About this file

This is a Timber Sale Prescription document from the Michigan Department of Natural Resources Forest Resources Division for the Grayling Management Unit. The sale, numbered 72-803-19 and named "GNA 2019 Smith Pine Oak North Mio," covers approximately 308.4 acres across four stands located in T26N R05E (Sections 5 and 6) in the Mio area. The project involves multiple timber treatments: mechanical/free thinning of planted red pine in Stand 11 (25.7 acres), designated species cutting of jack pine in Stand 14 (29.1 acres), and shelterwood establishment cuts in Stands 19 (159.4 acres) and 09 (94.2 acres) to promote oak regeneration. Contract work could begin immediately upon execution with a mandatory completion date of September 15, 2019. The prescription requires timber marking, area calculation, timber cruising, paint line work, and GPS data collection as outlined in the detailed specifications. The successful bidder must establish sale boundary lines, perform individual tree marking according to specific forestry standards, conduct cruise sampling at specified intensities, and deliver comprehensive documentation including marked tree locations, paint usage summaries, cruise data, and GPS-generated shapefiles.

The bidder must coordinate directly with Kevin Ehlert at the Mio DNR Field Office for paint supply and arrange a pre-work meeting with DNR staff to delineate precise marking specifications. Marking restrictions include limiting contractors to a maximum of two markers per payment unit without prior approval, with each marker assigned to a distinct geographic area rather than strips. Paint will be supplied by the DNR from the Mio Field Office, and the contractor's work schedule must align with DNR availability. Required deliverables include documented lists of personnel performing marking and cruising operations, paint usage summaries by color, tally summaries and original tally sheets for each payment unit, GPS files compatible with ArcMap, and cruise data entered into a provided digital cruise card format. GPS data collection must meet specific signal quality requirements with a minimum of four satellites and a maximum DOP of 5. The document references Appendices A, B, and C for detailed specifications on area calculation, timber cruising standards, and individual tree marking protocols, along with reference to the "Compleat Marker" guide and the Product Standards and Cruising Manual.

2. The contractor may not have more than two markers in one payment unit without prior approval.

3. Each marker should have an assigned area to mark (not strips).

PAINT

1. Call Kevin Ehlert at (989) 826 - 3211 ext 7041, to make arrangements for paint.

2. Paint will be supplied from the Mio DNR Field Office.

3. Contractor’s work schedule must coincide with the DNR work schedule for paint supply.

Timber Cruising Specifications

1. Cruise designated timber using Appendix 8 - Product Standards and Cruising Manual (revised

4-3-2017) to determine products and heights of products. Record cruise data by species/product as indicated in Appendix 8. Do not combine any species or products unless told to do so by the marking contract administrator.

2. Cruise sheets will be provided upon request. If the contractor prefers to use their own cruise sheets, the sheet format must meet with the approval of the marking contract administrator.

3. Record BA of residual trees BY SPECIES at each cruise plot unless otherwise directed by the marking contract administrator.

4. Cruise at the sampling intensity specified in the Timber Sale Prescription and apply that rate to your GPS-determined stand acreage.

5. Separate cruise data by payment units.

6. Use the Basal Area Factor (10, 15 or 20) that averages 4 to 8 “in” trees per plot.

7. Mark plot locations on a map, using the plot number.

8. Unless otherwise agreed to by the contract administrator and the contractor, plot center will be marked by a stake or stick firmly inserted in the ground (not snow) with a fluorescent pink ribbon attached to it at a height of not less than one foot above the ground, and labeled with the payment unit/stand number and plot number. In addition, a strip of fluorescent pink ribbon at least 24 inches long must be attached to the tree closest to plot center.

9. All cruise sheets must be labeled with the compartment #, stand #, cruising unit #, prism factor, date and the cruiser's name. If a portable data recorder is used for cruising, submit a summary sheet that details the rest of the required information.

10. A digital cruise card will be provided to the successful bidder for cruise data entry. This Excel spreadsheet mimics a paper cruise card for the Cumulative Tally method and will generate the required .CRL file. Original cruise sheets (if paper is used) and an electronic copy of the cruise data entered into the provided Excel spreadsheet must be delivered upon completion of the contract field work. Data entered into digital cruise card must be in correct format to produce a TSalePO compatible CRL document. For specific instructions, discuss with contract administrator.
