About this file

This Statement of Work (SOW) is for RFP #190000003036 issued by the State of Michigan Department of Natural Resources (DNR) for Aircraft Maintenance Services. The contract seeks aircraft inspection, maintenance, and repair services for Cessna 182 aircraft stationed in Houghton/Hancock and Escanaba, supporting the Forest Resources Division's (FRD) fire prevention and suppression program. The work includes standard maintenance, 100-hour/annual inspections, and avionics maintenance. The contract term is three years from November 1, 2019, to October 31, 2022, with the possibility of two additional one-year renewals.

Pricing must remain firm for 365-day periods, with changes allowed at the end of each period based on documented cost changes. Price change requests must be submitted in writing at least ten days before their effective date. The selection of contractors for services will be based on proximity to the aircraft's base, contractor availability (particularly during fire season), and pricing. Parts will be billed separately at actual cost, and all work requires prior approval from the DNR Lead Pilot. The DNR reserves the right to make multiple awards based on region.

1.01 Project Identification

1.011 Project Request

This is an RFP for aircraft inspection, maintenance, and repair services in accordance with the Scope of Work and Deliverables, below.

This is a formal request to prospective Bidders to solicit bids or price quotations. Bidders must submit written proposals according to the instructions contained within this document, discussing how they will meet the specific requirements.

1.02 Background

The Forest Resources Division (FRD) is responsible for fire prevention and fire suppression on State and privately-owned forestlands of the State of Michigan. In order to meet the needs of this program, FRD has aircraft (Cessna 182) stationed in Houghton/Hancock and Escanaba. Maintenance for these aircraft is required in order to perform fire patrols for the prevention and suppression of wildland fires. The Department of Natural Resources (DNR) hay have multiple contracts to best provide these services based upon location of the aircraft at the time of service.

1.03 Scope of Work and Deliverables

1.031 In Scope

100 hour or Annual Inspection – includes opening, inspection servicing and closing of the aircraft. Additional work will be billed at a flat rate. Parts will be billed separate at actual cost.

Avionics Maintenance - includes opening, inspection servicing and closing of the aircraft for the purposes of maintaining the avionics of the aircraft. Parts will be separate at actual cost.

1.032 Work and Deliverables Contractor must provide Deliverables/Services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below:

SELECTION OF CONTRACTOR FOR SERVICES

In determining where an aircraft is to be sent for repairs or an inspection, the following issues will be considered:

1. If aircraft is going in for inspection, the nearest Contractor to the aircraft’s base will be used.

2. The nearest Contractor will be considered, but if they cannot work on the aircraft in a timely manner, a call will be made to the second Contractor. The DNR cannot have an aircraft grounded for an extended period in the fire season.

3. If both of these issues are not a factor the lowest price Contractor would be used.

The same criteria will be used for repairs unless the aircraft lands at an airport and because of the problem cannot be flown. At this time, the DNR would have to use the Contractor who would be able to get to the location.

1.04 Project Control and Reports

The Contractor will carry out this project under the direction and control of the Michigan DNR.

1.05 Price Proposal Prices quoted are the maximum for a period of 365 days from the date the Contract becomes effective.

Prices are subject to change at the end of each 365-day period. Such changes shall be based on changes in actual costs incurred. Documentation of such changes must be provided with the request for price change in order to substantiate any requested change. Purchasing Operations reserves the right to consider various pertinent information sources to evaluate price increase requests (such as the CPI and PPI, US City Average, as published by the US Department of Labor, Bureau of Labor Statistics). Purchasing Operations also reserves the right to consider other information related to special economic and/or industry circumstances, when evaluating a price change request. Changes may be either increases or decreases, and may be requested by either party. Approved changes shall be firm for the remainder of the contract period unless further revised at the end of the next 365-day period. Requests for price changes shall be RECEIVED IN WRITING AT LEAST TEN DAYS PRIOR TO THEIR EFFECTIVE DATE, and are subject to written acceptance before becoming effective. In the event new prices are not acceptable, the CONTRACT may be cancelled. The Contractor remains responsible for performing according to the contract terms at the contract price for all orders received before price revisions are approved or before the contract is cancelled.
