About this file
This document is an Addendum 1 for Invitation to Bid (ITB) DOH25-014 issued by the Florida Department of Health for the St. Johns County Health Department Mobile Health Unit. The solicitation seeks a vendor to provide a new mobile health unit with detailed specifications for a 2025 Ford E450 14,500 GVWR chassis or an approved equivalent. The document includes a comprehensive list of technical requirements for the vehicle, covering chassis details, body specifications, interior components, electrical systems, and medical equipment. The delivery deadline is set for May 15, 2026, with the bid opening scheduled for October 29, 2025, at 3:00 PM ET, and the contract includes provisions for onsite training and a minimum one-year warranty.
The addendum provides critical clarifications through a question and answer section that addresses vendor inquiries about the specifications. Key modifications include acceptance of alternative chassis options like the Ford Transit, confirmation of subfloor and interior wall materials, tank capacities, and clarification on specific equipment requirements. The document indicates flexibility in some specifications, allowing for equivalent components under Section 3.8 of the ITB. No specific pricing information is disclosed in this addendum, which focuses primarily on technical specifications and vendor qualifications for the mobile health unit procurement.

Questions and Answers
# Question Answer
1. Would the procurement office be open to accepting a bid that includes a Ford Transit alternative, or is the E450 chassis considered mandatory?
Yes.
2. We are interested in preparing a quote, but would like to know if your date is a solid one. Vehicle chassis production for these vehicles is very limited. Is there any chance this in hands date of March 31, 2026 is going to be extended?
It can be extended to May 15, 2026. Please see Revised Attachment A attached to this Addendum.
3. Section 2.4 - Public Opening: Will the public opening of sealed bids on October 29, 2025, at 3:00 PM ET be livestreamed for the benefit of respondents unable to attend in person?
No.
4. Section 2.7 - Basis of Award: Will the delivery date be considered as a factor in determining the award? If so, could you please specify the extent to which the delivery date will influence the basis of award?
No.
5. Section 3.6 - Prior Experience Form: Would the Department accept prior experience entities from the manufacturer in lieu of those directly associated with the respondent, if such experience is relevant to the solicited services?
Yes.
6. Is a 2026 chassis model year acceptable for compliance with the specifications?
Yes. See Section 3.8, Proposed Equivalent of the ITB.
7. The specifications reference both a 3/4” Coosa Composite subfloor and an Advantech subfloor. Would the Department consider a 3/8" PerformMax 500 subfloor (resin-infused to repel water) as an approved equivalent to the specified subfloor material?
Yes. See Section 3.8, Proposed Equivalent of the ITB.
8. The specifications mention both a “bright white smooth fiberglass interior composite ceiling & sidewalls” and a “gray vinyl padded wall with door.” Please confirm which interior finish is required.

Questions and Answers
# Question Answer
11. Regarding the wall-mounted AED cabinet, is the AED device itself required to be supplied as part of the bid, or is only the cabinet and associated wiring expected?
Only the cabinet and associated wiring are required, Provider does not need to supply an AED device.
12. Our standard practice is to powder coat the steel structure instead of applying a rust inhibitor. Is this acceptable?
Yes.
13. Regarding the overall length and wheelbase length specified, must these dimensions be exactly as requested, or would a configuration that is 6 inches longer be acceptable?
Yes. See Section 3.8, Proposed Equivalent of the ITB.
14. There are multiple references to "Terra Transit," which appear specific to the Turtle Top bus manufacturer. As we manufacture our own buses and specialty vehicles, would the Department allow the use of equivalent items for these specifications?
See Section 3.8, Proposed Equivalent of the ITB.
15. The specified Kubota entry door switch is designed for glass bi-fold transit bus doors, which does not align with the requested 1520 series sedan door. Would the Department grant a general exemption for this item to all respondents?
Please see Revised Attachment A attached to this Addendum.
