The contractor shall support said labor rates with detailed breakdowns, to include the direct and indirect costs of labor. The proposed hourly rates must also include all of the profit that the contractor expects to be paid. The proposed hourly rates must include all costs for which the contractor expects to be paid, except for those costs which will be reimbursed separately in accordance with Section J.5. of The Schedule.
The table below shows a sample breakdown of the loaded hourly rate:
“Cost Analysis” – The DOL contracting officer may forward the business proposal to the Division of Cost Determination (DCD) for a review based on FAR 15.404-1(c)(1) to determine reasonableness, allocability, and allowability of costs to be charged to the DOL and the Federal government.
DCD may contact the contractors and subcontractors regarding the documentation submitted and request support for fringe benefits, overhead, and other costs in the proposal.
Regarding support for direct labor, DCD will request a payroll report applicable to the proposed labor categories for verification purposes. If the proposed salaries are for projected new staff, then they will require “letters of intent” or salary surveys to support these salaries.
Regarding support for overhead and fringe rates, DCD will request the contractor to provide a current Federally approved Negotiated Indirect Cost Rate Agreement (NICRA). If the contractor does not have a NICRA, DCD will request the contractor to provide schedules supporting the rate proposed. Sample schedules to support overhead rates are available in DCD’s website (Section III, Exhibits D or E – as applicable), available at: http://www.dol.gov/oasam/programs/boc/costdeterminationguide/main.htm.
(2) The Contractor is requested to calculate the total evaluated price of its proposal in accordance with Section M.3.of the solicitation and to include its calculations in the Business Proposal.
(d) Sample Applied Research Study Budget
The contractor shall provide a detailed cost budget for each sample applied research study that is developed for consideration in the context of the technical proposal. The budget shall reference the specific sample study and shall be organized exactly as the labor-hour budget is organized in the technical proposal. Other costs, if proposed for the specific study, shall be included. The contractor shall provide budgets that accurately represent the resources that would be required should the contractor undertake the sample study.
