contractor shall convert approved user Forms changes into documented data element and interface requirements for Form 5500 processing as needed. These DER and IRD changes will modify EFAST2 processing requirements to support approved forms changes. This effort includes providing:

a) a user-friendly version of the Data Element Requirements (DER) for over one thousand variables specifying elements to include (but not limited to) Form, Interface Requirements Document variable, Variable number, Form Label, Line Number, XML Element Name, Element ID, Edit Test, Schema Info, MinOccurs, MaxOccurs, Type Info, Base, Restrictions, and Acknowledgement Error Messages;

b) programmer-friendly versions of the DER including (but not limited to) DER.XML, EFAST2.wsdl, MessageTypes.xsd, xmlmime.xsd, attachments.xsd, Form5500.xsd, SF.xsd, SchA.xsd, SchMB.xsd, SchSB.xsd, SchC.xsd, SchD.xsd, SchG.xsd, SchH.xsd, SchI.xsd, SchR.xsd;

c) edit test requirements for required business rules. (Currently there are approximately 350 such rules.) These shall be defined in the DER specifying: TestID, Severity, Specification, Bypasses, Explanation, Acknowledgement Error Message, and XPath; and,

d) the Interface Requirements Document (IRD) to describe the layout of bulk data transfers nightly to the three stakeholder Government agencies.

These requirements documents provided by the Contractor are implemented into the EFAST2 system and dozens of third party filing software systems designed to prepare and transmit Form 5500 returns/reports to EFAST2. There are multiple statements for many elements. It is therefore imperative that the statements be accurate and internally consistent and the ultimate requirements documents be of the highest quality.

The Contractor shall develop a new and complete set of DER and IRD requirements annually as defined in items a through d above. The Contractor shall provide an initial draft of the DER and IRD requirements to the COTR or Program Manager. The Contractor shall make any changes to those requirements requested by the COTR or Program manager and deliver revised DER and IRD requirements to the COTR or Program Manager for the EV’s consideration. This process may be subject to additional iterations. The Contractor shall make any changes to those requirements requested by the COTR or Program manager and deliver a final version of the DER and IRD requirements to the COTR or Program Manager. The contractor shall help develop and conform to the schedule of due dates for these requirement changes, and take steps necessary to ensure the accuracy and completeness of the DER and IRD files.

C.2.1.2

DER and IRD Maintenance The Contractor shall analyze and evaluate the completeness and accuracy of filing status records and edit test flags based on EFAST2 DER rules. In the event a DER rule was not specified by the Contractor (the IV&V Contractor) correctly, the Contractor shall notify the COTR or Program Manager immediately, and provide a corrective action plan to mitigate potential processing problems.

The Contractor shall assist the Government in analyzing why Form 5500 Series data may incorrectly fail edit tests. The Contractor shall assist in modifying the corresponding edit tests, forms, questions, instructions, or supplementary filer educational material.

The Contractor shall assist and support EBSA in meeting and coordinating with the EV to implement annual DER and IRD requirements (system rollover), maintain the latest updates to the DER and associated specification documents, and provide requirements analysis, management, and configuration control and end-user technical support.

C.2.1.3 Other EFAST2 Requirements

At the COTR’s and Program Manager’s request, the Contractor shall draft requirements for approved EFAST2 system enhancements and changes.
