About this file
This document is a Contract Amendment issued by the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), announcing the government's intent to issue a sole source contract with the New Jersey Institute of Technology (NJIT) for a project titled "Bridging the Gap between the Dispersion Effectiveness at Various Scale."
The purpose of the project is to create a numerical model using dispersant effectiveness data acquired at various scales and conditions to correlate effectiveness between laboratory, wave tank, and at-sea systems. BSEE has determined that NJIT is the only entity with the unique qualifications and cumulative expertise to meet the program requirements, as NJIT has conducted numerous dispersant effectiveness tests in various vessels and wave tanks under various conditions. The period of performance is 24 months from the date of award. All responsible sources may submit capability statements for consideration by the agency by May 6, 2024.

requirements. In past BSEE and other agency studies, NJIT has conducted numerous dispersant effectiveness tests in various vessels and wave tanks and under various conditions. However, the scalability or the comparison between these systems and then expanding those scales to at-sea conditions has not occurred.
Using existing data from recent experiments, NJIT will conduct simulations in various vessels to build a framework to compare the findings of past dispersant effectiveness tests. The numerical study will address the scalability issues amongst systems, that is, scaling from the laboratory
(where the mixing energy is vigorous relatively constant over time and dilution is minimal) to the wave tank (where the mixing energy is only large over a short duration and dilution is moderate) and, ultimately, to the sea (where the mixing energy is moderate and over a short duration and the dilution is large). Oil droplet migration is simulated numerically by incorporating the simulation into the droplet formation models and fate and transport models and then validated with measured DSD data.
Finally, with dilution factored in, the dispersant effectiveness can be attained for each system. Therefore, this numerical study would be able to build the framework to address the issue of scalability among vessels and the sea. and then use those results to improve oil spill models to predict effectiveness more accurately in the field.
Additionally, NJIT has widely conducted dispersant effectiveness tests in numerous vessels and mesocosms and under various conditions and is the only source to have this existing data in a format readily available for numerical modeling studies and the expertise of both the techniques of simulation modeling and the simulated systems themselves. NJIT researchers are uniquely qualified to characterize the hydrodynamics in numerous vessels and wave tanks, including EPA¿s swirling flask and baffled flask, Department of Fisheries and Oceans¿ wave tank in Nova Scotia, Canada, and
BSEE¿s wave tank (Ohmsett) in Leonardo, NJ. In addition, the NJIT researchers also possesses expertise in characterizing oil droplets using the latest instruments, and in quantifying the

formation of oil droplets due to mixing (without and with dispersant). Using the previously acquired experimental data and preliminarily designed numerical method approach, NJIT will scale the test results of laboratory and wave tank experiments to improve prediction of the dispersant¿s effectiveness in the field.
The anticipated period of performance is 24 months from date of award.
