C. Requests for Clarification and Answers
1. Question: Can you provide a list of the attendees to the call yesterday?
Answer: We will not be providing a list of attendees.
2. Question: Is the labor rate in Section B.2 Labor Rate Schedule to be presented hourly or as an annual salary? Should fringe be included in the labor rate calculation?
Answer: The labor rate in Section B.2, Labor Rate Schedule should be a loaded hourly rate. This rate should include fringe and any other amounts the offeror deems necessary in their loaded labor rate calculation.
3. Question: What is the estimated price for the Coaching Task Order (J.5)? The solicitation states that each coach should not exceed 520 hours in coaching services per year per grantee. Assuming a load of 10 grantees per coach, that is an average of 4.3 hours per month per grantee in which to do the phone coaching, write monthly report, coordinate with FPO and participate in regional calls.
Answer: There is no estimated price.
· Does DOL anticipate this will be enough time for these tasks?
Answer: DOL does anticipate that this will be enough time as all grantees will not require the same level of effort.
· Is the time for site visits separate from this monthly allotment?
Answer No, the time for site visits is not separate from this monthly allotment
· If not, will there be a separate task order for on-site coaching visits?
Answer: There will not be a separate task order for on-site coaching visits.
· Will there be a separate task order for grantees requiring more intensive support (i.e.- multiple visits)?

· Would the coaching task order include administrative support labor costs?
Answer: If the contractor deems that these costs are needed to fulfill the task, the offeror should include the administrative support labor costs
· Where should those costs be listed?
Answer: These costs should be included under CLIN 001 as a separate labor category, Administrative Support, with the associated labor hours and costs.
· Are indirect costs to be factored or calculated on the task order?
Answer: There should be no indirect costs since the labor rates are loaded labor rates.
4. Question: Once the contractor is selected, will the number of hours of labor for the coaching task order be open to negotiation or will the selected contractor be held to the number of hours in the solicitation (we expect the contractor will surely be held to the labor rate that was proposed).

Is it the Governments intent to issue a Task Order to pay for this requirement?
Answer: A task order to pay for audits will not be issued; this cost should be included in task orders as applicable.
