5. The sample Pay Request that was issued with the Sample Forms lists Retention at 10%.

Please confirm the retention requirement.

Response: The Contracting Officer reserves the right to withhold 10% of the contract amount when a contractor falls behind schedule. Once satisfactory progress is demonstrated, the retainage will be release.

Response: Change note on details 3, 5, & 6 on sheet A1.03 to read “REINFORCED CMU– REF STRUCTURAL”. CMU retaining wall is 12” per structural drawings.

4. B6 type of wall is shown on drawing A3.30 but no details are given on drawing A8.2.30 for this wall. Please provide wall details for B6 type wall.

Response: B6 wall type note is incorrect. The correct wall type is B1.

5. There is no detail given for drawing 5/A10.32. Please provide drawing details for 5/A10.32

Response: Construction will be allowed Monday to Friday 6 AM–6 PM.

7. What specific permits will be provided by the DOL and what permits will be the responsibility of the contractor?

Response: The contractor is required to obtain all permits required by DCRA, with the exception of the Building Permit and the Raze Permit, which will be provided by the owner.

8. Can 3rd party inspection services be utilized on this contract?

Response: No.

9. Does the contract require a separate Quality Control Manager, or can this function be performed by the qualified superintendent, as we are already required to utilize an independent testing agency for required aspects of the project?

Response: The Superintendent and the Quality Control Manager cannot be the same person.

10. It appears that some portion of the Black Iron perimeter fencing has been installed and/or is being installed. How are we to quantify our portion of this work?

Response: For bidding purposes, 48’ of 10’ tall black iron fence is to be salvaged for the Owner.

11. Is fire sprinkler system required for this project? If yes please provide the specifications and drawings for fire sprinkler system because I am unable to find any drawings and specification for fire sprinkler.

Response: Per sheet G1.31, there is no automatic sprinkler system.

12. Geotechnical reportpage #10 says “This report is information purpose only and should not be considered part of the contract documents. Should the data contained in this report not be adequate for the contractor’s purpose, the contractor may make their own investigations, tests and analyses prior to bidding. Drawing S1.01 DESIGN NOTES IV– F. “A geotechnical engineering report for this project has been prepared by Geo Concepts Engineering Inc. This report shall become a part of the contract documents.” Please clarify do we need to consider geotechnical report as a part of contract? Do we need to include price for design build rammed aggregate piers?

Response: See Specification Section (02475) Short Aggregate Piers

Structural Design Note (S1.01, Design notes IV, F) is changed as follows: “A geotechnical engineering report for this project has been prepared by Geo Concepts Engineering Inc., Project No 21079.01, dated June 9, 2009. Excerpts from this report are provided on Sheet S1.02 & S1.03, and become part of the contract documents.”

See Specification Section (01420, 1.02, A, 2): The Geotechnical Engineering Report is a reference document, and as such, is “provided for informational purposes only and should not be considered part of the Contract Documents.”

13. The soil borings and reports are from a different area than the actual construction site. In fact, they are from an entirely different elevation. Are we to assume soil conditions from these reports are to be used and referenced for this construction site?

Response: Included with the Reference Documents are:

Appendix A. “Geotechnical Engineering Report, Phase 4 Vocational Complex, Potomac Job Corps Center,” dated June 9, 2009. This document provides the boring locations and soil conditions specific to the Vocational Complex site.

Appendix B. “Conductivity Test Report,” dated June 14, 2002. This document provides conductivity tests for the geothermal wells. Although located outside the Vocational Complex construction area, we do not expect the conductivity for the 350’ deep geothermal wells to vary significantly.

14. The geotechnical boring logs for the geothermal installation show a layer of fill comprising the first 5-7 feet. The Structural drawings call for shallow spread footings under structural piers, and a slab on grade. Will a unit cost for excavation to suitable bearing and consolidated fill to support the slab be added to bid requirements? If not, how should this potential unknown cost issue be addressed uniformly by all bidders?

Response: For bidding purposes, the contractor is to provide a separate bid line item for the cost to replace 2,400 cubic yards of unsuitable soil with compacted fill.

15. The Geotechnical Report mentions the possibility of undercutting of the subgrade at the buildings and pavements. Please confirm that if undercutting is required, it will be addressed via a contact change order. If not, please provide an estimated quantity of undercutting that will be required.

Response: See previous response.

16. Specification Section 02229 "Rock Removal" provides the procedures for removal of rock. The Geotechnical Report does not mention the presence of any rock. Please confirm that if rock is encountered on this project, it will be addressed via a contract change order. If not, please provide an estimated quantity of rock blasting that will be required.

Response: If rock, as defined in Section 02229, is encountered, it is to be handled as an unforeseen condition.

17. Does the center have available as-built site utility drawings from previous and most recent projects on the center?

Response: Previous Phase work that will impact Phase 4 was updated in drawing C3.2. As-builts for previous phase work can be made available by PJCC should the need arise.

18. Is this a LEEDS certified project?

Response: This project is not pursuing a LEED rating. The project does however utilize green building principals as part of its design and construction as outlined in individual specifications (e.g., Low VOC paints, etc.). LEED templates are not required but the contractor must provide proof of compliance with specification requirement.

19. I have looked through allthe specs and drawings, but I can’t locate any information on the communications cabling requirements.

Response: IT/TelCom/Security wiring is by owner. See electrical drawings and specifications for cabling infrastructure (conduit, boxes, etc…). with revision as noted below.

See attachment#4 (ESK-1) for Revision to E0.31 Electrical symbols list.

20. In Specification Section 15995- Mechanical and Plumbing Systems Commissioning, Section 4.1, A, it is unclear who will pay for the Commissioning Authority. The summary also makes reference to Section 01810 that is not included. Please clarify if and how this cost is to be included in the bid.
