Response to question 3:
This requirement is set aside for 8(a) firms only, under NAICS Code 541512.
Question 4: Is this a “presolicitation” or an actual RFP? The database service that highlighted it called it a “presolicitation” which may or may not be followed by an RFP.
Response to question 4:
The RFP was posted along with the presolicitation announcement on FedBizOpps.Gov.
Question 5: I am following-up on the efforts discussed under DOL110RP20850 OMNIBUS and am trying to determine whether or not the new notice is linked to a previously cancelled notice titled Information Technology Support for the ETA Office of Performance and Technology (released under DOL089RP20614). Is this something you may be able to assist me with?
Response to question 5:
This is a new solicitation.
Question 6: We are very interested in this opportunity and wonder if you could clarify one area of interest. I understand the existing system was developed by PROTECH. Could you tell me if PROTECH had a contractor working for them in this project, or was this an internal effort?
Response to Question 6:
Yes, PROTECH had multiple contractors work on these efforts.
Question 7: The following are a few questions pertaining to Solicitation # DOL110RP20850 (Omnibus):
Question 7a: Section 1.5.1 Work Performed Offsite (Page 8 of RFP) Question 7.a.1: Is the Contractor required to keep a mirror environment of the DOL Protech Environment or will the contractor use Citrix to access the DOL Protech Environment from their Off-Site development Center?

Response to Question 7.a.2:
No.
Question 7b: Section H.2 Personnel Qualifications (Page 18 of RFP) Question 7.b.1: Is the Contractor expected (or required) to submit 1 person for each qualification category?
Response to Question 7.b.1:
No, offerors must propose enough personnel to fill the number of hours estimated for each labor category.
Question 7.b.2: Is the Contractor expected to submit named or redacted personnel resumes and qualifications?
Response to Question 7.b.2:
Please refer to page 91, ADDENDUM TO 52.215-1 INSTRUCTIONS to Offerors—Competitive Acquisition (Jan 2004), of the RFP.
Redacted proposals shall not contain ANY identifiable information which would allow the technical evaluation team to deduce the offeror’s identity. For example, the redacted (sanitized) copies of the proposal must be free of identifiers such as: the offeror’s name, any logo or marking associated with the offeror, the company’s location and/or address, the company’s DUNS number, the company’s Cage code, the names of any individuals that the offeror intends to propose as well as the names of officers or employees that the offeror employs, has employed, or intends to employ.
Question 7c: When is the last date that you will accept questions on this solicitation?
Response to question 7c:
Please refer to page 95 of the RFP, “Any questions pertaining to this solicitation must be submitted in writing via email with subject line: Questions to RFP DOL110RP20850 (no telephone inquiries will be accepted) to Lesa Llewellyn (Llewellyn.Lesa@dol.gov ) no later than 12:00 PM EST April 9, 2010. Responses to questions submitted, if/as appropriate, will be responded to via an amendment to the solicitation only, which will be posted to FEDBIZOPS on a weekly basis.”
Question 8: We haven’t spoken before but I noticed solicitation DOL110RP20850 out on the web. The work we are doing supporting egrants is a very small part of the omnibus solicitation but traditionally the business has been run through our GSA Schedule. Is this the new way you are planning on buying our services? DOL is one of our biggest customers and I just want to make sure we support you.
Response to question 8:
This solicitation and resulting contract award has no impact on the Handysoft contract.
Question 9: The government is requested to clarify on the Proposal Submission requirement mentioned under “ADDENDUM TO 52.215-1 INSTRUCTIONS to Offerors—Competitive Acquisition (Jan 2004)”. We are unclear on how many copies of each volume needs to be submitted including the redacted copies? Please clarify.
Response to question 9:
Please review page 91, Proposal Submission and page 92, C. Page Count (chart).
Question 10: The government is also requested to clarify on whether the Past Performance Questionnaires needs to be submitted directly by our client directly through email?
Response to question 10:
Yes, Past Performance Questionnaires should be submitted directly to Lesa Llewellyn by email at Llewellyn.Lesa@DOL.GOV.
