| If we only want to bid on certain items in the contract, can we do it or are downgraded severely i.e. we would be wasting our time, this is a critical question! | For studio work, is there normally advance notice and if so, how far in advance is this notice given? | The RFP defines this requirement in Section D, Item c. |
| What pre-existing equipment, transmission, and facilities infrastructure is already in place at DOL and based on this, what equipment is then needed for the vendor to supply? | The department maintains two (2) AVID Adrenalin editing suites and one (1) Final Cut Pro edit suite with DVC Pro and BETACAM recorders. We have two (2) Panasonic DVC Pro cameras along with associated support equipment. A site survey would need to be made to assess all assets. |
| Who maintains that equipment? | On-staff personnel and outside video engineers & maintenance professionals. |
| What are the current transmission paths used for press conferences and other transmission required events? On the same line, in regards to DOL fiber connectivity, what, if any, type of fiber is used/is available, and where does it terminate? | The Department maintains three (3) fiber optic connections to The Secretary’s Conference Room, the DOL Great Hall, and the DOL Auditorium. We also maintain a two-way fiber link to Verizon’s AVOC facility. |
| Are there facilities and/or office space located at DOL that would host certain events listed in section A and house the personnel listed in section B.1 under the Statement of Work? | The Department has certain public spaces for “events” to be videotaped or for sound recording. The AV Department has the edit suites that would house personnel working on productions on site. |
| In section B.4, rates are requested for specific facility services. Are these rates to include the necessary labor to carry out the services, or is it requesting costs for facilities only? For example, edit bay time by the hour usually includes a professional editor. With an editor labor category being identified in the Section B, should the hourly rate for the edit facility assume that the editor is going to be paid for separately under the labor category? | No. Equipment costs and labor costs are separate. |
| Does the government expect the successful bidder(s) to provide personnel dedicated to this contract? In other words there are enough hours listed in Section B for three full time Producers. Does the government expect the contract awardee(s) to have 3 producers standing by to respond to DOL tasking? If not, the answer to question 1 above is essential to being able to determine hourly pricing. | We do not expect staff to sit by 8 hours per day at a contractor’s site or at the Department of Labor; however we do expect staff whose resumes are submitted with the RFP to be available to work with us on a reasonable notice. |
