The RFP seeks administrative support and coordination services for the Florida Comprehensive Planning Network (FCPN), Florida Viral Hepatitis Network (FVHN), and Statewide Advisory Groups, including meeting preparation, logistics coordination, travel reimbursement processing, and records management. Key deliverables include scheduling and facilitating monthly coordination meetings, hosting biannual meetings for Statewide HIV Managers and FCPN, hosting an annual HIV Symposium and Viral Hepatitis Summit, developing monitoring and evaluation plans, conducting annual Community Needs Assessments, and submitting quarterly progress reports. The written questions deadline was March 27, 2026 at 4:00 PM, with answers posted April 3, 2026. Sealed proposals are due April 16, 2026 at 2:30 PM, with evaluation beginning April 17, 2026 and notice of intended award posted by May 4, 2026. The contract term is three years beginning August 1, 2026, with potential renewal for up to three additional years contingent on satisfactory performance and funding availability.
The annual budget for this effort is approximately $390,000.00, structured as fixed quarterly payments for core services with reimbursement for actual travel expenses and meeting location reservations. Respondents must submit one original paper copy and one electronic copy (PDF on USB drive or CD) of both the technical and cost proposals, with the cost proposal enclosed in a separate sealed envelope. The cost proposal carries 25 percent of the overall evaluation score (150 of 600 total points), while the technical proposal is worth 450 points. The current incumbent is The AIDS Institute, Inc., which remains eligible to bid on this work. E-signatures are acceptable for proposal submission. The Department will not use artificial intelligence in proposal evaluation and will not conduct in-person oral evaluations of finalists. No pre-qualified vendor list exists for this solicitation. Respondents must demonstrate minimum qualifications including five years of experience in HIV/AIDS prevention and care planning, five years in meeting facilitation, three years in change management, and five years in HIV and Hepatitis data analysis. There are no specific limits. Please refer to Section 3.2, Proposal Format of the RFP.
Use of Attachments Section 3.2 indicates that additional tabs beyond those specified will not be evaluated. Can the Department clarify whether Respondents may include supporting attachments or appendices (e.g., organizational charts, workflows, or supplemental materials) within the designated tabs for review, or if evaluation will be limited strictly to the narrative content within each tab?
Additional Attachments may be included, but must be included within Tab 2, Technical Proposal, as indicated in Section 3.3.2. Proposals will be evaluated as specified in Attachment C, Evaluation Criteria.
Cost Proposal Submission Format Section 3.4 specifies that a digital copy of the Technical Proposal must be submitted on a USB drive along with the paper copy. Can the Department clarify whether the Cost Proposal (Attachment B) should be submitted as:

- Both a paper copy and a digital version on the USB drive?
One paper copy and one electronic copy is required. See Addendum 1.
If a proposal is delivered via a courier service (e.g., FedEx) or submitted in person, can the Department confirm whether proof of receipt (such as a date/time-stamped signature or delivery confirmation) will be provided upon submission?
Yes.
Would the Department consider extending the deadline to allow for at least seven business days between receipt of answers to questions and the proposal submission date?
No, the Department will not consider extending the Timeline at this time. Please refer to Section 2.5, Timeline of the RFP. Note, the current timeline allows for 8 business days between answers being posted and the submissions due date.
Is it acceptable to submit a complete proposal document that includes e-signatures (like via DocuSign or electronic signature scan) or do the signatures need to be wet signatures?
E-signatures will be accepted.
Will you use Artificial Intelligence (AI) in the evaluation and scoring of the submitted proposals? And if so, which AI tool(s) will you use?
