Solicitation for Commercially Provided SCIF Space

This is a Solicitation for Commercially Provided Secure Compartmented Information Facility (SCIF) space issued by the Office of the Director of National Intelligence (ODNI). The Government seeks solutions from responsible sources capable of providing, operating, and maintaining accredited SCIF space to support companies performing classified national security work.

The ODNI anticipates awarding one or more fixed-price Prototype Other Transaction (OT) agreements under 10 U.S.C. § 4022, with total awards not exceeding $2 million. Award eligibility requires that at least one qualifying condition be met: one-third of project work performed by a non-traditional defense contractor (NTDC) or nonprofit research institution, exclusivity of non-traditional participants, or at least one-half of project costs funded by non-Federal sources. The Government specifically targets emerging technology companies and NTDCs across the continental United States that currently lack access to accredited SCIF space, seeking commercially viable, scalable solutions that can be prototyped at initial sites and expanded to multiple geographically diverse locations if successful. The desired solution must support multi- or single-tenant operations with flexible IT environments, rapid onboarding capabilities, reduced time and cost for SCIF establishment and accreditation, and scalable expansion across the U.S.

Respondents must submit unclassified White Papers (not exceeding seven pages) electronically to contracts@odni.gov by 4:00 PM on May 1, 2026 (updated deadline). White Papers must address seven desired capabilities: SCIF availability and accreditation with credible pathways; multi-tenant operations with tenant separation governance; tenant onboarding and security operations procedures; IT/connectivity concepts delineating provider versus Government responsibilities; scalability across multiple CONUS sites; commercial pricing models supporting long-term sustainability; and facility clearance status with FOCI risk mitigation plans. Phase 1 submissions will be evaluated equally on three factors: overall technical merit/feasibility, benefit to the Intelligence Community, and related experience. Following Phase 1 evaluation, selected respondents may be invited to submit Phase 2 proposals with Phase 2 selection notification scheduled for May 22, 2026. The Government may pursue follow-on production OT awards or procurement contracts without further competition if prototype projects are successfully completed, potentially including expansion to multiple sites, increased capacity, long-term operational agreements, and enterprise-level adoption.

1. (U) Purpose

(U) The Government seeks solutions from responsible sources capable of providing, operating, and maintaining Secure Compartmented Information Facility (SCIF) space to support companies performing work on classified national security missions.

(U) The Office of the Director of National Intelligence (ODNI) (henceforth known as the Sponsor) anticipates potentially awarding one or more Prototype Other Transaction (OT) agreement(s) under the authority described in 10 U.S.C § 4022 as modified by 50 U.S.C, § 3024(n)(6). The Sponsor anticipates making multiple awards under this solicitation, subject to the availability of funds. The Sponsor anticipates that the total value of all agreements awarded as a result of this solicitation will not exceed $2Mfor Prototype OT award(s) under this effort. Prospective Respondents should pay close attention to the details of this solicitation prior to submitting a response.

2. (U) Problem Statement

(U) Non-traditional defense contractors (NTDCs) as defined in 10 U.S.C § 3014, particularly emerging technology companies, located across the continental United States (CONUS), often lack access to accredited SCIF space necessary to perform classified work. This creates a barrier-to-entry for innovative firms that could support national security missions. The Sponsor seeks commercially viable solutions that can provide accredited SCIF space suitable for multi- or single-tenant use and flexible IT environments for communicating with the IC; enable rapid onboarding of emerging technology firms; reduce time and cost associated with SCIF establishment and accreditation; support scalable expansion to additional geographic locations across the US; and, where possible, include providers capable of holding appropriate facility clearances and administering secure operations. The desired outcome is a commercially operated, contractor-acquired/contractor-operated SCIF capability that can be prototyped at one or more initial sites and scaled to multiple geographically diverse production CONUS locations, if successful.

3. (U) Anticipated Scope of Prototype Projects

(U) The Sponsor seeks prototype projects that demonstrate the establishment or provision of accredited SCIF space, including buildout (if required), accreditation support, and compliance with applicable IC and Department of War standards. Projects should propose an operational concept, described in unclassified terms, covering access controls, secure classified IT/connectivity (as permitted), security management, badging, visitor control, and facility administration. The Sponsor is receptive to a range of approaches, including commercially sustainable models with tenant-appropriate pricing structures that can be scaled and replicated across multiple sites. Prototype activities may include standing up or modifying a SCIF at an initial location, demonstrating onboarding of at least two (2) simultaneous tenants, and validating governance, security, and operational processes.

P a g e | 4

Prototype scope, milestones, and the number of initial sites pursued will be tailored to available funding. The Sponsor anticipates that the total value of all agreements awarded as a result of this solicitation will not exceed $2M.

4. (U) Follow-On Production

(U) If a prototype project is successfully completed and findings support further action, the Government may issue one or more follow-on production OT awards or procurement contracts without further competition as authorized by law and consistent with the prototype OT agreement. Follow-on production may include expansion to multiple geographic sites, increased capacity at prototype locations, long-term operational agreements, and/or enterprise-level adoption.

5. (U) Use of Other Transaction Authority and Anticipated Award Structure

(U) The Sponsor anticipates using OT authority where appropriate (for example, 10 U.S.C. § 4022). The Sponsor expects to award fixed-price Prototype OT agreement(s) with milestone-based payments tied to successful accomplishment of tasks and deliverables;

milestone schedules will be negotiated. Award eligibility will be consistent with statutory OT requirements: Prototype OT agreements will only be awarded to respondents meeting at least one qualifying condition, such as one-third of the project work performed by a non-traditional defense contractor or nonprofit research institution, exclusivity of non-traditional participants other than the Government, or at least one-half of project costs funded by sources other than the Federal Government.

6. (U) Desired Capabilities

(U) Respondents should propose solutions that, at a minimum, address the following desired capabilities in unclassified terms: (1) SCIF availability and accreditation, including the ability to provide existing accredited SCIF space and/or execute buildout to achieve accreditation, along with a credible accreditation pathway and timeline for the initial site(s); (2) multi-tenant operations, including support for both single-tenant and multi-tenant occupancy models and governance/operating procedures that preserve tenant separation as required; (3) tenant onboarding and day-to-day security operations, including processes for personnel access, visitor control, badging, and security incident reporting, plus defined onboarding timelines and a repeatable onboarding playbook; (4) IT/connectivity concept, including a clear delineation of Respondent-provided versus Government-furnished IT/services and a plan to support permitted unclassified IT services and a concept to integrate Sponsor-directed classified connectivity (if applicable); (5) scalability, including a repeatable site selection and replication concept for multi-site expansion across CONUS and a staffing/supply-chain approach to scale operations; (6) commercial sustainability, including a commercial pricing model and utilization assumptions supporting long-term operations and a plan for sustaining the capability during prototype and potential production phases; and (7) clearance and compliance, P a g e | 5 including facility clearance status (if any) and/or a plan to obtain/maintain required clearances, plus an approach to FOCI risk identification and mitigation.

7. (U) Phase 1 White Paper Submission Instructions and Content Requirements

(U) White papers shall be unclassified and submitted electronically to contracts@odni.gov no later than 4:00 PM on 01 May, 2026. Late submissions may be considered at the Sponsor’s discretion. PDF is preferred. The email subject line shall read:

“SCIF OT – Phase 1 White Paper – [Company Name]”.

(U) Technical White Paper: The Technical White Paper shall not exceed seven (7) pages and shall use a readable format and font. It shall include a company overview and legal entity information; facility clearance status (if any); relevant experience with SCIF construction, accreditation, and/or operation; the proposed SCIF business model and accreditation pathway; an operational and security management approach (including IT/connectivity concepts); proposed initial site(s) and justification for why the site(s) are in the Sponsor’s best interest; key risks and mitigations; and a scalability/production concept for multi-site expansion. Respondents should also describe their ability to provide existing accredited SCIF space and support Sponsor-directed classified IT/connectivity; obtain and maintain required facility clearances; administer classified contracts; support multi-tenant operations while maintaining required compartmentation; offer flexible commercial arrangements suitable for venture-backed or early-stage NTDCs; operate near national security or technology hubs; and scale to multiple sites within defined timelines. The Sponsor may favor solutions that minimize Government capital investment, leverage existing commercial infrastructure, accelerate time to mission, and reduce barriers for NTDCs.

8. (U) Phase 1 Evaluation Factors

(U) Phase 1 submissions will be evaluated against three factors of equal importance:

overall technical merit/feasibility, benefit to the IC, and related experience. Overall technical merit comprises the approach’s ability to meet the Government’s problem statement and project goals and to demonstrate understanding of the IC operating environment. Related experience concerns demonstrable domain knowledge, relevant prior performance, and team composition necessary to achieve objectives.

9. (U) Proprietary Information, Non-Disclosure, and Use of Submission

(U) By submitting materials in response to this document, respondents permit the Sponsor and authorized evaluators to access proprietary information for evaluation purposes. The Sponsor will protect proprietary information from unauthorized release consistent with applicable law and policy, but submissions are provided at the respondent’s risk. Non-government advisors used in evaluation will operate under non-disclosure agreements.

10. (U) Foreign Ownership, Control, or Influence (FOCI) and Conflicts of Interest

(U) The Sponsor will not award OT agreements to entities presenting Foreign Ownership, Control, or Influence (FOCI) concerns. Respondents must disclose any actual or potential FOCI concerns and any potential organizational or personal conflicts of interest.

Respondents who have not previously conducted business with the Sponsor may be required to provide additional FOCI documentation during later pre-award phases. The Sponsor will avoid organizational or personal conflicts of interest in evaluation and selection and will not allow conflicted entities to perform evaluation functions for which they are competitors. The Government encourages participation by NTDCs, small businesses, consortia, and public-private partnerships with innovative facility or security delivery models.

11. (U) Anticipated Next Steps

(U) Following Phase 1 evaluation, the Sponsor may invite selected respondents to submit a Phase 2 proposal, request oral presentations or written clarifications, conduct follow-on engagements, negotiate Prototype OT agreement(s), or elect not to proceed. If Phase 2 is conducted, Phase 2 instructions will be provided separately and will specify required proposal content, pricing structure, scheduling, and any additional security and/or FOCI documentation. Respondents who submit technically sound White Papers may be encouraged to submit proposals for Phase 2. Respondents who do not submit technically sound White Papers may be discouraged from submitting proposals for Phase 2.
