Clarifications/Questions and Answers
RFI DJO-NIJ-16-F-0131
NEPA Support Services
Clarifications
1. Please clarify whether the desired staffing is for both a full-time Senior Environmental Professional and a full-time Environmental Specialist, or if it is only the Senior Environmental Professional who is full time.
a. Response: The desired staffing is for both a full-time Senior Environmental Professional and a full-time Environmental Specialist. However, other staffing configurations may be offered based on the offerors understanding of the requirement
2. The place of performance is given as the U.S. Department of Justice’s (DOJ’s) location in Washington, DC. However, it is also stated that “the Contractor shall provide all necessary…facilities, equipment…required to accomplish the tasks.” Please clarify: Is it anticipated that both the Senior Environmental Professional and Environmental Specialist would work out of the DOJ location, backstopped remotely by other subject matter experts as needed who are not at this location? Or is the intention that the work be done at contractor facilities, with the senior staff available on short notice to meet in person with DOJ staff?
a. Response: The place of performance for the majority of NEPA support services will conducted at the contractor’s facilities. However, travel is expected to 810 7th Street NW, Washington, D.C. at least once a year to train NIJ staff or as requested by the COR.
Questions
1. A Sources Sought Notice was released on July 7, 2016 under the title “DOJ-NIJ-16-F-
0131: RFI for NEPA Support Services” and I was hoping you could answer a quick question for me. Mainly, I wanted to know if there was a current company doing this work and if so, could you provide me with the following:
a. Response:
Contractor Name: Mangi Environmental Group, LLC.
Contract/Task Order Number: GS-10F-0032 DJO2011F_11101
Expiration Date: September 29, 2016
Approximate Value: $598,842.67
2. Is there an incumbent contractor providing these same requested NEPA support services?
a. Response: Please refer to Question 1.
3. Our firm does not yet have a relevant GSA schedule contract. Would that preclude us from a future solicitation, or is it possible to have the anticipated contract awarded as an ID/IQ or other contract method?
a. Response: This is only market research. It has not been determined how this requirement will be solicited. If this were to be solicited against a GSA schedule, you would not be able to respond because your company does not hold a GSA schedule contract.
4. Finally, what is the expected volume of PEA checklist projects produced from awardees per year, and of those approximately how many typically would not qualify for a PEA waiver, i.e., would require an EA?
a. Response: Approximately 400 PEA checklist projects are produced per year. Of the 400, 0 (zero) would likely require the full EA process.
5. Is there an incumbent for this work?
a. Response: Please refer to Question 1.
6. How many grantees do you anticipate would complete the checklist each year? If no projection can be made, how many completed the checklist in each of the last three years?
a. Response: 400 per year.
7. Do the grantees complete the checklist by a set date each year, or is the activity more staggered, based on the grantee’s date of entry into the program for example?
a. Response: There is no set date to complete the checklist.
8. How many individual environmental assessments do you anticipate would need to be prepared each year? If no projection can be made, how many were prepared in each of the last three years?
a. Response: NIJ anticipates 0 (zero) environmental assessments (EA) to be completed in Fiscal Year 2017. However, this is not an indication that the need for an individual EA would not arise. There were 0 (zero) EAs completed over the last 3 (three) years.
9. Could you please provide more detail about the required assistance with the annual and interim training for grantees and National Institute of Justice staff? For example, would the contractor need to prepare the training, update it, and/or deliver it? Is the training conducted via written materials, or a webinar, or in person? Is the training given as needed to grantees and staff (e.g., as new ones join the program) or are there specific training sessions arranged for groups of grantees and staff? If the latter, how many training sessions do you anticipate per year (or were held in each of the last three years)?
a. Response: NIJ reserves the right to provide training as needed to grantees and federal staff regarding NEPA compliance. There is no set schedule. Over the last three years, training has been provided via webinars, but NIJ anticipates in person training every other year. There has been 1 (one) training session in the last 3 (three) years.
10. Is the PEA document available online (I was not able to find it) or to send a copy?
a. Response: All documents can be found within the FBO posting,
