SECTION L-3
William J. Hughes Technical Center (WJHTC) Facility Access
1. Introduction In accordance with Dedicated Network Telecommunications System (DNTS) SIR Attachment M01, Operational Capability Test (OCT) plan, Offeror representatives are required to deliver OCT equipment/materials, conduct training and perform equipment demonstrations at FAA’s William J.
Hughes Technical Center (WJHTC) in Atlantic City, New Jersey. This document provides supplementary information regarding access to the WJHTC, driving directions, and additional instructions for any
Offerors whose representatives are foreign nationals.
An Offeror “representative” encompasses any individual accessing the WJHTC on behalf of the Offeror including drivers and delivery persons for OCT submissions and all Offeror OCT participants as required in Section 5.4 of the OCT Test Plan (SIR Attachment M-1). It is the Offeror’s responsibility to ensure all of its representatives are familiar with and follow the instructions outlined in this document.
2. General Visitor Information and Points of Contact The Contracting Officer will provide the name and contact information for the WJHTC Point of Contact
(POC) to each eligible Offeror prior to their OCT start date. The delivery address and POC for OCT equipment/material submissions is provided in SIR Section L.5.1.2 and must be made available to any driver/delivery persons entering the WJHTC so they can be escorted by an FAA employee or contractor.
The WJHTC is collocated with the Atlantic City International Airport (ACY), approximately 10 miles from downtown Atlantic City.
To gain access to the Center, visitors must go to the Security Operations Center (SOC), Building 320, to obtain a temporary visitor badge on a daily basis. The SOC is open from 7:00 am to 3:30 pm only. The
SOC is located in Bldg 320 on Amelia Earhart Blvd, which is the access road to the Atlantic City Int’l
Airport (ACY). You may reach the SOC at (609) 485-5210 for any further access information.
To obtain a Visitor’s Pass, each Offeror representative must be sponsored by an FAA employee or FAA contractor, have a sanctioned reason for the visit, produce current government-issued photo identification that has an expiration date, sign in on a visitor's log, be under continuous escort by personnel possessing valid FAA ID media, and properly display an FAA visitor badge while at the facility. All representatives must go through security check-in and shall be transported by the FAA Shuttle Bus or escorted by a Tech
Center employee if the representative(s) wish to bring their personal vehicle(s) on base.
3. Additional Instructions for International Visitors If an Offeror wishes to include OCT participants that are not U.S. citizens, the Offeror must notify the
DNTS Contracting Officer by separate email on or before the proposal submission date in Section L.
Offerors should include in their email, for each international visitor:
• Full name and nationality of visitor
• Whether the visitor has a Lawful Permanent Resident (LPR) status and holds a green card. Note:
LPR (green card) status is not required.

• OCT Participant’s role, e.g., subject matter expert, manufacturer representative, transportation
Upon receipt of this information, the DNTS Contracting Officer or a designated representative will reach out to obtain additional information such as the visitor’s date of birth, passport information, etc. Access requests for international visitors can take up to ten (10) business days to process.
NOTE: Due to the firm deadline for OCT equipment/material submission, Government vetting of international drivers or delivery persons is not possible; therefore, the Offeror must ensure those delivering their OCT equipment and materials are U.S. Citizens.

Specific directions to the Visitor entrance are as follows:
FROM NEW YORK CITY AND NORTHERN NEW JERSEY: Take Garden State Parkway
South (Toll). Take exit 38A for Atlantic City Expressway W toward Camden/Philadelphia (Toll).
Take Exit 9 toward Delilah Road (Toll). Turn right onto Delilah Road. Bear right, entering Tilton
Road Circle. Take 3rd Exit onto Access Road/Amelia Earhart Blvd. Continue on Access
Road/Amelia Earhart Blvd to WJHTC SOC, on the right.
FROM WASHINGTON, D.C./ BALTIMORE, MD: Take I-95 North to I-295 and cross the
Delaware Memorial Bridge (toll). After crossing bridge proceed east on US-40 (follow signs for
Atlantic City). Continue for about 50 miles to intersection of US-322 (Black Horse Pike).
Hamilton Mall will be on your left. Proceed about one mile on US-40/322, turn left on County
Route 646 (Delilah Road) and follow signs to FAA Technical Center and Atlantic City
International Airport. Continue for about 2.5 miles to traffic circle. Take 3rd Exit onto Access
Road/Amelia Earhart Blvd. Continue on Access Road/Amelia Earhart Blvd to WJHTC SOC, on the right.
FROM PHILADELPHIA, PENNSYLVANIA/CAMDEN, NJ: Take the Walt Whitman bridge and/or route 42 (North-South Freeway) to the Atlantic City Expressway (Toll). Take Exit 9 toward Delilah Road (Toll). Turn left onto Delilah Road. Bear right, entering Tilton Road Circle.
Take 3rd Exit onto Access Road/Amelia Earhart Blvd. Continue on Access Road/Amelia Earhart
Blvd to WJHTC SOC, on the right.
FROM CAPE MAY, NJ AND POINTS SOUTH VIA CAPE MAY-LEWES, DELAWARE
FERRY: Take Garden State Parkway North (Toll). Take exit 38B for Atlantic City Expressway
W toward Camden/Philadelphia (Toll). Take Exit 9 toward Delilah Road (Toll). Turn right onto
Delilah Road. Bear right, entering Tilton Road Circle. Take 3rd Exit onto Access Road/Amelia
Earhart Blvd. Continue on Access Road/Amelia Earhart Blvd to WJHTC SOC, on the right.
5. Covid-19 Instructions The WJHTC uses the CDC Covid-19 Community Level for Atlantic County to determine its operating status. The CDC sets the community level as Low, Medium or High. The WJHTC sets the following restrictions based on the CDC Community Levels:

• Low – Employees and Visitors are not required to wear a mask in public indoor settings, regardless of vaccination status
• Medium – Employees and Visitors are not required to wear a mask in public indoor settings, regardless of vaccination status
• High - Employees and Visitors are required to wear a mask in public indoor settings, regardless of vaccination status
The CDC determines the Covid-19 Community Levels on a weekly basis. The Offeror representatives can contact the WJHTC POC to request the operating status prior to the start of their OCT.
