About this file

This document is a Sole Source Justification and Notice of Intent to Award to a Sole Source for a proprietary software application called SCRIBE. The U.S. Fish and Wildlife Service intends to award a firm fixed price contract to Coffield Web, LLC to provide maintenance and modifications to the SCRIBE application, as well as integrate it with another application called SUMMIT.

SCRIBE is a one-of-a-kind application that analyzes and corrects GPS flight track data from aerial surveys, and combines survey observations with metadata. The existing contractor has worked on SCRIBE for over 3 years and has in-depth knowledge of the application. The government deems the pricing to be fair and reasonable based on the previous contract award to the vendor. Interested parties may identify their capability to respond within 10 calendar days, but the government reserves the right to make a sole source award determination.

There are no other capable sources known, as this is a propriety application.

This program is a one of a kind app not available on the open market. The app takes recorded voice files from our aerial surveys, analyzes and corrects the GPS flight track from the aircraft and allows a user to combine the observations with metadata from the flight (i.e., GPS location, time, GPS accuracy). The app also has data validation checking to reduce time in downstream data verification and back and forth communication with the statisticians and observers

The existing contractor has worked on the one of a kind software app (SCRIBE) for aerial survey compilation of observations for over three years and has intimate knowledge with how we use the program. The contractor recently furhter stream lined the app and translated it into a more versatile and efficient programming language (From C++ to Electron JS). We desire to build additional functionality into SCRIBE and to integrate the functionality of a second app (SUMMIT) developed by the same contractor. In addition, operational testing of the current version of SCRIBE is ongoing and by the beginning of the period of performance we anticipate having id tifi d dditi l b kfl i t th t ill t i t d i SCRIBE

This application is not available on the open market.
