About this file

This is a Response to Questions document for RFP DOI26003-ACTUARIAL issued by the Delaware Department of Insurance for actuarial consulting services, posted August 27, 2026. The scope of work encompasses multiple actuarial services including Property & Casualty rate and rule filing reviews, Delaware Compensation Rating Bureau (DCRB) filing reviews, captive insurance application and financial reviews, Accident & Health rate filing reviews, Life & Annuity form filing reviews, consulting services for the Office of Value Based Health Care Delivery, long-term care and Medicare Supplement rate reviews, and expert witness testimony as needed. Historical workload volumes over the past three to five years include 3,397 Property & Casualty filings, 5 DCRB filings, 40 to 50 captive applications, 550 to 600 captive financial reviews, 1,003 Accident & Health filings, 2,286 Life & Annuity filings, 533 long-term care reviews, and 163 Medicare Supplement reviews. Vendors may propose for partial scopes of work and are permitted to submit proposals from the previous canceled solicitation DOI26002-ACTUARIAL with updated Transmittal Letters. All actuarial professionals must meet statutory and regulatory obligations set forth in Title 18 of the Delaware Code and applicable Delaware Administrative Code provisions.

Vendors must maintain a Delaware Business License and hold appropriate actuarial credentials as required by state law. Commercial General Liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate is required, which may be satisfied through a combination of primary and umbrella policies. The ACA Safe Harbor Additional Fee requirement does not apply when vendors provide services through W-2 employees rather than temporary staffing. All communications regarding rate filings and vendor analyses must be conducted through the System for Electronic Rate and Form Filing (SERFF), which is managed by the National Association of Insurance Commissioners. The Department does not maintain historical volume estimates for Discretionary Non-Billable Services, which are provided on an as-needed basis and may be directed to any awarded vendor. The Department anticipates similar annual workload volumes during the contract term with no material changes anticipated.
