About this file

This document is Addendum #1 for Invitation to Negotiate (ITN) DOH24-013 issued by the Florida Department of Health, specifically addressing the procurement of a Fiscal Fiduciary Agent for HIV Patient Care and Treatment Services. The addendum provides clarifications, modifications to sections of the original ITN, and responses to 47 questions from prospective vendors. Key modifications include updates to sections related to cost reply, subcontractor forms, background screening attestation, HIPAA agreements, vendor certifications, and forced labor certifications. The addendum serves to provide additional guidance and answer potential vendor inquiries about the solicitation process, submission requirements, and contract expectations.

The document reveals that the fiscal fiduciary agent will manage Ryan White HIV/AIDS Program Part B funds, with an annual allocation of approximately $36,380,000. Mandatory fund allocation requires 93% ($34,000,000) be directed to direct client services across 21 service categories, with administrative costs limited to 7%. Core medical services must receive at least 75% of funds, with specific allocations including 30.53% ($10,380,200) for outpatient ambulatory health services and 26.06% ($8,860,400) for medical case management. The contract term is anticipated to be three years with potential renewal for up to three additional years. The fiduciary agent is prohibited from being a direct service provider and must establish a comprehensive network of subcontracted service providers by March 31, 2025, while implementing an electronic data system within 30 days of contract execution.
