About this file

This is a Timber Sale Prescription document issued by the Michigan Department of Natural Resources (DNR) Forest Resources Division for a timber sale managed under the U.S. Forest Service Good Neighbor Authority. The GNA 2019 Smith Pine Oak North Mio timber sale (Sale Number 72-803-19) encompasses 308.4 acres across four stands located in the Grayling Management Unit in Mio, Michigan. The project involves mechanical thinning, species-designated cutting, and shelterwood establishment treatments across stands 11, 14, 19, and 09, with stand-specific basal area targets ranging from 40 to 100 square feet per acre. Contract work may begin immediately and must be completed by July 31, 2019. The scope includes timber marking, cruising, area calculation, paint line work, and GPS data collection. Contractors must deliver marked tally sheets, paint summaries, GPS shapefiles, digital cruise data, and a list of personnel who performed marking and cruising work for each payment unit.

The prescription specifies detailed timber cruising requirements with approximately 196 total cruise plots distributed across the four stands at varying sampling intensities, with basal area factors of 10, 15, or 20 to be selected based on averages of 4 to 8 in-trees per plot. Marking specifications include individual tree marking with blue paint for trees to cut and orange paint for trees to leave, with marks applied at approximately five feet above ground and stump-marked at the base. Paint supplies will be provided by the Mio DNR Field Office, and contractors must coordinate their work schedule with DNR availability during regular business hours. No pricing information, set-asides, or funding amounts are specified in the prescription document.

8. Required GPS receiver signal quality settings for data collection: a minimum of four satellites, with a maximum DOP (dilution of precision) of 5.

9. Sale boundaries must be recorded as area features, not lines.

Timber Cruising Specifications

1. Cruise designated timber using Appendix 8 - Product Standards and Cruising Manual (revised

4-3-2017) to determine products and heights of products. Record cruise data by species/product as indicated in Appendix 8. Do not combine any species or products unless told to do so by the marking contract administrator.

2. Cruise sheets will be provided upon request. If the contractor prefers to use their own cruise sheets, the sheet format must meet with the approval of the marking contract administrator.

3. Record BA of residual trees BY SPECIES at each cruise plot unless otherwise directed by the marking contract administrator.

4. Cruise at the sampling intensity specified in the Timber Sale Prescription and apply that rate to your GPS-determined stand acreage.

5. Separate cruise data by payment units.

6. Use the Basal Area Factor (10, 15 or 20) that averages 4 to 8 “in” trees per plot.

7. Mark plot locations on a map, using the plot number.

8. Unless otherwise agreed to by the contract administrator and the contractor, plot center will be marked by a stake or stick firmly inserted in the ground (not snow) with a fluorescent pink ribbon attached to it at a height of not less than one foot above the ground, and labeled with the payment unit/stand number and plot number. In addition, a strip of fluorescent pink ribbon at least 24 inches long must be attached to the tree closest to plot center.

9. All cruise sheets must be labeled with the compartment #, stand #, cruising unit #, prism factor, date and the cruiser's name. If a portable data recorder is used for cruising, submit a summary sheet that details the rest of the required information.

10. A digital cruise card will be provided to the successful bidder for cruise data entry. This Excel spreadsheet mimics a paper cruise card for the Cumulative Tally method and will generate the required .CRL file. Original cruise sheets (if paper is used) and an electronic copy of the cruise data entered into the provided Excel spreadsheet must be delivered upon completion of the contract field work. Data entered into digital cruise card must be in correct format to produce a TSalePO compatible CRL document. For specific instructions, discuss with contract administrator.
