About this file
This document is an Amendment to an Invitation for Bid (IFB) issued by the Washington State Department of Natural Resources (DNR) for the procurement of seven (7) Battery Powered 2-WD Work Bikes and accessories to support their Forest Roads and Recreation program. The proposals are due on November 7th, with no specific inspection period or delivery milestones beyond the final delivery deadline. The DNR does not have any additional safety standards or testing requirements beyond DOT compliance, and they do not require any specialized on-site training or user support post-delivery. The minimum acceptable warranty period for parts and services is one year for manufacturer's defects, particularly batteries.
Regarding pricing, this is a straight purchase, and the DNR will not provide feedback on cost allocation or offer any incentives for cost savings or early delivery. However, the DNR will consider prompt payment discounts offered by the vendors. The DNR requires the vendor to have Commercial General Liability (CGL) insurance, which is not waivable, as well as Stop Gap and Workers' Compensation insurance, although the Workers' Compensation requirement can be waived if the vendor does not have any employees.

INVITATION FOR BID (IFB)
DNR IFB 25-14
AMENDMENT 2
Questions and Answers
Below is the list of questions submitted pertaining to IFB 25-14, along with the Agency’s Answers in red.
1. I was also hoping you could clarify the submission due date. On the cover page it says proposals are due November 1st, and on the schedule of Procurement Activities it states they are due November 7?
The proposals are due November 7th as outlined in the Schedule of Procurement activities. The November 1 is an error after we adjusted the timeline, sorry for the confusion.
2. Technical Specifications and Compliance:
Are there specific brands or models of components (e.g., motors, batteries, brakes) that are preferred or required to meet compliance standards? No, all brands will be considered. The UBCO standard of quality in Exhibit B is for reference only.
Does the DNR have any additional safety standards or testing requirements beyond DOT compliance for bikes used in forested or rugged terrain? No
3. Performance Expectations:
Could you specify the expected operational range per charge under typical field conditions? Each bidding vendor will provide this information on their product per the specification form.
Are there any minimum performance metrics, such as acceleration or handling standards, for terrain beyond the general off-road capability? No, the only standard expected are outlined in the specifications on page
4. Service and Maintenance Expectations:
What level of maintenance support will be required post-delivery? None Does DNR have any preferred service intervals or specific maintenance tasks beyond the warranty period? No, the manufacturer’s warranty is sufficient Will ongoing maintenance contracts be required, or does DNR anticipate handling most servicing in-house after initial setup? No maintenance needed.
Answers provided by Designated DNR IFB 25-14 Coordinator:
Matthew Hallahan- matthallahan@dnr.wa.gov
5. Timeline and Delivery Milestones:
Are there specific dates or milestones that must be met beyond the final delivery deadline? No, but we may call for warranty assistance with the manufacturer.
Is there a designated inspection period after delivery for acceptance of each bike, and what criteria will be used? The bikes will be driven and inspected/accepted at time of delivery (provided the batteries are charged). Pre-Deployment Inspection will determine if there are any warranty issues.
6. Cost Proposal and Payment Structure:
Will DNR provide feedback on cost allocation to ensure alignment with budget expectations? No, this is a straight purchase.
Are there any specific incentives for cost savings or early delivery? Prompt payment discounts (IFB page 19) offered.
Whether a percentage or flat rate will be calculated into the final cost proposal scoring, as the Agency pays immediately provided the vendor is set up with WA state as a vendor.
7. Warranty and Support Expectations:
What is the minimum acceptable warranty period for parts and services? The minimum warranty should be one year for manufacturers defects, particularly batteries.
◦ Does DNR require any specialized on-site training or user support post-delivery? No training is necessary for this equipment.
8. Insurance
We currently don’t have (CGL) liability insurance but the manufacturer of the bikes does, do we need our own? DNR requires CGL, this commercial is not waivable.
Same goes for “stop gap”, BAP and workers comp, we don’t carry any of these. We don’t have workers comp because we don’t have employees. Stop Gap cannot be waived, if the Contractor does not have employees, DNR can waive the Workers Comp Insurance with comments added.
