Questions Received in Response to RFP #DoDCC-2021-R-0001 – Retail Hair Care Salon, The Pentagon dated January 28, 2021 – Amendment A004
The following questions and answers are incorporated in the RFP as set forth at length.
Q. Can the Government please confirm that the contractor should submit 2 RFP signed and dated and 2 proposals in two different binders by the due date?
A. Please refer to Section L., “Proposal Submission Requirements”, second paragraph, page 50 of 56 of the RFP.
Q. Can the successful offeror (Licensee) sell retail products?
A. Yes. Please refer to Section C.2., Scope of Work”, first paragraph, page 11 of 56 of the
RFP.
Q. Can the Government please confirm whether prices for my commercial location outside the 10 mile radius of the Pentagon have to be within the $12 - $17?
A. Please refer to Section C.2., “Scope of Work”, last paragraph on page 12 of 56 of the RFP. Prices in the Pentagon retail hair care salon must be equal to pricing found at either Licensee’s location on military or Government installations or its commercial locations within a ten (10) mile radius of the Pentagon, or at similar providers’ locations within a one (1) mile radius of the Pentagon. Licensee must offer military men’s and women’s haircuts in the price range of $12 - $17 as stated in the first paragraph of Section C.2., “Scope of Work’, page 11 of 56 of the RFP.
Q. Can the Government confirm the increase on the $10,000 is the interest is it fixed or variable?
A. Please refer to Section B.2., “Financial Proposal/Licensee Fee”, third paragraph, page 8 of 56 of the RFP. Upon award of the License Agreement, no later than thirty (30) calendar days after License Agreement award, Licensee shall furnish the Contracting Officer $10,000 via EFT as surety. The $10,000, inclusive of any accrued interest, shall be returned at the end of the initial five-year (5-year) period of performance. The interest returned to the Licensee will be based on interest earned through the DoDCC’s establishment of a Certificate of Deposit at Navy Federal Credit Union (NFCU). Interest will accrue on the CD at a fixed rate, normally for five (5) years. The applicable rate is determined at the time of investment and is consistent with the credit union’s offering.
Q. Can the Government please confirm what percentages of the Pentagon employees are back to work?
A. Please refer to the response provided in the Q&A document incorporated in Amendment A003, page 1. The current Pentagon population is averaging about forty percent (40%) of normal capacity due to COVID-19. The DoDCC has no information as to when the population may resume to pre-COVID-19 levels.
Q. Can the Government please confirm if the name change of salon is applicable?
A. Offerors should submit the proposed name of the salon as part of proposals submitted in response to the RFP.
Q. Can the Government please confirm if the Government is setting the minimum commission?
A. No, the DoDCC is not. Please refer to Section B.2., “Financial Proposal/Licensee Fee”, page 8 of 56 of the RFP. Please also refer to Section L., “Proposal Submission Requirements”, (1), Offered sales commissions, page 50 of 56 of the RFP.
Q. Can the Government provide the last vendor’s commission percentages?
A. No. The DoDCC cannot provide this information as it is proprietary.
Q. Page 11 of 56 of the RFP states that the Licensee shall ensure that all personnel performing hair care salon services (e.g., hair stylists, barbers, etc.) are certified and licenses in the Commonwealth of Virginia through the Virginia Board for Barbers & Cosmetology. Can this be amended to employees with valid licenses in any of the 50 states? It is our understanding that this is existing language in federal/government contracts. Only allowing Virginia licenses, you will limit the hiring option and quality of candidates, especially with DC and MD so close.
A. Please refer to Section C.2., “Scope of Work”, page 11 of 56 of the RFP. Licensee shall ensure that all personnel are certified and licensed in the Commonwealth of Virginia. Any questions offerors may have should be directed to the Virginia Board for Barbers & Cosmetology.
Q. As we are creating a new corporation for operation within the Pentagon, is it possible to submit balance sheets, income statements and details of operations from the previous corporations we managed/owned as examples?
A. The purpose of the financials is to assess and to demonstrate that the offeror is financially capable and has an established track record. In the case of a new company without financial performance history the requirement remains the same. In such case the financials of the owner(s) or principal(s) may be used.
Q. Is there positive preference for hiring incumbent staff?
A. No.
Q. Can you be more specific on what is required for the Construction Site Safety Plan? Is this designed to meet the OSHA requirement or is this for COVID-19 mandates?
A. The construction site safety plan, as applicable, is designed to meet the construction requirements as set forth in the WHS Building Code and other applicable Building requirements as set forth and in accordance with Attachments 5 6, 7, 8 and 9 to the RFP.
