SECTION L-6 - Operational Capability Test (OCT) Participation Form Introduction In accordance with Dedicated Network Telecommunications System (DNTS) SIR Section L.5.1, and SIR Attachment M-1, Operational Capability Test (OCT) plan, Offerors are required to participate in a DNTS OCT at FAA’s William J. Hughes Technical Center (WJHTC) in Atlantic City, New Jersey and ship all required OCT equipment and materials to the WJHTC by the proposal due date listed in SIR Section L, Table L-1.
OCT Submission Compliance Review After proposals have been submitted, the Government will conduct a Compliance Review (SIR Section M.3.1) to verify Offeror submissions are complete and compliant with the instructions in Section L. As part of this review, the Government will verify that Offerors have submitted all OCT-required equipment and materials, and are fully committed to participate in the OCT as instructed in the DNTS OCT Plan (SIR Attachment M-1). If an Offeror’s submission is found to be incomplete or non-compliant, the Offeror may be precluded from participating in the OCT and deemed ineligible for award.
Offerors may select from two options for their OCT Compliance Review, namely:
A) Government OCT Compliance Review. Government in-person review of the Offeror’s OCT submission with an Offeror representative at the WJHTC The Government will assign the exact date and time or B) Offeror OCT Self-certification. Offeror certifies that all OCT submission requirements have been met. With this option, Offerors must wait until their OCT equipment submission is verified during the Offeror’s OCT Installation and Checkout (see OCT Plan, Section 5.4.1.2), which may be several months (up to one year) after the proposal due date.
The Government’s preference is that Offerors select Option A, so there is awareness earlier whether the OCT submission is compliant. However, selecting Option B will not count against the Offeror’s evaluation rating.
NOTE: All Offerors must complete Parts 1 and 2 of L-6 Form, regardless of which type of OCT Compliance is selected.

The Offeror (you), in fulfilling the OCT requirements (check applicable block),
(A) ☐ accepts the Government’s offer to perform an in-person OCT Compliance Review during the proposal compliance review period. By accepting this option, the Offeror understands and agrees to the following:
· The Government will notify the Offeror within 5 business days of its scheduled Compliance Review date and time.
· The Offeror must have at least one representative present at the scheduled date and time to unpack its OCT submission and to verify that the items delivered meet all OCT submission requirements. The representative must also repack the boxes at the end of the review. Due to the limited compliance review timeframe, Government vetting of International visitors to the WJHTC is not possible; therefore, the Offeror’s representative must be a U.S. Citizen.
· Offerors who did not meet the OCT submission requirements may be ineligible for award and may be required to remove their equipment from the WJHTC within 10 business days after the CO has sent an official notification of non-compliance.
· In accordance with Section L.3.5, the Government will not pay or reimburse any costs incurred by the Offeror associated with the OCT.
(B) ☐ declines the Government’s offer to perform a Government OCT Compliance Review during the proposal compliance review period. By declining the OCT Compliance Review, the Offeror understands the following:
· Self-certification. The Offeror represents that it has submitted all required OCT equipment and materials as required in the DNTS OCT Plan by the proposal due date.
· The Offeror understands that its equipment must reside at the WJHTC until the Offeror’s OCT equipment submission is verified during the Offeror’s OCT Installation and Checkout, which may be several months after the proposal due date.
· Offerors who did not meet the OCT submission requirements may be ineligible for award and may be required to remove their equipment from the WJHTC within 10 business days after the CO has sent an official notification of non-compliance.
· In accordance with Section L.3.5, the Government will not pay or reimburse any costs incurred by the Offeror associated with the OCT

Offerors must attach a list of all items included in their OCT submission to this J-6 form. Offerors may use the format shown below or a format of their own choosing, as long as all information required in the format below is included.

OCT Requirement Met – In your response to column C, enter the corresponding letter for the OCT submission requirement (OCT Plan Section 5.4.1)
a. DNTS Platform Chassis: 8 units; supporting the interfaces specified in section 3.3 of the OCT plan. The 8 units represent the equipment delivered for use in both Offeror conducted demonstrations and FAA conducted tests and inspections
b. Single mode optic fiber patch cords, customized with a SC connector at one end for termination at the FAA patch panel. The other end of the fiber optic patch cord will contain a connector design to mate the vendor DNTS product
c. Ethernet cables for IEEE 802.3 10/100/1000BaseT interfaces
d. Equipment Configuration Cables (if required)
e. AC/DC power subsystems, power cords, etc., as required
f. DNTS wall mounting hardware set (for inspection)
g. Sufficient number of spares to sustain the Offeror’s DNTS during the OCT test period. The quantity of spares to be provided is at the Offeror’s discretion. However, additional spares will not be permitted after the OCT Equipment has been received at the WJHTC
h. Demonstration Test Scripts (four (4) copies)
i. Familiarization Training Material (six (6) copies)
