SECTION C – STATEMENT OF WORK (SOW)

PART 1

GENERAL INFORMATION

1. GENERAL INFORMATION

Introduction: The Office of Performance and Technology (PROTECH) is the Employment & Training Administration’s (ETA) central organization for Information Technology (IT) resources. The Office provides a full range of IT services and systems to the ETA community. These services/systems include: the Electronic Grants Management system (E-Grants), Grantee Performance Reporting Systems, Data Management and Reporting support, Electronic Business Systems Support (EBSS), and Helpdesk support. These services include:

Business Solutions Management

Business Requirements Analysis & System Design Application Development and Programming System Integration, Testing and Implementation Documentation, Helpdesk, and End User Support

1.2. Background:

E-Grants: In 2003 PROTECH was selected by The Department of Labor (DOL) to develop an enterprise-wide, web-enabled, automated grants management system (E-Grants), to be used by all Departmental Agencies. These agencies award several different grant types, representing more than thirty-two different grant processes, all of which are handled within the integrated modules of this single system. It is used to process and track $8.5 Billion in grants transactions per year. The system currently supports over 750 DOL headquarter and regional office users; and 3,000 grantees. E-Grants Public Law 106-107 that mandates improvements in customer service by streamlining existing business processes, reducing waste and consolidating forms.

This highly scalable, web-based solution is a cradle-to-grave grants system that is comprised of four major modules: Pre-Award, Award, Post Award and Closeout. The system is completely integrated with Grants.Gov, the government-side “store front” for grant postings to the general public as well as to the Central Contractor Registration (CCR) database and two DOL legacy systems: DOLAR$ and the Electronic Procurement System. Efforts are already underway to integrate the E-Grants system with Oracle Federal Financials, the DOLAR$ replacement. Post-Award components include cost reporting modules for all grantees.

EBSS: E-Grants, links to ETA’s grantee performance EBSS reporting systems. Support for the EBSS applications requires analytical and programming activities. These reporting systems support both external and internal business functions. External components provide performance-based reporting forms and internal components are used by the program offices to monitor grantee performance against negotiated outcomes. The internal components also automate the retrieval, review, and acceptance of the grantee submissions by National Office federal project officers.

Data Warehouse: ETA’s data management and data repository provides an integrated view of financial and performance data collected within E-Grants and the performance reporting systems. This data is used to generate high value information to the Program Offices and the Agency’s strategic decision support processes. It also provides an increased accountability of the workforce investment system and gives stakeholders different ways to look at their data across the organization. Data architects, analysts, and programmers are required to support this effort.

Helpdesk: The Applications Helpdesk function provides first-level technical problem determination for the grantee population via telephone, email and web form submissions. The group refers question that they can not answer to designated groups of subject matter experts supporting various applications. They also maintain forms for requests/updates for granting access to supporting applications and user roles. The team is responsible for logging, prioritizing, processing, escalating, resolving, and reporting on the status of problems via UniCenter Service Desk (USD). The hours of operation of the DOL is 8:30 am to 5:30 pm EST. The location is onsite at the Department of Labor. The number of calls to be processed by the USD is estimated to range between 50 to 100 calls per day. .

1.3. Objectives: The contractor shall provide integrated information technology (IT) services that support ETA/PROTECH in the collection of accurate requirements from various stakeholders that will lead to the continuing enhancement and maintenance of the grants management system, financial and performance reporting modules, and building and maintaining advanced decision support systems. The vendor will ensure that these services are maintained in a reliable manner that provides a consistent, timely, and appropriate response for technology assistance to the various DOL stakeholders. In addition, the vendor will be required to develop new modules as needed following ETA’s System Development Lifecycle Methodologies (SDLCM). An understanding of DOL’s SDLCM IT security standards is required. The ETA Data systems/modules share a networked computer infrastructure with an Oracle database back-end system for data storage and retrieval. All applications are developed for a web-based environment. The following four key objectives for this SOW are as follows:

Improve customer service and linkages to State/Federal E-Grants partners

Integrate and improve PROTECH E-Grants business processes Improve E-Grants system performance Reduce long-term IT costs to upgrade, enhance, and maintain the E-Grants system

1.3.1 To be successful in achieving these key objectives, the contractor will work collaboratively with the PROTECH IT Management Team and provide services such as business solutions management, software development and integration, testing, maintenance and documentation, and help-desk and end user support under this SOW. The contractor will ensure that all systems are maintained in a reliable manner that provides a consistent, timely, and appropriate service to ETA. In addition, the contractor will be required to follow ETA’s SDLCM and work closely with ETA Security Team to maintain all security documentation in accordance with DOL standards for physical, access, and application security. The ETA legacy systems are developed in ColdFusion application software and share a networked computer infrastructure with an Oracle database back-end system for data storage and retrieval. The systems run on a Microsoft Windows operating system, utilize the Internet Explorer browser environment, and all application code is tracked and managed using the CCC-Harvest solution.

In addition, the vendor shall provide services for:

1.3.1.1 Business Process Management:

Business Process Management methodologies are used to efficiently align an organization with the wants and needs of its clients incorporated as depicted in the concepts of modeling, execution, monitoring and optimization.

-Model Driven Development-Business Rule Management
-Dynamic Tasking-Forms Creation
-Monitoring-User, group collaboration
-Integration-Activity Monitoring
-Process Execution-Simulation and Optimization

-Systems Administration

1.3.1.3 Oracle Portal Technology:
