About this file
This is Addendum #2 to an Invitation to Bid (ITB) issued by the Florida Department of Health, Division of Administration, Bureau of Procurement and Contract Administration, for environmental laboratory services to analyze potable and non-potable water samples collected from the DOH Collier County office in Naples, Florida. The addendum modifies three task sections of the ITB (Sections 5.1.2.2, 5.1.2.6, and 5.1.2.7) and provides clarifications regarding sample analysis timelines and result reporting. Key modifications specify that samples must arrive at the contractor's laboratory within six hours of pickup from DOH-Collier, with potable water samples analyzed and results returned within thirty hours of collection, and non-potable water samples analyzed within thirty hours of collection with results provided within two hours of analysis completion. Approximately 20-30 daily total coliform and E. coli samples are anticipated, along with estimated annual quantities of 4,600 total coliform and E. coli tests, 25 nitrate tests, and 25 lead and copper metal tests. The contract term runs from March 15, 2026, through March 14, 2029, with potential renewal for three additional one-year periods. Written questions were due by March 25, 2026, sealed bids were due by April 9, 2026, at 2:30 PM, and the Department anticipated posting the intent to award on April 14, 2026.
The addendum addresses eighteen vendor questions and provides current contract pricing information via Exhibit I. Previous annual contract spending totaled approximately $92,236.00, with expenditures of $55,400.39 in 2022-2023, $50,542.58 in 2023-2024, and $41,694.41 in 2024-2025. The incumbent laboratories were identified as Benchmark and Lee County Lab. The six-hour analysis requirement applies only to time-sensitive microbiological testing, while chemical parameters such as metals and nitrate follow longer holding times per EPA guidelines. Results for microbiological testing must be emailed within two hours of analysis completion, with electronic PDF copies acceptable in lieu of physical hardcopies. Sample pickups are available between 8:00 AM and 5:00 PM on a daily basis with no weekend pickups required. The contractor must maintain NELAC/NELAP certifications and be located within a thirty-five-mile radius of the worksite with travel time not exceeding forty-five minutes. Award will be made to the responsive, responsible respondent offering the lowest grand total price based on unit-rate pricing.

Approx. $92,236.00.
2.
Can you provide the current contract rates? See attached Exhibit I.
3.
How often are weekend pickups generally requested? Never.
4.
How many daily Total Coliform/E. Coli samples will there be?
Approximately 20-30 daily.
5.
I.e., will the estimated quantity be distributed evenly? The estimated quantity is not distributed evenly.
6.
“Lead & other SM3113B Metals” is it price per metal? If not, could you please provide the list?
Yes, it is priced per metal.
Lead, Nitrate and Copper
7.
“Copper & other 200.7 Metals” is it price per metal? If not, could you please provide the list?
Separate (Copper is by itself)
8.
“5.1.2.2 Analyze and validate water samples within six hours of actual sample collection time as degradation of potable and non-potable samples begin six hours after collection time.” Does this requirement only apply to samples with an 8-hour hold time? E.g., Metals does not have this requirement per 40CFR Table 136 part II.
Yes.
9.
“5.1.2.3 Analyze non-potable surface water samples using Enterococci Standard 1600 which has specific sample collection, preservation, and storage requirements to provide valid data.” Enterococci is not listed on the pricing sheet - confirming this does not apply?
It does not apply as the criteria is different.
# Question Answer
10.
“5.1.2.6 Analyze potable water samples and return the results to the department within thirty (30) hours of sample collection time designated above in Task 6.1.2.2.” There is no task 6.1.2.2- does this not apply? Or is this for the Drinking Water Total Coliform/E. Coli only?
Correction made. See Addendum #2
11.
“5.1.2.7 Analyze non-potable water samples and return the results to Department within thirty hours of delivery. Email all sample results to appropriate Department recipients within 2 hours of sample analysis completion with hardcopies provide with each invoice.” Can you clarify what type of results are required in 2 hours vs 30 hours?
See Addendum #2 and responses to questions 16 and 17 below.
12.
Is this only for Total Coliform and E. Coli? Yes
13.
Section 5.1.2.2 states that all samples must be analyzed within six (6) hours of collection due to degradation.
However, EPA-approved methods (e.g., 40 CFR Part 136 and Standard Methods) specify longer holding times for certain analytes (e.g., up to 30 hours for total coliform/E.
coli, and significantly longer for nitrate and metals such as lead and copper).
Only to specific micro biologicals.
• Please confirm whether the 6-hour requirement applies only to specific microbiological analyses or to all parameters listed.
14.
There appears to be a potential conflict between the six-hour analysis requirement and scenarios where samples may be collected and delivered the following day.
• Can you clarify acceptable timelines for sample receipt and analysis, particularly for microbiological versus chemical parameters?
See Addendum #2
15.
Section 5.1.2.3 specifies Enterococci Standard Method 1600.
• Would EPA-approved alternative methods such as Enterolert be acceptable, or is Method 1600 strictly required?
Yes, As long as it meets all EPA guidelines and parameters
16.
Sections 5.1.2.6 and 5.1.2.7 require results to be returned within 30 hours of collection/delivery.
• Please confirm whether this requirement applies to all analytes (microbiological and chemical, including metals), or only to microbiological testing.
Only Microbiologicals
17.
Section 5.1.2.7 requires results to be emailed within 2 hours of analysis completion.
• Does this requirement apply to all testing categories (e.g., microbiological, metals, nitrate), or only to time-sensitive microbiological results?
Only for time-sensitive microbiological results.
18.
The requirement indicates that hardcopies must be provided with each invoice.
• Please confirm whether electronic copies (PDF reports via email) are acceptable in lieu of physical hardcopies.
Yes.
19.
Who is the incumbent laboratory? We used Benchmark and Lee County Lab.
20.
What has this contract paid out per year for the previous 3 years?
2022-2023 $55,400.39 2023-2024 $50,542.58 2024-2025 $41,694.41
21.
Can you share the current contract pricing? See Answer 2.
22.
Are we able to do one pickup per day at an established time?
Yes, between the hours of 8:00 am-5:00 pm.
Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
