About this file

This is a Statement of Work (SOW) for a comprehensive Hazardous Material (HAZMAT) survey of Dodd Hall (Facility 448) at JBLE-Langley, Virginia, a 9,617 square foot two-story building with basement scheduled for demolition. The contractor must furnish all personnel, vehicles, and equipment to conduct an asbestos and lead-based paint survey ensuring compliance with OSHA, EPA, and local regulations. Key scope elements include: Initial Site Assessment with a Government representative walk-through (1 day); Field Assessment involving access to all facility areas with destructive testing behind drywall, under carpets, and above ceilings (6 days); Laboratory Analysis of collected samples at an accredited facility; and Report Preparation with quantified contamination estimates using market-rate unit costs and professional engineering judgment in absence of complete building plans (21 days). The contractor must provide written notification to the Contracting Officer three days before commencing work and submit all findings to demolition bidders unless otherwise directed.

Deliverables include a Field Assessment Report and Final Comprehensive Report with photographs, laboratory results, and remediation recommendations. The Government will provide no utilities (water and electricity are cut); the contractor must furnish a generator if needed and may tap into a fire hydrant within 65 linear feet of the rear door using state-approved double backflow preventers at no connection cost. Normal operations are Monday-Friday, 7:30 a.m. to 4:30 p.m., excluding weekends and federal holidays. The contractor must secure the job site daily, provide port-o-johns if required, and submit all transmittals with completed AF Form 3000 signed by a Quality Control representative certifying compliance with contract requirements. Performance is considered acceptable when service does not exceed two valid complaints from the Contracting Engineer.

1. DESCRIPTION OF SERVICE. The Contractor shall furnish all personnel, vehicles and equipment required to perform Contractor services to conduct a comprehensive Hazardous Material (HAZMAT) (asbestos and lead based paint) survey of Dodd Hall, Facility 448 at JBLE-Langley, Virginia; to identify and assess the presence of hazardous materials, ensuring compliance with relevant regulations, standards, all applicable laws, and commercial practices.

Dodd Hall is a 9,617 square foot two story building with a basement.

All findings shall be shared with the demolition bidders unless otherwise stated by the contracting officer. A notice to proceed will be issued prior to the commencement of work.

The Government requires a comprehensive assessment to determine the scope of asbestos and lead-based paint remediation required prior to the demolition of Dodd Hall. The work under this project includes the following:

1.1.1. Initial Site Assessment (ISA):

• Conduct an initial site assessment to identify potential hazardous materials within the facility.

• Walk the site with a Government representative to review the scope of work.

1.1.2. Field Assessment:

• Access all facility areas, including lodging rooms, offices, corridors, service areas, and mechanical rooms.

• Perform destructive testing by accessing areas behind drywall, under carpets, and above ceilings to sample potentially contaminated materials.

1.1.3. Laboratory Analysis:

• Submit all collected samples to an accredited laboratory for analysis.

• Analyze samples for the presence of asbestos and lead-based paint in accordance with industry standards.

1.1.4. Report Preparation:

• Prepare a comprehensive report detailing the findings of the survey, including photographs, laboratory results, and recommendations for remediation or further action.

• Quantify all contaminated materials (e.g., in linear feet of piping, square feet of drywall) to provide a detailed cost analysis using market-rate unit costs in the Final Report.

• In the absence of a complete set of building plans, the contractor shall use professional engineering judgment to provide a reliable estimate of contaminated material quantities based on the test results.

• Submit the final report to the project manager for review and approval.

1.1.5. Compliance and Safety:

• Ensure full compliance with all relevant regulations and standards, including those from OSHA, EPA, and local authorities.

• Implement comprehensive safety measures to protect all personnel and facility occupants during the survey.

1.1.6. Deliverables:

• Final Comprehensive Report

1.1.7. Testing Notification.

The Contractor shall provide written notification to the Contracting Officer and the Government Point of Contact three days prior to the commencement of work. This notification shall include the name and phone number of the Contractor’s field representative.

2. SERVICE DELIVERY SUMMARY. The Service Delivery Summary (SDS) captures the service requirements that can be measured and are considered to be critical operational requirements. The SDS includes Performance Objectives that describe the desired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of performance in terms of quality, timeliness and quantity in realistic and achievable standards. These thresholds are critical to mission success. The SOW paragraphs reference the details of the Performance Objective in the SOW. Each requirement includes a government-determined performance objective. (Note that the Performance Objective is merely a reference point for government personnel and does not relieve the Contractor of any other contractual requirements.)
