About this file

This document is Addendum #1 for Invitation to Bid (ITB) DOH24-017 issued by the Florida Department of Health, specifically addressing medication repackaging equipment procurement. The addendum modifies the original specifications and provides answers to vendor questions, clarifying delivery timelines and procurement requirements. Notably, the Department is seeking to acquire one MTS-500 machine, three MTS-350 machines, and three Label Conveyor Applicator (LCA) systems, with a specific delivery timeline modification allowing the MTS-500 machine to have a 6.5-month delivery window compared to the original 12-week requirement for other equipment.

The addendum confirms that vendors must provide pricing for service/maintenance beyond the initial 5-year term and bid on additional optional years. Pricing cannot be updated after the initial 5-year term, with the recommendation that vendors factor in potential inflation during renewal years. The delivery location is specified as the Department's Bureau of Public Health Pharmacy in Tallahassee, Florida. Vendors are required to complete comprehensive pricing submissions, including unit pricing for machines, label conveyor systems, and monthly maintenance costs, with an understanding that the Department will make a single award to the responsive, responsible bidder offering the lowest grand total.

# Question Answer

1.

On the price page, are we required to fill out the portion that specifies service/maintenance pricing beyond 5 years?

Yes

2.

Are we required to bid additional optional years beyond the initial 5 years for equipment?

Yes

3.

Attachment A section 8- Page 18: Inside Delivery and Installation: “must be inside delivery no later than 12 weeks…”

a. Can we either update this to 6.5 months for all products or can we add exception language in this clause specifically to allow for 6.5 months for MTS-500 delivery?

b. The manufacturing process for the MTS-500 is currently at a minimum 6 months- we cannot produce this product any quicker than that and therefore are requesting an exception specifically for this machine. The other equipment can be manufactured well within a 12 week period so we are okay with keeping the 12 week delivery commitment language for those items (MTS-350 and Comparable LCA).

Yes, the Department is agreeable to making an exception for the inside delivery and installation requirement for the MTS-500 to allow the 6.5 month turnaround commitment. See Addendum #1, for modification to language.

4.

Attachment B Price Page

a. Can prices be updated for the “renewal years” after the initial 5 year term has been expired?

No, the prices cannot be updated after the 5-year initial term and it is best practices to factor in inflation during renewal years.
