SECTION 1 –RESPONSE TO QUESTIONS

1. Question: Are existing drawings available for the Bamberg Job Corps Center project?

Response:

There are NO existing drawings available for the Bamberg Job Corps Center that will be posted or that are available for this proposal other than the posted concept floor plans.

2. Question: Will solicitation Section C Description/Specifications/Statement of Work III B.1 Architectural will the description be update to match the 2 Layout provided at the 4/14/10?

Part Section C .III.B.1 reads:

“The work includes services for the design and construction of approximately 15,400 SF of extensive renovation in three existing buildings at the Bamberg Job Corps Center.”

Response:

Revised Part Section C .III.B.1 to read:

“The paragraph should read– “The work includes services for the design and construction of approximately 15,400 SF of extensive renovation in FIVE existing buildings at the Bamberg Job Corps Center.”

The preferable program requirements are stated in this paragraph. The conceptual floor layouts provided in the solicitation show general desired functional relationships. These layouts were also provided in 4/14/10 pre-bid meeting for discussions. It is anticipated that thedesign builder’s proposal layouts shall be based on providing required program areas, complying all code requirements and dimensionally feasible within the existing building envelope. See Section II of this Amendment for more details.

3. Question: Will the Prototype Design Guideline - Administration and Education be provided? (in section C II B 2)

Response:

DOL and the Job Corps do not currently have any Design Guidelines for Administration and Education Buildings. All information concerning these areas should be obtained from the JCH-814. Therefore there will NOT be a Design Guidelines specific to Administration and Education Buildings.

4. Question: Is any part of the Prototype Design Guidelines - Recreation Center, provided as a part of these documents, a part of this Project?

Response:

The design criteria for a Prototype Design Guidelines–Recreation Center included in the solicitation are not applicable since the existing gym area in building 1 is going to be renovated into office spaces.

5. Question: Will an Asbestos and Lead Abatement report within the past 3 year (Report provided is dated 8/8/90) be provided to meet the State of S C Statute.

Response:

The Design/Build contractor should include in their proposal the cost to provide an updated Asbestos and Lead Abatement survey, testing and report for the buildings that are to be renovated. The report is to be conducted by a third party independent company. The findings and the reports are to be submitted to DOL for their review and if any action is necessary, the DOL will provide directions as to what action the Design/Build Contractor should take. See Section II of this Amendment for more details.

6. Question: Will the FF&E requirement be provided?

Response:

The FF&E (Furniture, Fixtures & Equipments) requirements for this project will NOT be provided.

7. Question: Will the Design Guidelines of the Data, TV and Communication system (new and were they tie into existing system)

Response:

The Design/Build Contractor is to provide new data, TV and a communication system conduit and outlet box with a pull string in all newly renovated locations where the items would be necessary for the space to be fully functional as an office, classroom or any other function as indicated in the layouts. See Section II of this Amendment for more details.

8. Question: Will the Design Guidelines for Mass Communication System, Security (interior and exterior) and Intrusion.

Response:

The Design/Build Contractor is to include in their design connecting into and extending the current Mass Communication System and Security System in place to the newly renovated buildings if the existing buildings to be renovated have these systems. If existing buildings do not have these systems then no work for mass communication or security will be required.

9. Question: We are a HUBZone design/build contractor from Tennessee interested in the Bamberg, SC Job Corp project. The past performance criterion is specific to the Offeror having Bamberg and/or South Carolina experience. Seeing a number of “Interested Vendors” from other states on the project list, do you think that the criterion might be opened to include other area contractors? Otherwise, our relevant experience is a good fit for a project of this type.

Response:

The criterion does not prevent a contractor from outside of the state from bidding the project.
