1 Introduction
The labor category descriptions provided in this document represent personnel required for successful
Dedicated Network Telecommunications System (DNTS) Contract performance.
1.1 Task Orders
The Contractor must use the defined labor categories in proposing contract personnel for FAA-issued task orders within the scope of the DNTS contract. The FAA may exercise its right to request resumes for all proposed task order personnel to ensure that each person meets the position requirements for the proposed labor category.
1.2 Key Personnel
In accordance with Contract Section H and AMS Clause 3.8.2-17 Key Personnel and Facilities, DNTS
Key Personnel must meet the minimum qualification requirements as presented in Table 1 below.

2 Labor Categories
2.1 Program Manager (CLIN x011a)
Position Description
Minimum Qualifications

Acts as the overall lead, manager and administrator for the contract or task order. Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.
Supervises program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/project resources.
Manages and controls financial and administrative aspects of the program/project with respect to contract requirements.
Bachelor’s

Administration from an accredited college or university
Eight (8) years of experience managing technical programs/projects and supervising staff member activities.

2.2 Senior Logistician (CLIN x011b)
Position Description

Ensures the identification of integrated logistics support requirements; manages the integrated logistics support organization, develops plans and schedules for and manages the identification, development, and delivery of all required integrated logistics resources.
Represents, as a signature authority, the logistics support discipline in system design and modification efforts, quality control and assurance, and configuration management. Plans for and manages depot support operations, including warranty management.
Prepares integrated logistic plans and policy and procedures for DNTS logistic support.
Can perform all functional duties independently.
Oversees the efforts of other staff assigned to a specific job or task order.
Bachelor’s

Responsible for system test planning, execution and reporting. Performs analysis of DNTS specification requirements and directs or assists in the design of test plans to evaluate these requirements. Participates in all phases of DNTS testing.
Responsible for ensuring that the test design and documentation support meet industry and FAA standards.
Ensures testing activities meet FAA timelines.
Responsible for ensuring test conclusions are properly documented.

2.10 Logistician (CLIN x011j)

Experience Performs various tasks related to the development, operation, evaluation, and improvement of DNTS supportability and/or maintainability programs.
Performs and coordinates the ongoing DNTS logistical requirements including repairs, warranties, labeling, shipment and delivery in accordance with the DNTS

3 Allowable Substitutions
Unless otherwise specified in the Labor Category, the following substitutions are permitted:
3.1 Bachelor's Degree
1. Five (5) years relevant experience above the required relevant experience.
This substitution is applicable for two situations, as follows:
- An individual proposed for a position requiring a bachelor’s degree may substitute 5 additional years of relevant experience for the degree, or
- An individual who has a Bachelor’s degree may substitute the degree for 5 years’ experience toward the relevant experience requirement
2. Associates Degree + 3 years relevant experience above the required relevant experience.
This substitution is applicable for two situations, as follows:
- An individual proposed for a position requiring a bachelor’s degree may substitute an
Associate’s degree + 3 additional years of relevant experience for the degree.
- An individual who has an Associate’s degree may substitute the degree for 3 years’ experience toward the relevant experience requirement
3.2 Master's Degree
A master’s degree in a related field of study may be substituted for 2 years of relevant experience above the required relevant experience. For example, if an individual has a Master’s Degree in a related field and the labor category requires a Bachelor’s degree, the Master’s Degree can be substituted for two additional years of experience.
3.3 Relevant Certifications by Industry Recognized Certifying Organizations
The FAA may consider a relevant completed industry standard certification as an allowable substitution towards meeting the labor category’s experience requirements. The Contractor must provide the full name of the certification, month and year completed, certification number, and full name (not an acronym) of the certifying organization. The Contractor must provide the
Contracting Officer a written rationale that explains why the specific certification should be considered as a substitution.
