About this file

The document is a compilation of workflow process maps and acronyms related to the Law Enforcement Support Office (LESO) Property Program, involving multiple agencies including the Defense Logistics Agency (DLA), Law Enforcement Agencies (LEAs), and state surplus property management systems. The documents detail comprehensive procedures for law enforcement agencies to acquire, manage, transfer, return, and ultimately exit from federal surplus property programs. Key processes include initial LEA application, property request protocols, inventory certification, compliance reviews, property loss reporting, and program exit strategies. The workflows cover critical steps such as equipment screening, approval processes, demilitarization requirements, and ongoing compliance monitoring.

The process maps outline strict procedural guidelines for property transfers, with specific attention to tracking, documentation, and accountability. For example, excess Department of Defense property is typically allocated one item per officer, and LEAs must meet specific requirements including having a Point of Contact, State Plan of Operation, and persuasive justifications for property requests. The documents emphasize rigorous documentation, including annual inventory certifications, program compliance reviews (targeting at least 8% of participating LEAs annually), and detailed tracking of property condition, modifications, and potential losses. The workflows involve multiple systems including FEPMIS, RTD, and AMPS, with oversight from DLA and state-level surplus property management agencies.
