About this file
This is Addendum #1 to an Invitation to Bid (ITB DOH25-023) issued by the Florida Department of Health, Division of Administration, Bureau of Procurement and Contract Administration, for Environmental Health Laboratory Services. The addendum modifies the timeline for the procurement process. The ITB was advertised and released on March 18, 2026, with written questions due by March 25, 2026, at 4:00 PM. Answers to submitted questions are anticipated to be posted on April 6, 2026. Sealed bids must be received by April 16, 2026, at 2:30 PM for public opening at the Florida Department of Health Central Purchasing Office in Tallahassee, Florida. The Department anticipates posting the Intent to Award on April 21, 2026. The contract period runs from March 15, 2026, through March 14, 2029, with potential renewal for three additional one-year periods contingent upon satisfactory performance and legislative appropriation. The laboratory services include analysis of potable and non-potable water samples collected from the DOH Collier County office in Naples, Florida, with estimated annual test quantities of approximately 4,600 total coliform and E. coli tests and 25 tests each for nitrate and lead/other metals.
The selected contractor must be a certified environmental laboratory located within a maximum one-way travel radius of thirty-five miles from the worksite with travel time not exceeding forty-five minutes, maintain NELAC/NELAP certifications, and provide all required sample containers and testing kits at no cost to the Department. The contractor must complete sample analysis within six hours of collection and deliver results within thirty hours of sample collection for potable samples and thirty hours of delivery for non-potable samples, with a 10 percent monthly invoice reduction penalty for failure to meet these timeframes. Award will be made to the responsive, responsible respondent offering the lowest grand total price based on unit-rate pricing structure. The contractor must maintain commercial general liability, workers' compensation, and commercial automobile liability insurance and register in the MyFloridaMarketplace vendor system within five days of award posting. Payment will be made monthly upon submission of detailed invoices accounting for services rendered, with no advance payment authorized. No specific award value or budget range is disclosed in the solicitation documents.
