About this file
This is a Justification Restricting Competition document (Document Number 26-206) for a sole source acquisition of Defense Optical Fabrication Enterprise Management System (DOFEMS) maintenance and support services.
The contracting activity is NAVSUP Fleet Logistics Center Norfolk (FLCN), Philadelphia, executing on behalf of the Navy to meet Naval Medical Readiness Logistics Command (NMRLC) Naval Ophthalmic Readiness Activity (NORA) Directorate requirements in Yorktown, Virginia. The sole source contractor is Optical Lab Software Solutions, Inc., located at 13515 North Stemmons Fwy, Dallas, TX 75234. This is a follow-on contract to existing Contract N6264521P2012 (awarded July 25, 2021, expiring July 24, 2026). The requirement covers software maintenance, technical support services, and cybersecurity maintenance for the DOFEMS Lab Management System (LMS) and associated web services connecting to the Spectacle Request Transmission System (SRTS). The DOFEMS Production Environment operates on virtual servers in DoD Datacenters, while a Test Virtual Machine Environment is maintained for pre-deployment validation. The contract type is Firm, Fixed-Price (FFP), with funding from FY26 Operations Procurement Navy (OPN) appropriations. The estimated total contract value is $5,789,624.00 across five fiscal years: FY26 ($1,086,151), FY27 ($1,120,908), FY28 ($1,156,777), FY29 ($1,193,793), and FY30 ($1,231,995).
The justification cites 41 U.S.C. 1901 (Simplified acquisition procedures for commercial products and services) as statutory authority. Market research determined no other vendors are authorized or technically capable of providing comprehensive maintenance for this proprietary COTS system, as third-party providers lack access to proprietary code and would be limited to superficial support. The document emphasizes that replacement or vendor transition would require significant financial investment, extensive data migration, operational downtime, retraining, and increased cybersecurity risks. The contracting officer determined the cost to be fair and reasonable. No future competition is planned, though if alternative sources emerge, the Contracting Office will reassess feasibility. Future system competition is anticipated minimum five years from current contract award. The requirement to issue a sources sought notice was waived by the Head of the Contracting Activity. The contracting point of contact is Nicholas Haas at nicholas.a.haas10.civ@us.navy.mil.

JUSTIFICATION RESTRICTING COMPETITION DOFEMS MAINTENANCE
1. Identification of Agency and Contracting Activity.
This justification is executed by the NAVSUP Fleet Logistics Center Norfolk (FLCN), Philadelphia on behalf of the Navy to meet Naval Medical Readiness Logistics Command (NMRLC) Naval Ophthalmic
Readiness Activity (NORA) Directorate, Yorktown VA requirements.
2. Description of the Action Being Approved.
This is a sole source action for the provision of as a follow-on contract requirement to Optical Lab
Software Solutions, Inc. Services are currently being performed under Contract N6264521P2012. The contract was awarded 25 July 2021 and will expire 24 July 2026. The Government has a requirement for a maintenance and support contract for the product packaged and contracted to the government as the
Defense Optical Fabrication Enterprise Management System (DOFEMS) that includes the Lab
Management System (LMS) software manufactured by Optical Lab Software Solutions Inc. under the commercial software brand Optuitive.
This requirement is for procurement that the Government intends to award a Firm, Fixed-Price (FFP) contract. The proposed manufacturer is Optical Lab Software Solutions, Inc., 13515 North Stemmons
Fwy, Dallas, TX 75234 and is the only source of providing the required pieces of equipment.
3. Description of Supplies/Services.
This service contract shall provide software maintenance, technical support services, and cyber security maintenance of the system per Department of Defense (DoD) and Defense Health Agency (DHA) guidance's and Risk Management Framework (RMF) for the Lab Management System (LMS) and all associated software packaged to operate with or in support of the product known to the government as
DOFEMS as well as web services between the government's Spectacle Request Transmission System
{SRTS) order entry system to ensure the DoD Optical Fabrication Enterprise maintains operational readiness to its beneficiaries. The DOFEMS Production Environment is live operational environment installed on virtual servers located inside DoD Datacenters. The Test Virtual Machine Environment is a non-production static environment installed and managed by DHA/DCOPS (Data Center Operations) and maintained and used by the vendor and NOSTRA personnel to test and validate the systems operational performance post modifications before deployment to the actual Production Environment.
The DOFEMS maintenance contract ensures system reliability, data integrity, cybersecurity compliance, and uninterrupted lab operations.
The resultant contract will be funded with FY26 Operations Procurement Navy (OPN) appropriations.
The estimated dollar value of the procurement will be $1,086,151.00.

Total $1,086,151 $1,120,908 $1,156,777 $1,193,793 $1,231,995 $5,789,924.00
4. Statutory Authority Permitting Sole Source.
41 U.S.C. 1901
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b).
5. Rationale Justifying Use of Cited Statutory Authority.
The Defense Optical Fabrication Management System (DOFEMS) is an optical fabrication Laboratory
Management System (LMS) currently approved to operate on the DoD Network. It is a proprietary
Commercial Off the Shelf (COTS) product of Optical Lab Software Solutions (OLSS).
Market research determined that no other vendors are authorized or technically capable of providing comprehensive maintenance services for the existing system. Third-party providers lack access to proprietary code and would be limited to superficial support, increasing risk to operations. Replacing the system or transitioning to a different vendor for maintenance would require: Significant financial investment in system redevelopment or replacement, extensive data migration and validation efforts, operational downtime and retraining of personnel, and increased cybersecurity and compliance risks during transition.
Failure to procure maintenance services from the original vendor would likely result in: increased system downtime and unresolved technical issues, exposure to cybersecurity vulnerabilities due to lack of timely patches, loss of system functionality or degraded performance, risk of data corruption or loss, and disruption to lab operations and associated services. The identified vendor is the original developer and exclusive provider of the IT Lab Management System currently deployed within the organization.
The vendor possesses unique qualifications that make them the only responsible source for maintenance and support services
The ability to award and fulfill this contract order expeditiously will mimic current LMS maintenance contract with no interruptions in current services nor affect peripheral devices.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The proposed DOFEMS maintenance contract represents the most cost-effective solution when considering system continuity, risk mitigation, and avoidance of replacement costs. Alternative approaches would result in significantly higher total cost of ownership. Efforts to identify alternative sources included market analysis and vendor outreach. No other qualified or authorized providers were identified who could meet the requirement without unacceptable risk. The identified vendor is the original developer and exclusive provider of the IT Lab Management System currently deployed within the organization. The vendor possesses unique qualifications that make them the only responsible source for maintenance and support services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVSUP Fleet Logistics Center Norfolk (FLCN)
BUMED/FM&C Directorate has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, the Contracting Office will assess whether competition for future requirements is feasible.
With future contracting support in place and Program Objective Memorandum (POM) approved and in place for future optical fabrication system replacement contracts the conditions to preclude the use of full and open competition for acquiring same or similar equipment in the future should decline and prohibit compelling urgency mandated in this request.
Future competition for a system award such as this would be a minimum of five years from current contract award.
The Government (or Program Office) expects to obtain a technical data package or develop a performance specification that will support competition for future acquisitions of the same or similar items.
The requirement to issue a sources sought notice was waived by the Head of the Contracting Activity or designee.
As such, the actions to attempt to remove the barriers to competition have been completed. The circumstances requiring the acquisition be conducted pursuant to FAR Subpart 6.5 remain unchanged.
Any subsequent follow-on requirements will be handled on a case-by-case basis. Market Research will be conducted for any future requirements to determine if there are any potential sources for competition.
9. Contracting Point of Contact.
The point of contact at NAVSUP Fleet Logistics Center Norfolk (FLCN) BUMED/FM&C Directorate is Nicholas Haas, email at nicholas.a.haas10.civ@us.navy.mil.
