About this file
This is Addendum #1 to ITN DOH24-013 issued by the Florida Department of Health's Division of Administration for a Fiscal Fiduciary Agent for HIV Patient Care and Treatment Services. The addendum modifies several sections of the original ITN, including additions to Section 3.3.1 regarding Cost Reply requirements, Subcontractor Forms, Background Screening Attestation, HIPAA Business Associate Agreement, Vendor Certification, and Forced Labor Certifications. The document provides responses to 47 questions received from prospective vendors covering topics such as eligibility requirements, scope of work, evaluation criteria, and operational expectations.
Key clarifications include that the fiduciary agent will be allowed to fund multiple organizations for direct services in the same city, subcontracting is permitted per Section 3.8, and the administrative allowance is set by HRSA Ryan White HIV/AIDS Program Part B federal legislation. The Department will provide eligibility data and work directly with the fiduciary agent to ensure service continuity during transition. The fiduciary agent must establish an electronic data system within 30 calendar days of contract execution and maintain networks of direct client service providers for Core Medical and Support Services. While historical client-level data access and specific performance metrics will be discussed during negotiations, the agent must focus on positive medical outcomes as defined in Section A.2.ee of the Scope of Services.
